53	52		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54	53		SECTION 1. AMENDATORY 74 O.S. 2021, Section 291.2, is
55	54		amended to read as follows:
56	55		Section 291.2 A. The Board on Legislative Compensation created
57	56		by Section 21 of Article V of the Oklahoma Constitution shall meet
58	57		on the third Tuesday of October in every odd -numbered year at nine
59	58		o'clock a.m. in the State Capitol Building, at which meeting the
60	59		Board shall review the compensation paid to members of the State
61	60		Legislature and, if necessary, chan ge the compensation.
62	61		B. The Board may, at the call of its chairman o r upon a
63	62		majority vote of its membership, hold such additional meetings as
64	63		are necessary to carry out its official duties.

92	90		C. Any change in legislative compensat ion shall be made by the
93	91		Board no later than the third Tuesday of November in said odd -
94	92		numbered year.
95	93		D. Five members of the Board shall constitute a quorum and a
96	94		majority vote of such quorum shall be necessary for the Board to
97	95		act. The appointed members of said Board shall serv e terms which
98	96		run concurrently with the terms of the respective appoi nting
99	97		authorities and shall serve at their pleasure. The Director of the
100	98		Office of Management and Enterprise Services and the Chair of the
101	99		Oklahoma Tax Commissio n shall serve as Secretary to the Board ex
102	100		officio members of the Board as required by Section 21 of Article V
103	101		of the Oklahoma Constitution.
104	102		E. The Executive Director of the Legislative Office of Fiscal
105	103		Transparency shall serve as secretary to the Board a nd provide staff
106	104		support to the Board.
107	105		F. The Board shall elect such other officers as they d eem
108	106		needed from their membership.
109	107		G. No member of the Board shall be a lobbyist as required to be
110	108		registered pursuant to the Oklahoma Campaign Compliance and Eth ical
111	109		Standards Act.
112	110		SECTION 2. This act shall become effective July 1, 2022.
113	111		SECTION 3. It being immediately necessary for the preservation
114	112		of the public peace, health or safety, an emergency is hereby
