4859 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4960 SECTION 1. NEW LAW A new section of l aw to be codified in
5061 the Oklahoma Statutes as Section 5061 of Title 63, unless there is
5162 created a duplication in numbering, reads as follows:
5263 There is hereby created in the State Treasury a revolving fund
5364 for the State Department of Health to be designated the "Oklahoma
5465 Critical Access Revolving Fund". The fund shall be a continuing
55-fund, not subject to fiscal year limitations, and shall consist of
56-all monies designated for deposit to the fund by law. All monies
57-accruing to the credit of said fund are hereby appropriated and may
58-be budgeted and expended by the State Department of Health for the
59-purpose of improving rural access to health care as described in

93+fund, not subject to fiscal year limitations, and shall consist of
94+all monies designated for deposit to the fund by law. All monies
95+accruing to the credit of said fund are her eby appropriated and may
96+be budgeted and expended by the State Department of Health for the
97+purpose of improving rural access to health care as described in
8698 Section 2 of this act. Expenditures from said fund shall be made
8799 upon warrants issued by the State Treasurer against claims filed as
88100 prescribed by law with the Director of the Office of Management and
89101 Enterprise Services for approval and payment.
90102 SECTION 2. NEW LAW A new section of law to be codified
91103 in the Oklahoma Statutes as Section 5062 of Title 63, unless there
92104 is created a duplication in numbering, reads as follows:
93105 A. Limited to the unencumbered balance of the Oklahoma Critical
94106 Access Revolving Fund, any rural hospital that would qualify as a
95107 Critical Access Hospital purs uant to Sections 485.601 through
96108 485.647 of Title 42 of the Code of Federal Regulations but for its
97109 proximity to an out-of-state facility, shall be eligible to receive
98110 up to One Million Dollars ($1,000,000.00) per fiscal year from the
99111 Oklahoma Critical Acc ess Revolving Fund.
100112 B. The State Department of Health shall promulgate rules
101113 necessary to implement the provisions of this section.
102114 SECTION 3. This act shall become effective July 1, 2021.
103115 SECTION 4. It being immediately necessary for the preservation
104116 of the public peace, health or safety, an emergency is hereby
105-declared to exist, by reason whereof this act sha ll take effect and
106-be in full force from and after its passage and approval.
