Relates to paratransit services; directs that an applicant for recertification submit correspondence from a licensed physician in lieu of an in-person assessment.
Permits the commissioner of motor vehicles to require any licensed driver to submit to an examination or reexamination prior to his or her normal renewal date upon receipt of a recommendation from a court having jurisdiction of traffic offenses, or the governor or chief magistrate of a state or territory stating that the driver's ability to operate a motor vehicle safely is questionable.
Permits the villages of Upper Brookville, Flower Hill, East Hampton, Westbury, Saddle Rock and Southampton located in Nassau and Suffolk county to adopt local laws to implement a demonstration program imposing monetary liability not to exceed fifty dollars on the owner of a vehicle for failure of an operator to comply with stop signs; permits such villages to install and operate stop sign photo violation monitoring systems as part of such demonstration program.
Requires inclusion of complete street design for state and local transportation projects undertaken by DOT or which receive both federal and state funding and are subject to DOT oversight.
Prohibits a law enforcement officer from stopping, arresting, or detaining the operator of a motor vehicle or bicycle, or a pedestrian for certain minor violations of the vehicle and traffic law or based on suspicion or probable cause to believe that the driver or any passenger in the vehicle has an outstanding warrant; provides for the suppression or exclusion of evidence obtained in violation of such provisions; relates to the duties of the division of criminal justice services.
Expedites MTA capital project improvement, construction, reconstruction, or rehabilitation by establishing a process for utility relocation necessary for such project.
Authorizes the impoundment of vehicles operated by intoxicated or impaired persons; authorizes the release of impounded vehicles to owners of such vehicles if certain criteria is met; authorizes a reasonable fee for towing and storage of such vehicles.
Allows for department of motor vehicles employees to employ an attorney-at-law to defend against certain civil actions; limits the basis for removal of such employees.
