32114 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34115 SECTION 1. AMENDATORY 70 O.S. 2 021, Section 6-194, is
35116 amended to read as follows:

37117 Section 6-194. A. The district boards of education of this
38118 state shall establish professional development programs for the
39119 certified teachers and administrators of the di strict. Programs
40120 shall be adopted by each board based upon recommendations of a
41121 professional development committee appointed by the board of
42122 education for the district. For the fiscal years ending June 30,
43123 2011, and June 30, 2012, a school district board of education may
44124 elect not to adopt and offer a professional development program for
45125 certified teachers and administrators of the district. If a school

152+district elects not to adopt and offer a professional development
47153 program, the district may expend any monies allocated for
48154 professional development for any purpose related to the support and
49155 maintenance of the school district as determined by the b oard of
50156 education of the school district.

52157 B. Each professional development committee shall include
53158 classroom teachers, administrators, school counselors or licensed
54159 mental health providers, and parents, guardians or custodians of
55160 children in the school di strict and shall consult with a higher
56161 education faculty. A majority of the members of the professional
57162 development committee shall be compos ed of classroom teachers. The
58163 teacher members shall be selected by a designated administrator of
59164 the school district from a list of names submitted by the teachers
60165 in the school district. The members selected shall be sub ject to
61166 the approval of a majorit y vote of the teachers in the district.

63167 C. In developing program recommendations, each professional
64168 development committee shall annually utilize a data -driven approach
65169 to analyze student data and determine district and sch ool
66170 professional development need s. The professional development
67171 programs adopted shall be directed toward development of
68172 competencies and instruc tional strategies in the core curriculum
69173 areas for the follow ing goals:

71174 1. Increasing the academic performan ce data scores for the
72175 district and each school site;

74202 2. Closing achievement gaps among student subgroups;

83207 Each program may also include components on classroom management
84208 and student discipline strategies, outreach to pare nts, guardians or
85209 custodians of students, special education, and racial and ethnic
86210 education, which all perso nnel defined as teachers in Secti on 1-116
87211 of this title shall be required to complete on a periodic basis.
88212 The State Board of Education shall prov ide guidelines to assist
89213 school districts in developing and i mplementing racial and ethnic
90214 education components into professional development programs.

92215 D. At a minimum of once an academic year a program shall be
93216 offered which includes the following:

95217 1. Training on recognition of child abuse and neglect;

97218 2. Recognition of child sexual abuse;

99219 3. Proper reporting of suspected abuse; and

103221 E. One time per year, beginning in the 2009-2010 school year,
104222 training in the area of autism sh all be offered and all resident
105223 teachers of students in early childhood programs through grade three
106224 shall be required to complete the autism training during the

108252 thereafter. All other teachers and education support professionals
109253 of students in early childhoo d programs through grade three shall be
110254 required to complete the autism training at least one time every
111255 three (3) years. The autism training shall include a minimum
112256 awareness of the characteris tics of autistic children, resources
113257 available and an introdu ction to positive behavior supports to
114258 challenging behavior. Each adopted program shall allow school
115259 counselors to receive at least one-third (1/3) of the hours or
116260 credit required each year thro ugh programs or courses specifically
117261 designed for school coun selors.

119262 Districts are authorized to utilize any means for professional
120263 development that is not prohibited by law including, but not limited
121264 to, professional development provided by the district, any state
122265 agency, institution of higher education, or any pri vate entity.

124266 F. One time per year, beginning in the 2020-2021 school year, a
125267 dyslexia awareness program shall be offered. Beginning in the 2023 -
126268 2024 school year, the program shall include information and training
127269 in dysgraphia. At a minimum, the program shall include:

129270 1. Training in awareness of dyslexia characteristics in
130271 students;

132272 2. Training in effective classr oom instruction to meet the
133273 needs of students with dyslexia; and

138302 G. Except as otherwise provided for in this subsection, each
139303 certified teacher in this state shall be required by the dis trict
140304 board of education to meet the professi onal development requirements
141305 established by the board, or estab lished through the negotiation
142306 process. Except as otherwise provided for in this subsection, the
143307 professional development requirements established by each board of
144308 education shall require eve ry teacher to annually complete a mini mum
145309 number of the total nu mber of points required to maintain
146310 employment. Failure of any teacher to meet district board of
147311 education professional development requirements m ay be grounds for
148312 nonrenewal of such teacher' s contract by the board. Such failure
149313 may also be grounds for n onconsideration of salary increments
150314 affecting the teacher. For the fiscal years ending June 30, 2011,
151315 and June 30, 2012, a certified teacher shal l not be required to
152316 complete any points of t he total number of professional develo pment
153317 points required. Pr ovided, a teacher may elect to complet e some or
154318 all of the minimum number of points required for t he two (2) fiscal
155319 years and any points completed shall be counted toward the total
156320 number of points required to maintain employment. If a teacher does
157321 not complete some or all of the minimum numb er of points required
158322 for one (1) or both fiscal years, the total number of points
159323 required to maintain emplo yment shall be adjusted and reduced by the
160324 number of points not completed.

162351 H. Each district shall annually s ubmit a report to the State
163352 Department of Education on the district level professional
164353 development needs, activities completed, expenditures, and r esults
165354 achieved for each school year by each goal as provided in subsection
166355 C of this section. If a school d istrict elects not to adopt and
167356 offer a professional development program as provided for in
168357 subsection A of this section, the district shall not be required to
169358 submit an annual report as requi red pursuant to this subsection but
170359 shall report to the State De partment of Education its election not
171360 to offer a program and all professional development activit ies
172361 completed by teachers and administrators of t he school district.

174362 I. Subject to the availa bility of funds, the Department shall
175363 develop an online system f or reporting as required in subsection H
176364 of this section. The Department shall also make such inf ormation
177365 available on its website.

179366 SECTION 2. AMENDATORY 70 O.S. 2021, Section 1210.517, is
180367 amended to read as follows:

182368 Section 1210.517 A. The State Department of Educat ion shall
183369 maintain the dyslexia handboo k created by the Dysl exia and Education
184370 Task Force pursuant to Section 1, Chapter 261, O.S.L. 2017 that
185371 includes guidance, techn ical assistance and training to assist all
186372 local school systems, studen ts and families in the implementation of
187373 evidence-based practices for instructing students with
188374 characteristics of dyslexia and dysgraphia. Beginning January 1,

189401 2024, the dyslexia handbook shall be known as the dyslexia and
190402 dysgraphia handbook.

192403 B. The Department shall review the handbook and make revisions,
193404 as necessary, but at a minimum of every three (3) years, with
194405 stakeholders, including, but not limited to, previous members of th e
195-Dyslexia and Education Task Force, a speech-language pathologist, an
196-occupational therapist, and the State Advisory Panel created
197-pursuant to Part B of the Individuals with Disabilities Education
198-Act. Previous members of the Task Force shall be consulted when
199-making revisions to the handbook. Each member of the Task Force not
200-available for the review shall be replaced by an individual meeting
201-the criteria of the original appointment in order to main tain the
202-original composition of the Task Force.

213420 with dysgraphia; and

215421 3. Make recommendations for appropriate resources and
216422 interventions for students with reading or writing difficulties,
217423 including dysgraphia and broad written language disorder, in order
218424 to make schools aware of the significance of dysgraphia .

235462 4. Best practices for reading and writing instruction aligned

239465 dyslexia, dysgraphia and other reading or writing difficulties;
