	45	+	amendment to Section 2 of Article V of the
	46	+	Constitution of the State of Oklahoma; changing the
	47	+	percentage of legal voters from statewide to each
	48	+	county of the state for certain petitions; providing
	49	+	ballot title; and directing filing.

47	55		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
48	56		SECTION 1. The Secretary of State shall refer to the people for
49	57		their approval or rejection, as and in the manner provided by law,
50	58		the following proposed amendment to Section 2 of A rticle V of the
51	59		Constitution of the State of Oklahoma to read as follows:
52	60		Section 2. The first power reserved by the people is the
53	61		initiative, and eight per centum percent (8%) of the legal voters of
54	62		each county of this state shall have the right to propo se any
55	63		legislative measure, and fifteen per centum percent (15%) of the
56	64		legal voters of each county of this state shall have the right to
57	65		propose amendments to the Constitution by petition, and every such
58		-	petition shall include the ful l text of the measure so proposed.
59		-	The second power is the referendum, and it may be ordered (except as

	93	+	petition shall include the full text of the measure so proposed.
	94	+	The second power is the referendum, and it may be ordered (except as
86	95		to laws necessary for the immediate preservation of the public
87	96		peace, health, or safety), either by petition signed by five per
88	97		centum percent (5%) of the legal voters of each county of this state
89	98		or by the Legislature as other bills are enacted. The ratio and per
90	99		centum of legal voters hereinbefore stated shall be based upon the
91	100		total number of votes cast at the last general election for the
92	101		Office of Governor.
93	102		SECTION 2. The Ballot Title for the proposed Constitutional
94	103		amendment as set forth in SECTION 1 of this act shall be in the
95	104		following form:

98	107		THE GIST OF THE PROPOSITION IS AS FOLLOWS :
99	108		This measure amends th e Oklahoma Constitution. It amends a
100	109		section pertaining to initiative and referendum petitions. The
101	110		amendment changes the percentage of legal voters necessary to
102	111		propose certain petitions from statewide to each county of this
103	112		state.
