55	54		BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLAHOMA:
56	55		SECTION 1. NEW LAW A new section of law to be codified
57	56		in the Oklahoma Statutes as Section 1210.559 of Title 70, unless
58	57		there is created a duplication in numbering, reads as follows:
59	58		A. As used in this section, “community schools” means public
60	59		schools that provide services and supports which fit the needs of
61	60		each neighborhood, created and run by the people who know their
62	61		children best: families, educators, co mmunity organizations, local
63	62		governments, and the students themselves , all working together.
64	63		Community schools offer evidence-based pathways by providing
65	64		tailored services before, during, and after school.

93	91		B. The State Board of Education may assist and, if funding is
94	92		available, award grants to school district boards of education to
95	93		establish pilot projects that create community schools within a
96	94		school district or at a school site. Projects may involve entire
97	95		districts, individual school sites, a combination of school sites,
98	96		or elements of school sites individually or in combination.
99	97		C. Pilot project plans for community schools shall contain the
100	98		following minimum elements:
101	99		1. A person designated as the community school coordinator, who
102	100		shall complete leadership training provided by an Oklahoma -based
103	101		non-profit organization that uses the science of hope to improve
104	102		classrooms and campuses;
105	103		2. A comprehensive needs assessment process that includes the
106	104		following stakeholders:
107	105		a. parents,
108	106		b. community leaders,
109	107		c. teachers,
110	108		d. site and district administrators,
111	109		e. other education employees, an d
112	110		f. students, where age-appropriate;
113	111		3. Site-based collaborative leadership , practices, and shared
114	112		responsibility; and
115	113		4. An ongoing stakeholder engagement process.

143	140		Pilot projects for community schools, when possible, shall also
144	141		address additional compo nents including but not limited to
145	142		strengthened curriculum and academic programs, expanded learning
146	143		opportunities, and integrated student su pports or wraparound
147	144		services.
148	145		D. The State Board of Education may promulgate rules and
149	146		regulations for the operation and implementat ion of the pilot
150	147		projects and to assist school districts in accessing pi lot start-up
151	148		funds from the United States Department of Education for selected
152	149		projects.
153	150		SECTION 2. This act shall become effective November 1, 2022.
