55	48		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
56	49		SECTION 1. AMENDATORY 26 O.S. 2021, Section 14 -113.2, is
57	50		amended to read as follows:
58	51		Section 14-113.2. A. The 1. A voter who receives an absentee
59	52		ballot pursuant to Section 14 -110.1 of this title shall be
60	53		responsible for marking the ballots ballot or directing a person
61	54		chosen by the voter to mark the ballots ballot in accordance with
62	55		the provisions of Section 7 -123.3 of this title and as prescribed by
63	56		the Secretary of the State Election B oard;
64	57		2. The voter shall seal the ballots ballot in the plain opaque
65	58		envelope;

93		-	3. The voter shall fill out completely and sign the a ffidavit
94		-	or direct a person chosen by the voter to sign the affidavit, such
95	87		whose name and address of r esidence shall be printed on the
96	88		affidavit;
97	89		4. The signature to of the voter shall be witnessed by two
98	90		persons, who did not sig n the affidavit on behalf of the voter,
99	91		whose printed name, signature, and address of residence shall appear
100	92		on the affidavit; and
101	93		5. The voter shall seal the plain opaque envelope inside the
102	94		envelope bearing the affidavit and return both envelopes, sealed
103	95		inside the return envel ope, by United States mail or by a private
104	96		mail service, provided such service has delivery documentation, to
105	97		the county election board in the same manner described in Section
106	98		14-108 of this title.
107	99		B. No person, except members of absentee voting boards, s hall
108	100		witness the signature of more than five affidavits of persons who
109	101		swear they are physically incapacitated and unable to vote in person
110	102		at their precinct on election day. No person who is a cand idate for
111	103		an office on the ballot or who is related withi n the third degree of
112	104		consanguinity or affinity to a candidate on the ballot may witness
113	105		any absentee ballot af fidavit.
114	106		SECTION 2. This act shall become effective July 1, 2022.
115	107		SECTION 3. It being immediately necessary for the preservation
116	108		of the public peace, health or safety, an emergency is hereby
	109	+	declared to exist, by reason whereof thi s act shall take effect and
	110	+	be in full force from and after its passage and app roval.
