Requires certain meetings between the governor, the temporary president of the senate and the speaker of the assembly relating to the state budget to be open to the general public; to provide an opportunity for the public to attend, listen to, and observe such meetings; and to broadcast and maintain records of such meetings on each party's website.
Enacts the "cannabis adult-use transition act"; increases the number of members on the state cannabis advisory board from thirteen to seventeen voting appointed members; provides that an eligible registered organization shall be authorized as a registered organization adult-use cultivator processor distributor retail dispensary upon approval of an application to the office of cannabis management that must be available to such registered organizations no later than August first, two thousand twenty-three and remain available thereafter; provides that the office must approve or deny such application within thirty days of its submission or it shall be deemed approved; makes related provisions.
Requires public buildings which are or contain an area of public assembly or service to have equipped and installed an induction loop listening system for use by persons who are deaf or hard of hearing.
Authorizes the manufacture of beer, spirits, cider, wine and mead at the community college in Broome county and the Cornell university, acting on behalf of the New York state college of agriculture and life sciences and the New York state agricultural experiment station.
Enacts the feathered lives also count act directing the commissioner of general services to incorporate practices and strategies to reduce bird fatality resulting from collisions with certain state-owned or state-leased buildings, and for other purposes; requires the commissioner to develop a design guide that includes features, methods and strategies, and best practices for reducing bird fatalities; requires the commissioner to report to the governor and the legislature.
Prevents unfounded complaints against police officers, peace officers, firefighters, correction officers and emergency medical service providers from being disclosed or added to such police officer, peace officer, firefighter, correction officer or emergency medical service provider's personnel record.
Prohibits the use of biometric surveillance system or biometric surveillance information in places of public accommodation; prohibits entering into any agreement that authorizes any third party to use any biometric surveillance system or biometric surveillance information; provides penalties for violations.
Relates to requiring gender neutral bathrooms in state-owned buildings; requires each state agency to ensure, to the extent practicable, that all state-owned and state-leased buildings under its jurisdiction have at least one multiple-occupancy bathroom in such building designated as gender neutral.
Relates to expanding the definition of "public body" to include any entity consisting of two or more members created by executive order of the governor.
