Authorizes the assessor of the town of Ramapo, county of Rockland to accept an application for a real property tax exemption from Sister Servants of Mary Immaculate Inc.
Provides increases in the rates of payment for certified home health agencies; directs the commissioner of health to establish minimum standards and a minimum benchmark for home care service payments by any Medicaid payor.
Relates to preserving access to affordable drugs; provides that an agreement resolving or settling, on a final or interim basis, a patent infringement claim, in connection with the sale of a pharmaceutical product, shall be presumed to have anticompetitive effects if a nonreference drug filer receives anything of value from another company asserting patent infringement and if the nonreference drug filer agrees to limit or forego research, development, manufacturing, marketing, or sales of the nonreference drug filer's product for any period of time.
Relates to the use of antipsychotic medications in nursing homes; imposes limits as to time and documentation; requires informed consent under certain circumstances.
Grants certain members or officers of the state police credit for service as a deputy sheriff, county corrections officer, or state corrections officer; two years credit; provides cost shall be borne by member.
Provides voting materials in French and Creole; requires translators in French and Creole in the city of New York at polling places in subdivisions where more than five percent of the citizens of voting age speak the language of French and/or Creole and are limited-English proficient.
Requires the division of criminal justice services to establish a policy prohibiting police agencies from using chemical weapons and kinetic energy munitions on civilian populations and from acquiring and stockpiling such weapons or munitions.
Provides immunity from prosecution for certain individuals engaged in prostitution who are victims of or witnesses to a crime and who report such crime or assist in the investigation or prosecution.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
