4044 An Act relating to schools; amending Section 1,
4145 Chapter 286, O.S.L. 2 019 (70 O.S. Supp. 2020, Section
4246 6-194.3), which relates to mental health needs of

5255 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
5356 SECTION 1. AMENDATORY Section 1, Chapter 286, O.S.L.
5457 2019 (70 O.S. Supp. 2020, Section 6 -194.3), is amended to read as
5558 follows:
5659 Section 6-194.3 A. The State Department of Education and the
5760 Department of Mental Health and Substance Abuse Services, in
5861 consultation with school district superintendents and school
5962 district boards of education, shall develop and make available to
6063 school districts information, train ing and resources to help school
6164 employees recognize and address the mental health needs of students.

92+B. The information made available to school districts shall
93+include but not be limited to:
9094 1. Information about the services provided by community -based
9195 organizations related to mental health, substance abuse and trauma;
9296 2. Information about the impact trauma and adverse childhood
9397 experiences can have on a student's ability to learn;
9498 3. The availability of mental health evaluation and treatment
9599 available by telemedicine; and
96100 4. Information about evidence -based strategies for prevention
97101 of at-risk behaviors; and
98102 5. Information about violence de -escalation including but not
99103 limited to:
100104 a. training in evidence -based, trauma-informed teaching
101105 involving brain research including trauma's impact on
102106 development and triggers,
103107 b. procedures for setting up and maintaining a safe
104108 environment through self -regulation practices for both
105109 students and staff, and
106110 c. establishing and reviewing trauma -informed response
107111 protocol for the classroom and school to address
108112 behavior with positive and compassionate approaches .
109113 SECTION 2. This act shall become effective November 1, 2021.
