Grants the commissioner of transportation the authority to increase grant awards for airport improvement and revitalization when the total funds available for assistance support higher maximum grants.
Requires the reporting of certain accidents involving vehicles, including electric scooters and bicycles with electric assist; requires reports to include information indicating whether certain accidents involved electric scooters and bicycles with electric assist.
Establishes an office of the transit riders advocate to receive and resolve complaints affecting mass transit users of facilities of the metropolitan transportation authority.
Establishes a discount fare rate of no less than 25% for full-time undergraduate students attending an accredited college who utilize the New York city transit system, including railroad, subway and/or omnibus services.
Disallows the suspension or revocation of a domestic violence victim's driver's license or registration for non-payment or lapse of insurance coverage upon a proper showing of current insurance and a court order or attorney affirmation that such individual is in fact a victim of domestic violence.
Relates to capital program plans; provides that the MTA shall submit to the MTA capital program review board two capital program plans on or before January 31, 2028 and every fifth year thereafter; provides that all future capital program plans be submitted January 31 of the required years.
Requires the MTA to hold hearings in each county affected by proposed fare increases, major reductions of transportation and/or major service changes; does not apply to standard seasonal or holiday adjustments, temporary changes due to routine maintenance and/or temporary changes in response to emergency situations; requires the authority to hold a hearing in each county of a service area that is affected by the proposed change(s) in fares or services, provided that such hearings be limited to one hearing per calendar day.
Provides milk dealers who operate trucks throughout the state buying, delivering, and selling milk with an EZ pass free of charge, where the authority will be responsible for the cost so long as it can be proved the truck is used exclusively for such purpose.
Directs the metropolitan transportation authority, in conjunction with the Long Island Rail Road and the Metro-North Commuter Railroad, to identify flammable or hazardous materials near above-ground and grade level tracks and make recommendations for removal of such materials.
Enacts the "MTA board member attendance act"; requires members of the metropolitan transportation authority to attend the majority of public hearings on fare hikes in order to cast a vote.
Establishes the East of Hudson watershed road salt reduction task force, pilot plan and test program to conduct a comprehensive review of road salt contamination and road management best practices within the East of Hudson watershed.
