Extends provisions relating to establishing the stretch limousine passenger safety task force; authorizes the stretch limousine passenger safety task force to continue to hold public hearings and meetings to review the actions taken by the state and to publish a report of its findings.
Includes the New York city transit authority systems and the Metro-North Commuter Railroad Company in the no fare program for police officers; includes retired police officers.
Creates a series of distinctive license plates for law enforcement officers who were wounded in the line of duty or the spouse of such, which shall bear the words "Wounded in the Line of Duty"; includes the New York state sheriff's association, New York state association of chiefs of police, police benevolent association of the New York state troopers, the New York state police benevolent association, and the New York city police benevolent association; provides that proceeds from the service charge shall be used for a fund to assist wounded/fallen officers and their families.
Relates to directing the department of motor vehicles to issue New York drivers' licenses to individuals holding a valid or recently expired driver's license from certain Caribbean countries.
Authorizes the commissioner of motor vehicles to establish a pilot program to evaluate the use of optional mobile or digital alternatives to driver's licenses and non-driver identification cards if specified requirements are met; provides for the repeal of such provisions upon the expiration thereof.

Establishes a central business district toll exemption for first responders employed by the state, any municipality, a recognized corporation or authority, or certified organization, thereof who are performing any part of their duties in the central business district.
Prohibits the transportation of dogs in the back of a motor vehicle intended for any load unless such space is enclosed or has side and tail racks to a height of not less than forty-six inches extending vertically from the floor; the motor vehicle has installed means of preventing the dog from being ejected; or the dog is cross-tethered to the vehicle or is protected by a secured container or cage, in a manner which will prevent the dog from being ejected from the motor vehicle; imposes fines for violations.
