Extends the powers of the monitor of the Wyandanch union free school district to include overriding of any resolutions or motions; authorizes the monitor to direct the board, superintendent, and/or other school district officers to undergo any necessary training; grants the monitor the power to approve or disapprove the appointment of the superintendent by the board of education; requires an academic improvement plan to be developed by the board of education and the monitor.
Establishes a captive insurance program for commuter vans, black cars, ambulettes and paratransit vehicles, small school buses, and charter buses that are engaged in the business of carrying or transporting nine to twenty-four passengers for hire; pre-arranged for-hire vehicles and accessible vehicles; defines terms.
Requires online products targeted towards children provide features to protect child users including providing screen time controls, prohibiting the promotion of harmful or illegal activities, and removing features which inappropriately amplify the level of engagement a child user has with the online product.

Requires any waste hauler providing waste removal services to provide to customers certain estimated costs and invoices; includes penalties for initial and subsequent violations; requires moneys collected from penalties and fines to be deposited into the environmental protection fund.
Requires public residential buildings that receive funding through the department of housing and urban development or the division of housing and community renewal to have a supply of at least one dose of naloxone readily accessible for residential use as provided by OASAS.
Allows for individuals to consent to receive information from the C.W. Bill Young Cell Transplantation Program and the national marrow donor program at the time of application for or renewal of a driver's license or non-driver identification card; directs the commissioner of motor vehicles to establish a process by which the department of motor vehicles shall refer driver's license and non-driver identification card applicants who consent to having their information shared with the C.W. Bill Young Cell Transplantation Program and the national marrow donor program for the purposes of receiving information from such programs about enrolling as a potential donor.
Requires genetic testing results only be received by patients and health care providers providing direct care while health insurance companies only receive a record that the genetic testing was performed; provides insurers cannot require access to genetic testing results and cannot take adverse action against someone for not providing genetic testing results.
Prohibits any entity which is contracted to operate the Long Island power authority from lobbying; requires Long Island power authority employees be residents of such authority's service area.
Requires that where a health care professional or professionals require the completion of an allergy checklist or form by the patient, prior to receiving care by such professional or professionals, the checklist or form shall also inquire about the opioid history of such patient.
