Requires a mental health medical professional to examine incarcerated individuals in solitary confinement when such incarcerated individual is in such confinement for a period in excess of twenty-four hours.

Authorizes certain municipalities to participate in a community-wide energy aggregation program where they can request bids, select an energy service provider, install energy efficiency measures and develop local renewable energy facilities to provide electric and/or gas supply services, including gas efficiency and renewable heating technologies to participating customers.
Provides that credits for excess electricity generated by customer-generators subject to net energy metering by an electric corporation or the Long Island power authority may be carried over indefinitely and used against any charges imposed by an electric corporation or the Long Island power authority when the customer-generator uses more electricity than such customer generates; provides for the accounting of credits once every 5 years and the electric corporation or Long Island power authority shall reimburse the customer-generator for the accumulated credits.
Directs the wireless service industry to report on current and future plans to pursue renewable energy technology to power macrocells; provides for the repeal of such provisions upon the expiration thereof.
Prohibits state contracts with contractors who do not provide health insurance which covers supplemental breast cancer screenings; authorizes the comptroller to promulgate any necessary rules and regulations.
Establishes an optional retirement stipend of thirty dollars per month for incarcerated individuals over age sixty-two who have completed at least five years of their sentence.
Requires school districts to have diversity, equity and inclusion officers to develop methods to diversify the personnel of the school district and to recommend changes to district policies and practices to reduce racial disparities in hiring school district employees, particularly teachers; requires boards of education to annually report information regarding such policies and practices to the department of education; requires the department of education to annually report such information to the legislature.
