NO. 1002 Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 ENGROSSED HOUSE JOINT RESOLUTION NO. 1002 By: Hardin (Tommy), McDugle and Burns of the House and Simpson of the Senate [ amendment to Constitution of the State of Oklahoma - changing the percentage of legal voters for certain petitions - ballot title – filing ] BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. The Secretary of State shall refer to the people for their approval or rejection, as and in the manner provided by law, the following proposed amendm ent to Section 2 of Article V of the Constitution of the State of Oklahoma to read as follows: Section 2. The first power reserved by the people is the initiative, and eight per centum percent (8%) of the legal voters of each county of this state shall have the right to propose any legislative measure, and fifteen per centum percent (15%) of the legal voters of each county of this state shall have the right to propose amendments to the Constitution by petition, and every such petition shall include the ful l text of the measure so proposed. The second power is the referendum, and it may be ordered (except as ENGR. H. J. R. The ratio and per centum of legal voters hereinbefore stated shall be based upon the total number of votes cast at the last general election for the Office of Governor. SECTION 2. The Ballot Title for the proposed Constitutional amendment as set forth in SECTION 1 of this act shall be in the following form: BALLOT TITLE Legislative Referendum No. ____ State Question No. ____ THE GIST OF THE PROP OSITION IS AS FOLLOWS: This measure amends th e Oklahoma Constitution. It amends a section pertaining to initiative and referendum petitions. The amendment changes the percentage of legal voters necessary to propose certain petitions from statewide to eac h county of this state. SHALL THE PROPOSAL BE APPROVED?
