4755 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
4856 SECTION 1. The Secretary of State shall refer to the people for
4957 their approval or rejection, as and in the manner provided by law,
5058 the following proposed amendment to Section 2 of A rticle V of the
5159 Constitution of the State of Oklahoma to read as follows:
5260 Section 2. The first power reserved by the people is the
5361 initiative, and eight per centum percent (8%) of the legal voters of
5462 each county of this state shall have the right to propo se any
5563 legislative measure, and fifteen per centum percent (15%) of the
5664 legal voters of each county of this state shall have the right to
5765 propose amendments to the Constitution by petition, and every such
58-petition shall include the ful l text of the measure so proposed.
59-The second power is the referendum, and it may be ordered (except as

93+petition shall include the full text of the measure so proposed.
94+The second power is the referendum, and it may be ordered (except as
8695 to laws necessary for the immediate preservation of the public
8796 peace, health, or safety), either by petition signed by five per
8897 centum percent (5%) of the legal voters of each county of this state
8998 or by the Legislature as other bills are enacted. The ratio and per
9099 centum of legal voters hereinbefore stated shall be based upon the
91100 total number of votes cast at the last general election for the
92101 Office of Governor.
93102 SECTION 2. The Ballot Title for the proposed Constitutional
94103 amendment as set forth in SECTION 1 of this act shall be in the
95104 following form:

98107 THE GIST OF THE PROPOSITION IS AS FOLLOWS :
99108 This measure amends th e Oklahoma Constitution. It amends a
100109 section pertaining to initiative and referendum petitions. The
101110 amendment changes the percentage of legal voters necessary to
102111 propose certain petitions from statewide to each county of this
103112 state.
