Caps the amount of taxes a senior has to pay on his or her real property at the amount such individual paid in the year in which he or she turned 65; provides that the individual claiming the limitation must be the owner of the property and must reside in the property for at least seventy-five percent of the year.
Requires the metropolitan transportation authority and the New York city transit authority to implement certain standards issued by the society for protective coatings pertaining to applying and removing coatings from bridges, trestles, and elevated subway and railway tracks and stations.
Requires all municipal corporations to adopt senior citizen rent increase exemption programs and disability rent increase exemption programs within one year.

Prohibits a city, town, village or of a joint water district from imposing certain levies, charges, taxes or assessments on a property which uses private well water for its water supply; prohibits a city, town or village from imposing certain levies, charges, taxes or assessments on a property which uses a septic system for treatment of waste water.
Relates to the determination of salary base for members of the New York city police pension fund; provides that the salary base for members of the New York city police pension fund whose employment with the police department of the city of New York commenced on or after July 1, 2000 shall be determined in the same manner as members whose employment commenced prior to such date.
Waives the local residency requirement for the village clerk and village treasurer in the village of Portville by permitting such public officers to reside within Cattaraugus county or an adjoining county within the State of New York.
Authorizes and directs the public service commission and the New York state energy research and development authority to conduct a study on peaker plant electric generating facilities on Long Island.
