40	44		An Act relating to schools; amending Section 1,
41	45		Chapter 286, O.S.L. 2 019 (70 O.S. Supp. 2020, Section
42	46		6-194.3), which relates to mental health needs of
43	47		students; including information about violence de -
44	48		escalation in certain information made available to
45	49		school districts; specifying topics to be included;

52	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
53	56		SECTION 1. AMENDATORY Section 1, Chapter 286, O.S.L.
54	57		2019 (70 O.S. Supp. 2020, Section 6 -194.3), is amended to read as
55	58		follows:
56	59		Section 6-194.3 A. The State Department of Education and the
57	60		Department of Mental Health and Substance Abuse Services, in
58	61		consultation with school district superintendents and school
59	62		district boards of education, shall develop and make available to
60	63		school districts information, train ing and resources to help school
61	64		employees recognize and address the mental health needs of students.

	92	+	B. The information made available to school districts shall
	93	+	include but not be limited to:
90	94		1. Information about the services provided by community -based
91	95		organizations related to mental health, substance abuse and trauma;
92	96		2. Information about the impact trauma and adverse childhood
93	97		experiences can have on a student's ability to learn;
94	98		3. The availability of mental health evaluation and treatment
95	99		available by telemedicine; and
96	100		4. Information about evidence -based strategies for prevention
97	101		of at-risk behaviors; and
98	102		5. Information about violence de -escalation including but not
99	103		limited to:
100	104		a. training in evidence -based, trauma-informed teaching
101	105		involving brain research including trauma's impact on
102	106		development and triggers,
103	107		b. procedures for setting up and maintaining a safe
104	108		environment through self -regulation practices for both
105	109		students and staff, and
106	110		c. establishing and reviewing trauma -informed response
107	111		protocol for the classroom and school to address
108	112		behavior with positive and compassionate approaches .
109	113		SECTION 2. This act shall become effective November 1, 2021.
