AS INTRODUCED 
 
An Act relating to public health; prohibiting vaccine 
mandates; creating exception; defining terms; 
prohibiting discrimination and penalties; providing 
for codification; and providing an effective date. 
 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be codified 
in the Oklahoma Statutes as Section 1-502.5 of Title 63, unless 
there is created a duplication in numbering, reads as follows: 
A.  Except as provided for in Sections 1210.191 through 
1210.195 and Section 3244 of Title 70 of the Oklahoma Statutes, n o 
governmental entity shall mandate any vaccinatio n.  For purposes of 
this section, "governmental entity" includes, but is not limited to, 
any elected or appointed state or local official, any political 
subdivision, and any agency, board, commission , or council with 
rule-making authority.  The prohibition contained in this section 
includes any vaccine mandate enacted by any order, ordinance, or 
rule issued by any governmental entity.

B.  No governmental entity shall discriminate against or pursue 
civil or criminal penalties against any person who declines to be 
vaccinated or who declines to vaccinate his or her children. 
SECTION 2.  This act shall become effective November 1, 2021.
