66107 Section 3-107. A. There is hereby created and designated as a
67108 facility within the Department of Mental Health and Substance Abuse
68109 Services the Rose Rock Recovery Ce nter Transitions Recovery Center
69110 at Vinita. The facility shall b e operated under the super vision and
70111 administration of the Commissioner of Mental Health and Substance
71112 Abuse Services. It is the intent of the Legislature that the Rose
72113 Rock Recovery Center Transitions Recovery Center at Vinita utilize
73114 and receive business management, support serv ices and medical
74115 ancillary services of the Oklah oma Forensic Center.

76116 B. There is hereby created a petty cash fund for the Rose Rock
77117 Recovery Center Transitions Recovery Center at Vinita. The Director

79146 Commissioner of Mental Health and Substance Abuse Servic es are
80147 authorized to fix the maximum amount of the petty cash fund. The
81148 Director of the Office of Management and Enterprise Services shall
82149 prescribe the rules and proc edures for the administration of the
83150 petty cash fund.

85151 C. The Department of Mental Healt h and Substance Abuse Services
86152 is authorized to effect the transfer of property, records,
87153 equipment, supplies, funds and encu mbrances from the Oklahoma
88154 Forensic Center to or from the Rose Rock Recovery Center Transitions
89155 Recovery Center at Vinita.

93156 SECTION 3. It being immediately necessary for the pr eservation
94157 of the public peace, health or safety, an emergency is hereby
