Establishes the New York child data protection act to protect minors from having their personal data accessed; provides exceptions in certain circumstances.
Relates to school district unexpended surplus funds; provides that for the 2025--2026 school year and thereafter, surplus funds shall mean any operating funds in excess of six percent of the current school year budget, and shall not include funds properly retained under other sections of law.

Deems home instruction which is compliant with the provisions of article 65 of the education law and the home instruction requirements prescribed in the commissioner of education's regulations to be substantially equivalent in amount and quality to the instruction given to students of like age and attainments at the public schools of the city or district where the student resides.

Allows certain judges, justices, and criminal prosecutors who are duly licensed to possess a concealed firearm, to carry such concealed firearm in court, where no magnetometer or security personnel is present.

Authorizes the court where there is criminal possession of stolen property to, in its discretion release the principal pending trial on the principal's own recognizance or under non-monetary conditions, fix bail, or order non-monetary conditions in conjunction with fixing bail, or, where the defendant is charged with a qualifying offense which is a felony, the court may commit the principal to the custody of the sheriff; makes related provisions.
Adopts the Interstate Massage Compact to support the mobility of licensed massage therapists by creating an additional licensing pathway to create reciprocity among participant states and reduce the barriers to license portability.
Establishes the offense of aggravated reckless driving and allows for the seizure and forfeiture of vehicles used in connection with reckless driving or aggravated reckless driving.
