Provides that where practicable, school districts in which schools are utilized as polling places shall schedule conference or professional development days on primary or election days when the polls are open to voters, and if students are present during hours when polls are open, school districts shall take measures to ensure that the general public shall not access other areas of the school outside of the polling place.
Establishes family literacy programs for economically disadvantaged families living in poverty areas or areas with low-performing public schools; provides for competitive matching grants to establish a comprehensive program; requires commissioner of education to submit an annual report to the governor and legislature.
Requires that a claimant alleging that the contents of a website or mobile application that describes goods and services provided at a place of public accommodation constitutes an unlawful discriminatory practice against visually and hearing impaired individuals serve written notice on the owner and provide 60 days to cure the alleged violation prior to commencing an action.
Authorizes a statewide toll free hotline run by the state police with reward for reporting conduct of drivers leading to conviction of the crime of driving under the influence of alcohol or drugs; imposes an additional surcharge upon conviction of all criminally drunk or drugged drivers to fund expenses and rewards.
Relates to the length of time that a person on a visa can hold a New York state driver's license or learner's permit; provides that driver's license or learner's permit shall expire upon the expiration of a visa or upon the date the driver's license or learner's permit would normally expire whichever date first occurs.
Enacts the "New York land-home property act"; relates to manufactured homes certificate of title and the conveyance and encumbrance of manufactured homes as real property.
Prohibits the establishment of new charter schools, or the revision of any charter in, or within a five mile radius of, the Hempstead union free school district, the Uniondale union free school district, or the Roosevelt union free school district.
Requires public and not-for-profit libraries to implement risk evaluations and determinations, workplace trainings, and other measures for the prevention of workplace violence.
Allows the state and city university of New York system to offer college credits to prospective students based on such prospective student's performance on the regents examinations.
Requires employment and consumer dispute arbitrations to be submitted to neutral third party arbitrators; establishes prohibited arbitration agreements and provisions; requires disclosure of information by certain arbitrators.
Requires any synthetic hair product being offered for sale in the state that contains a carcinogen or a reproductive toxicant to provide a warning label displayed on the packaging or product itself that notifies the consumer at the time of the sale that the synthetic hair product contains such chemicals.
Exempts a portion of poll workers' income earned on an election day from state income tax; requires the board of elections, in conjunction with the department of taxation and finance, to conduct a public awareness campaign to inform poll workers of such tax exemption; requires the department of taxation and finance to issue guidelines on how poll worker income should be reported on tax returns.
