4094 2. School districts shall develop and implement curriculum,
4195 courses and instruction in order to ensure t hat students meet the
4296 skills and competencies as set forth in this section and in the
4397 subject matter standards adopted by the State Board of Education.

4598 3. All students shall gain literacy at the elementary and
4699 secondary levels. Students shall develop ski lls in reading,

49100 writing, speaking, com puting, and critical thinking. For purposes
50101 of this section, critical thinking means a manner of analytical
51102 thinking which is logical and uses linear factual analysis to reach
52103 a conclusion. They shall learn about cultures and environments -
53104 their own and those of others with whom they share the earth. All
54105 students shall receive the instruction needed to lead healthy and
55106 physically active lifestyles. Students, therefore, shall study
56107 social studies, literature, la nguages, the arts, health,
57108 mathematics, and science. Such curricula shall provide for the
58109 teaching of a hands-on career exploration program in cooperation
59110 with technology center schools.

61111 4. The subject matter standards shall be designed to teach the
62112 competencies for which students shall be tested as provided in
63113 Section 1210.508 of this title and shall be designed to prepare all
64114 students for active citizenship, employment, and/or successful
65115 completion of postsecondary education without the need for remedial
66116 coursework at the postsecondary level.

68144 5. The subject matter standards shall be designed wi th rigor as
69145 defined in paragraph 3 of s ubsection F G of this section.

71146 6. The subject matter standards for English Language Arts shall
72147 give Classic Literature and no nfiction literature equal
73148 consideration to other literature. In addition, emphasis shall be
74149 given to the study of complete works of literature.

77151 shall require mastery of the standard algorithms in mathematics,
78152 which is the most logical, efficient way of solving a problem that

98194 10. The subject matter standards for health and physical
99195 education shall include but not be limited to the domains of
100196 physical, emotional, social, and intellectual health. Health
101197 literacy shall includ e the ability to obtain, process, and
102198 understand basic health information and services needed to make
103199 appropriate health decisions. Health shall also include the
104200 importance of proper nutrition and exercise, mental health and
105201 wellness, substance abuse, copi ng skills for understanding and
106202 managing trauma, establishing and maintaining positive
107203 relationships, and responsible decision making. Physical literacy
108204 shall include the ability to move with competence and confidence in
109205 a wide variety of physical activiti es in multiple environments that
110206 benefit the healthy developm ent of the whole person.

112207 B. Subject to the provisions of subsection C of this section,
113208 in order to graduate from a public high school accredited by the

163302 C. In lieu of the requirements of subsection B of this section

166305 D of this section upon written approval of the parent or legal
167306 guardian of the student. For students under the age of eighteen
168307 (18) school districts shall require a parent or legal guardian of
169308 the student to meet with a designee of the school prior to
170309 enrollment in the core curriculum. The State Department of
171310 Education shall develop and distribute to school districts a form
172311 suitable for this purpose, which shall inc lude information on the
173312 benefits to students of completing the college preparatory/work
174313 ready curriculum as provided for in subsection B of this section.

364603 Act and any additional course requirements or recommended elective

366605 the district school board. School districts shall strongly
367606 encourage students to complete two units or sets of competencies of
368607 world languages and two units or sets of competencies of physical
369608 and health education.

371609 2. No student shall receive credit for high school graduation
372610 more than once for completion of the same unit or set of
373611 competencies to satisfy the curriculum r equirements of this section.

375612 3. A school district shall not be required to offer every
376613 course listed in subsections B and D of this section but shall offer
377614 sufficient courses to allow a student to meet the graduation
378615 requirements during the secondary gra de years of the student.

380616 F. G. For purposes of this section:

382617 1. "Contextual methodology " means academic content and skills
383618 taught by utilizing real-world problems and project s in a way that
384619 helps students understand the application of that knowledge;

386620 2. "Qualified agricultural education courses" means courses
387621 that have been determined by the Sta te Board of Education to offer
388622 the sets of competencies for one or more science co ntent areas and

394655 The courses shall be taught by teachers certified in agricultural
395656 education and comply with all rules of the Oklahoma Department of
396657 Career and Technology Education;

400658 3. "Rigor" means a level of difficulty that is thorough,
401659 exhaustive and accurate and is appropriate for the grade level;

403660 4. "Sets of competencies" means instruction in those skills and
404661 competencies that are specified in the subject matter standards
405662 adopted by the State Bo ard of Education and other skills and
406663 competencies adopted by the Board, without r egard to specified
407664 instructional time; and
408-
409665 5. "Unit" means a Carnegie Unit as defi ned by the North Central
410666 Association's Commission on Schools.

412667 G. H. 1. The State Board of Education shall adopt a plan to
413668 ensure that rigor is maintained in the content, teac hing
414669 methodology, level of expectations for student achievement, and
415670 application of learning in all the courses taught to meet the
416671 graduation requirements as specified in this section.

418672 2. The State Board of Education shall allow as much flexibility
419673 at the district level as is possible without diminishing the rigor
420674 or undermining the int ent of providing these courses. To accomplish

421702 this purpose, the State Department of Edu cation shall work with
422703 school districts in reviewing and approving courses taught by
423704 districts that are not specifically listed in subsections B and D of
424705 this section. Options may include, but shall not be limited to,
425706 courses taken by concurrent enrollmen t, advanced placement, or
426707 correspondence, or courses bearing different titles.

428708 3. The State Board of Education shall approve an advanced
429709 placement computer science cou rse to meet the requirements of course
430710 competencies listed in paragraph 2 of subsection B of this section
431711 if the course is taken in a student's senior year and the student i s
432712 concurrently enrolled in or has successfully completed Algebra II.
433-
434713 4. Technology center school districts may offer programs
435714 designed in cooperation with institutions o f higher education which
436715 have an emphasis on a focused field of career study upon appr oval of
437716 the State Board of Education and the independent district board of
438717 education. Students in the tenth grade may be allowed to attend
439718 these programs for up to one -half (1/2) of a school day and credit
440719 for the units or sets of competencies required in paragraphs 2, 3,
441720 and 6 of subsection B or D of this section shall be given if the

444721 courses are taught by a teacher certified in the secondary subject
445722 area; provided, credi t for units or sets of competencies pursuant to
446723 subsection B of this section shall be approved for college admission

449752 5. If a student enrolls in a concurre nt course, the school
450753 district shall not be responsible for any costs incurred for tha t
451754 course, unless the school district does not offer enough course
452755 selection during the student's secondary grade years to allow the
453756 student to receive the courses needed to meet the graduation
454757 requirements of this section. If the school district does not offer
455758 the necessary course selection during the student's secondary grade
456759 years, it shall be responsible for the cost of resident tuition at
457760 an institution in The Oklahom a State System of Higher Education,
458761 fees, and books for the concurrent enrollment cour se, and providing
459762 for transportation to and from the institution to the school site.

461763 It is the intent of the Legislature that for students enrolled
462764 in a concurrent enroll ment course which is paid for by the school
463765 district pursuant to this paragraph, the institution charge only the
464766 supplementary and special service fees that are directly rel ated to
465767 the concurrent enrollment course and enrollment procedures for that
466768 student. It is further the intent of the Legislature that fees for
467769 student activities and s tudent service facilities including the
468770 student health care and cultural and recreation al service fees not
469771 be charged to such students.

471772 6. Credit for the units or sets of competencies required in
472773 subsection B or D of this section shall be given when su ch units or
473774 sets of competencies are taken prior to ninth grade if the teachers

478805 required in subsection B or D of this section shall be completed in
479806 the ninth through twelfth g rades. If a student completes any
480807 required courses or sets of competencies in math ematics prior to
481808 ninth grade, the student may take any other mathematics courses or

582970 denial of a standard diploma. The student shall be provided
583971 remediation or intervention and the opportunity to complete the
584972 curriculum units or sets of competencies required by this section to
585973 obtain a standard diploma. Student s who re-enroll in the school
586974 district to meet the graduation requirements of this section shall
587975 be exempt from the hourly instructional requirements of Section 1-
588976 111 of this title and the six-period enrollment requirements of this
