Enacts the "educational equity and choice act"; requires nonpublic schools to provide the same services that public schools currently provide to nonpublic schools; provides that such costs shall be approved by the commissioner of education and borne by the state; makes related provisions.
Requires applicants for certain nursing licenses and certifications to complete a course in the prevention of human trafficking; directs the commissioners of education and health to develop such training and regulations; directs that certain forfeited funds be used to reimburse actual costs expended for the development of such training.
Includes falsely reporting incidents in an attempt to bring about the dispatch of a large number of police officers to a particular address or location as a felony offense under the crime of falsely reporting an incident in the second degree.
Establishes the electronic open auction public bond sale pilot program for counties, cities, towns, villages and school districts; provides such provisions shall remain in effect for 3 years.
Prohibits state contracts with contractors who do not provide health insurance which covers services for transgender, non-binary, and gender expansive people.
Allows veterans with a service-connected disability or Purple Heart free use of parks and campsites; provides that such disability shall be 10 percent service-connected or greater.
Requires certain public and nonpublic schools to provide transportation or reimburse costs incurred for such transportation for certain students residing in an area containing at least three hundred students within a one-mile radius.
Expands eligibility for the disabled homeowners' exemption to certain surviving spouses; provides that if a person is eligible for the exemption and predeceases his or her spouse, such surviving spouse shall be eligible for the exemption, provided, that all other requirements are satisfied.
Clarifies the extension of uniform land use review procedures to any not-for-profit organization or corporation proposing to provide shelters to the homeless irrespective of any declaration of an emergency or a finding of need for immediate action.
Authorizes a parking permit system for park-and-rides in the borough of Staten Island in the city of New York; requires residents of Staten Island to receive a permit free of charge and out-of-state residents to pay an annual fee for such permit.
