Enacts the "anti-waiver of employment rights act" to invalidate any express or implied contractual provision waiving or otherwise limiting any employee's substantive or procedural rights, remedies, or claim.
Establishes the statewide fibroid study program to study fibroids, the treatment of fibroids, potential barriers to the access of treatment for fibroids, and differences in symptoms and access to treatment for women of color.

Creates a commission to reform public assistance benefits to conduct a study to examine the current payment method for public assistance benefits and to identify any and all income levels that exist where an individual or family would become ineligible for any public assistance benefit.
Increases the limited credit time allowances for certain incarcerated individuals serving indeterminate or determinate sentences imposed for specified offenses up to twenty-four months.
Requires legislative fiscal impact notes to include objective calculations of anticipated economic impacts for next three years on state or political subdivisions.
Includes the reckless use or operation of a vehicle in concert with another as part of the crime of manslaughter in the second degree; clarifies liability as a result of the reckless use or operation of a vehicle in concert with another.
Establishes a four-day workweek pilot program for state employees; requires the division of the budget and the state department of civil service to identify state agencies or other jobs in the performance of any function of state government for which a four-day workweek is feasible and beneficial for at least sixty percent of state employees employed in such agency or job in the performance of such function of state government, and to implement a four-day workweek for such state employees.
Establishes the Terry Cooper autopsy accountability act requiring autopsy reports to include all photographs of the body, microscopic slides, and post-mortem x-rays taken by, at the direction of, or reviewed by the person performing the autopsy.
Enacts the "New York State buy North American act" which requires the state, municipalities, public authorities and covered affordable housing projects to award contracts for the supply of manufactured products used in building projects to bidders who produce such manufactured products used in building projects primarily in North America; defines terms; makes related provisions.
