Provides that the department of transportation shall not require a survey from any fiber optic utility for permitting or continuance of the use and occupancy of a state right of way for the purposes of installing, modifying, relocating, repairing, operating, or maintaining fiber optic facilities, under certain circumstances.
Authorizes the New York state thruway authority to issue annual short distance commuter permits which shall provide for travel at no charge between interchanges in permit areas.
Requires operators of bicycles, skateboards, inline skates and scooters who are under eighteen years of age to wear protective headgear; increases the age requirement from fourteen years to eighteen years.
Prohibits the metropolitan transportation authority from establishing certain limitations relating to wheeled carts and the amount of time customers may remain in certain areas of subway stations and from ejecting customers for blocking free movement in a station or on a stairway, elevator, escalator, platform or conveyance.
Provides for the suspension of a vehicle registration after a third school bus safety camera violation for overtaking and passing a stopped school bus.
Provides for dealer sale rescission or cancelation for any vehicle not later than the thirtieth day following the date of sale; requires return by the dealer to the rightful parties all fees, taxes, and other monies provided to the dealer as part of the sale.
Relates to designating a portion of the state highway system constituting the bridge crossing over the Hudson River on state route four hundred seventy as the "Assemblyman Pat M. Casale Memorial Bridge".
Relates to ordering a study and report on improvements of State Route 9A in the Hudson River Greenway portion of State Route 9A; provides for the repeal of such provisions upon expiration thereof.

Authorizes a study of the traffic conditions in the incorporated village of Cedarhurst and its immediate boundaries, thoroughfares, county and state roads.
Allows current, active and retired military service members and reserve units of the state to qualify for distinctive license plates; allows the spouse to also qualify for such distinctive plates.
