3499 SECTION 1. AMENDATORY Section 1, Chapter 141, O.S.L.
35100 2020 (70 O.S. Supp. 2020, Section 27 -104), is amended to read as

38102 Section 27-104. A. This act shall be known and may be cited as
39103 the “Riley Boatwright Act” “Riley’s Rule”.

41104 B. Prior to the beginning of the 2020-2021 2021-2022 school
42105 year, each school district board of education shal l coordinate with
43106 the emergency medical services provider providers that serves serve
44107 the area in which the school district is located to develop a plan
45-an Emergency Action Plan for the provision of emergency medical ENR. H. B. NO. 1801 Page 2
108+an Emergency Action Plan for the provision of emergency medical
46109 services at each facility and athletic practices, events or
47110 activities held at school district facilities.

49111 C. The plan developed pursuant to subsection B of this section
50112 Emergency Action Plan shall:

52113 1. Include maps and directions with appropriate contact
53114 information for emergency medical serv ices;

55115 2. Assign a medical administrator who is a current school
56116 employee such as a coach, administrator or athletic director;

58117 3. Define responsibilities and personnel on -site, both medical
59118 and school officials;

61119 4. Include a list of medical equipment ava ilable and location
62120 of the nearest automated external defibrillator, if available;

66148 6. Be distributed to all school officials involved in athletic
67149 practices, events or activities held at school district facilities;

70151 7. Specify documentation actions after any emergency to
71152 evaluate for debriefing purposes and to determine if there are
72153 necessary changes to the Emergency Action Plan.

74154 D. The Emergency Action Plan shall be reviewed and, updated and
75155 rehearsed annually as appropriate with school officials and local
76156 emergency medical services providers, and placed on file with the
77157 school district and the emergency medical services provider. The
78158 Emergency Action Plan shall be updated to reflect any potential
79159 significant change tha t would affect implementation of the plan.

81160 E. Prior to each athletic event or activity where there are
82161 athletes participating from visiting schools, the Emergency Action
83162 Plan shall be digitally transmitted to the visiting school
84163 administrator or coach or posted on the school’s website.

254+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
255+SECTION 3. NEW LAW A new section of law to be codified
256+in the Oklahoma Statutes as Section 3249 of Title 70, unless there
257+is created a duplication in numbering, reads as follows:
258+All institutions within The Oklahoma State System of Higher
259+Education shall grant priority enrollment and course registration to
260+students who are members of the uniformed military services of the
261+United States and Oklahoma residents or stationed in Oklahoma and
262+eligible to receive educational financial assistance from the United
263+States Department of Veterans Affairs.
264+SECTION 4. This act shall become effective November 1, 2021.
