Provides that any system for warning populations who are or may be endangered and for rapid and effective communication for any New York emergency alert notification shall occur within thirty minutes, or as soon as practicable thereafter.
Extends eligibility for real property tax exemptions to veterans who served on a submarine or on classified missions during a period of war as documented by military service records.
Provides that individuals requesting and obtaining a veteran notation on such individual's driver's license or non-driver identification card shall be advised that the department of veterans' services and local veterans' service agencies provide assistance to veterans regarding benefits under federal and state law.
Requires the inclusion of local and municipal animal shelters, a society for the prevention of cruelty to animals and veterinary services when establishing local comprehensive emergency management plans; requires that information to the public include the communication accommodation needs of persons with vision or hearing impairments and information on which temporary housing and other necessary facilities are designated as animal-friendly.
Revises the New York state veteran's memorial and monument registry such that it is easier to navigate and has deadlines for the submission of memorials and monuments and the updating of the registry.

Allows for the governor to create a period of enhanced penalties during a disaster; creates enhanced penalties for certain disaster related crimes during public emergencies.

Establishes benefits and protections for essential employees providing essential services during a state of emergency; defines essential services; requires certain disaster plans to provide measures to provide benefits and protections to employees providing essential services and requires such disaster plans to provide care to students aged 12 and under.
Relates to participation by veterans with respect to state contracts by expanding Article 3 of the veterans' services law to cover all veteran-owned business enterprises instead of only service-disabled veteran-owned business enterprises; makes related corrections in law.
