5554 BE IT ENACTED BY THE PE OPLE OF THE STATE OF OKLAHOMA:
5655 SECTION 1. NEW LAW A new section of law to be codified
5756 in the Oklahoma Statutes as Section 1210.559 of Title 70, unless
5857 there is created a duplication in numbering, reads as follows:
5958 A. As used in this section, “community schools” means public
6059 schools that provide services and supports which fit the needs of
6160 each neighborhood, created and run by the people who know their
6261 children best: families, educators, co mmunity organizations, local
6362 governments, and the students themselves , all working together.
6463 Community schools offer evidence-based pathways by providing
6564 tailored services before, during, and after school.

9391 B. The State Board of Education may assist and, if funding is
9492 available, award grants to school district boards of education to
9593 establish pilot projects that create community schools within a
9694 school district or at a school site. Projects may involve entire
9795 districts, individual school sites, a combination of school sites,
9896 or elements of school sites individually or in combination.
9997 C. Pilot project plans for community schools shall contain the
10098 following minimum elements:
10199 1. A person designated as the community school coordinator, who
102100 shall complete leadership training provided by an Oklahoma -based
103101 non-profit organization that uses the science of hope to improve
104102 classrooms and campuses;
105103 2. A comprehensive needs assessment process that includes the
106104 following stakeholders:
107105 a. parents,
108106 b. community leaders,
109107 c. teachers,
110108 d. site and district administrators,
111109 e. other education employees, an d
112110 f. students, where age-appropriate;
113111 3. Site-based collaborative leadership , practices, and shared
114112 responsibility; and
115113 4. An ongoing stakeholder engagement process.

143140 Pilot projects for community schools, when possible, shall also
144141 address additional compo nents including but not limited to
145142 strengthened curriculum and academic programs, expanded learning
146143 opportunities, and integrated student su pports or wraparound
147144 services.
148145 D. The State Board of Education may promulgate rules and
149146 regulations for the operation and implementat ion of the pilot
150147 projects and to assist school districts in accessing pi lot start-up
151148 funds from the United States Department of Education for selected
152149 projects.
153150 SECTION 2. This act shall become effective November 1, 2022.
