1647 An Act relating to schools; amending 70 O.S. 2011,
1748 Section 6-185, as last amended by Section 1, Chapter
1849 234, O.S.L. 2019 (70 O.S. Supp. 2020, Section 6 -185),
1950 which relates to the Oklahoma Teacher Preparation
2051 Act; requiring study of multi -tiered systems of
2152 support in preservice teacher preparation program;
2253 providing for trainin g using evidenced-based and
2354 data-based procedures; including training for
2455 structured literacy and mathematics; adding training
2556 for applying behavioral sciences to classroom

4298 Educational Quality and Accountability for the competency -based
4399 teacher preparation system provided for in the Oklahoma Teacher

46101 1. The teacher preparation system shall include, but not be

155265 3. The Commission for Educational Quality and Accountability
156266 shall not require more than a four -year program of one hundred
157267 twenty-four (124) semester hours to complete a teacher education
158268 degree.

160269 B. It is the intent of the Legislature that institutions of
161270 higher education whi ch offer teacher education programs hold such
162271 programs accountable for meeting the certification competencies
163272 approved by the State Board of Education. It is the intent of the
164273 Legislature that the teacher education programs incorporate a

165301 curriculum to achieve the competency-based system and include
166302 integration of the teacher preparation curricula with the arts and
167303 sciences departments curricula. Each institution of higher
168304 education which seeks accreditation or approval for its teacher
169305 education program sh all develop an institution plan which follows
170306 the State Board of Education competencies for certification. In
171307 developing such institution plans, the higher education institution
172308 shall establish a process which seeks information and input from
173309 teacher preparation faculty, faculty from arts and sciences and
174310 other programs and disciplines which are appropriate, students
175311 within the teacher education program, teachers, administrators,
176312 parents, guardians or custodians of students and business and
177313 community leaders. Each institution shall report annually to the
178314 Commission for Educational Quality and Accountability the procedures
179-used to inform the public regarding the institution's teacher ENR. H. B. NO. 1773 Page 5
315+used to inform the public regarding the institution's teacher
180316 education program and the manner through which public input is
181317 solicited and received. The institution's plan shall be a ccessible
182318 to any interested party under the Oklahoma Open Records Act. No
183319 institution of higher education's teacher education program shall be
184320 approved by the Commission unless the institution plan has been
185321 approved by that institution's governing board. The Oklahoma State
186322 Regents for Higher Education may facilitate the development of
187323 institution plans to assist institutions of higher education.
