Directs the commissioner of health promulgate regulations allowing for any electronic health records integration vendor to obtain state approval to facilitate interoperability between the prescription monitoring program registry and certified electronic health records systems that can connect with any national data sharing hub.
Allows for a new special open enrollment period to choose a new health insurance plan for consumers in certain instances to allow for continuity of care with an existing health care provider.
Relates to certain rental vehicle protections; provides that the rate caps charged by rental vehicle companies shall be tied to the consumer price index of all urban consumers over the previous year as reported by the United States Bureau of Labor Statistics; makes provisions of law permanent.
Establishes the toll-free overnight hours pilot program to reduce traffic congestion during peak hours, provide economic relief to drivers and businesses, and encourage efficient freight operations by implementing toll-free travel during designated overnight hours on the New York state thruway; repeals certain provisions upon expiration thereof.
Relates to prohibiting the possession of certain 50 caliber firearms; directs the division of state police to embark on a program whereby persons currently in lawful possession of such weapons may be reimbursed for the fair market value thereof upon turning in such weapons to a designated officer.
Adds assault of a highway worker, motor vehicle investigator and motor vehicle inspector to the crime of assault in the second degree; defines such terms.
Establishes the detention support program in the office for new Americans to provide financial assistance to individuals and families of detained persons, including for bond payments to secure release from detention and travel stipends to facilitate visitation with detained individuals; establishes the detention support program fund.
Enacts the "mandatory arbitration & business licensing act"; provides that no state agency or local government shall issue or renew a covered license to any person that refuses to certify that such person will not, as the owner or operator of a business or provider of services in the state or a local government operating pursuant to such license; makes related provisions.
Enacts the "civil justice protection act (CJPA)"; requires that no person shall waive a series of rights and procedures when purchasing goods and services.
Establishes the community accompaniment and post-release support program in the office for new Americans to provide grants to community-based organizations that offer services to individuals released from immigration detention; defines eligible services; requires the office to establish criteria for awarding grants; requires the office to submit an annual report on the program.
