Provides that the maximum speed limit on state highways may be established pursuant to an engineering and/or traffic investigation authorized or performed by the department of transportation or the municipality within which the section of state highway subject to such speed limit is located.
Permits the redaction of certain physician's names on birth certificates when such physician's license to practice medicine has been surrendered or revoked by the office of professional medical conduct.
Provides that the tax on cigars and premium cigars shall be at the rate of seventy-five percent of the wholesale price or fifty cents, whichever is less, and is intended to be imposed only once upon the sale of any cigars or premium cigars; makes related provisions.
Requires high schools in grades nine through twelve to provide a course in financial literacy; requires students to complete such course as a condition of graduation.
Establishes that instruction in financial education be provided to pupils in grades nine through twelve; establishes what should be included in such curriculum including the basics of financial planning, budgeting, borrowing, interest rates, personal insurance policies, etc.
Requires the MTA to submit an annual report on all minor and major contract cost overruns; establishes such report shall include a list of all contracts where overruns exceed one million dollars, all contracting firms involved, the winning bid amounts, the actual costs incurred, a description of the project, completion delays, and an analysis of why the contract bid amount was exceeded.
Enacts the "build to need act" to meet the state's electrification and climate related policy mandates; directs the public service commission to implement a grid planning process; makes related provisions.
Requires that where a health care professional or professionals require the completion of an allergy checklist or form by the patient, prior to receiving care by such professional or professionals, the checklist or form shall also inquire about the opioid history of such patient.
Makes a proclamation extending a local state of emergency issued by the chief executive subject to the approval of the local governing body of the applicable county, city, town or village; provides that all orders issued by a local board of health shall be effective for a period of five days; requires approval by the applicable local governing body for each extension thereof.
Requires the chair of the state liquor authority to make quarterly reports to the governor and the legislature of the authority's enforcement activities for the preceding quarter.
