31	59		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33	60		SECTION 1. AMENDATORY 70 O.S. 2021, Section 6-122.3, is
34	61		amended to read as f ollows:
35		-
36	62		Section 6-122.3. A. The State Board of Education sh all grant
37	63		an alternative placement teaching certificate to a person who makes
38	64		application to the Board and meets the following criteria:
39		-
40	65		1. a. holds at least a baccalaureate degree from an
41	66		institution whose accreditation is recognized by the
42	67		Oklahoma State Regents for Higher Education and has

53	102		accrediting agency which is recognized by the
54	103		Secretary of the United States Department of
55	104		Education. The Oklahoma State Regents f or Higher
56	105		Education shall be consulted to verify other terminal
57	106		degrees, or

59	107		c. holds at least a baccalaure ate degree from an
60	108		institution whose accreditation is recognized by the
61	109		Oklahoma State Regents for Higher Education and has
62	110		qualified work experience in a field that corresponds
63	111		to an area of certification as determined by the State
64	112		Board of Education, and
65		-
66	113		d. in addition to the requirements of subparagraphs a, b,
67	114		and c of this paragraph, has d emonstrated competency
68	115		or completed a major in a field that c orresponds to an
69	116		area of specialization for an Elementary -Secondary
70	117		Certificate or a Secondary Certificate as determined
71	118		by the State Board of Education or a vocational -

73	147		Department of Career and Technolog y Education;

75	148		2. Declares the intention to earn standard certification by
76	149		means of an alternative placemen t program in not more than three (3)
77	150		years. The State Board of Education shall determine the subject
78	151		matter and the number of clock or semester hours required for the
79	152		professional education component for each person making application
80	153		for an alternative p lacement teaching certificate based on the
81	154		criteria of paragraph 1 of this subsection.

83	155		The State Board of Education shall establish a core minimum of
84	156		six (6) semester hours or ninety (90) clock hours and a maximum of
85	157		eighteen (18) semester hours or two hun dred seventy (270) clock
86	158		hours for the professional education component.

90	159		The requirements set forth in this subsection shall exclude all
91	160		student teaching requirements pursuant to the provisions of
92	161		subsection E of this section;

94	162		3. Has passed the general ed ucation and portion of the
95	163		competency examination required in Section 6 -187 of this title or
96	164		has a master's degree or a doctorate degree from an institution
97	165		accredited by a national or regional accrediting agency which is
98	166		recognized by the Secretary of the U.S. Department of Education ;

100	167		4. Has passed the subject area portions portion of the
101	168		competency examination required in Section 6 -187 of this title in
102	169		the area of specialization for which certification is sought; and

105	198		school district in th is state offering employment in the area of
106	199		specialization for which certification is sought on condition that
107	200		the person enroll in an alternative placement program approved by
108	201		the State Board of Education or dec lares the intention to seek
109	202		employment as a teacher at an accredited public school distri ct in
110	203		this state. The certificate granted pursuant to this s ubsection
111	204		shall be considered a "valid certificate of qualification " for the
112	205		purposes of Sections 6 -107 and 6-108 of this title, and the holder
113	206		of the certificate shall be considered an inductee for the purposes
114	207		of Section 6-195 of this title.

116	208		B. An alternative placement teaching certificate shall be
117	209		renewed for not more than a maximum of three (3) years upon
118	210		presentation of a document from an accredit ed public school district
119	211		in this state offering renewed employment in the same area of
120	212		specialization and a document from a teacher education institution
121	213		verifying satisfactory progress in an appropriate alterna tive
122	214		placement program.

124	215		C. Persons enrolled in an alternative placement program shall:

126	216		1. Have never been denied admittance to a teacher education
127	217		program approved by the Oklahoma State Regents for Higher Education,
128	218		the North Central Association of Colle ges and Schools, and by the
129	219		Oklahoma Commission for Teacher Preparation to offer teacher
130	220		education programs, nor have enrolled in and subsequently fai led

133	248		courses necessary to successfully meet the minimum requirements of
134	249		the program, except those persons w ho hold a certificate;

136	250		2. Have on file with the director of teacher education at an
137	251		Oklahoma institution of higher education a plan for meeting stand ard
138	252		certification requirements within three (3) years; and
139		-
140	253		3. Participate in an induction program as requ ired in Section
141	254		6-195 of this title and have the same duties and responsibilities as
142	255		other inductees.

144	256		D. The State Board of Education may grant an ex ception to the
145	257		requirements for certification and, upon demonstration by an
146	258		individual of specific compete ncy in the subject area of
147	259		specialization, may grant a certificate to the individual. Th e
148	260		State Board may establish other requirements necessary to g rant
149	261		exceptions.

151	262		E. The State Board of Education, in consultation with the
152	263		Commission for Educational Qua lity and Accountability, may grant an
153	264		exception to the requirement to complete a subject area examination
154	265		for initial certification in a field which d oes not require an
155	266		advanced degree pursuant to this section if the candidate has an
156	267		advanced degree in a s ubject that is substantially comparable to t he
157	268		content assessed on a subject area examina tion. The degree shall be
158	269		from an institution accredited by a national or regional accrediting
159	270		agency which is recognized by the Secretary of the U.S. Department

161	299		necessary information to deter mine comparability.

163	300		F. Student teaching and a prestudent tea ching field experience
164	301		shall not be required of alternative placement program participants
165	302		for standard certification.

167	303		G. The State Board of Educatio n shall promulgate rules
168	304		authorizing adjunct teachers who shall be persons with distinguished
169	305		qualifications in their field. Adjunct teachers shall not be
170	306		required to meet standard certification. Adjunct teache rs shall be
171	307		limited to two hundred seventy ( 270) clock hours of classroom
172	308		teaching per semester.

176	309		H. Each teacher education institution shall provide the
177	310		Oklahoma Commission for Teacher Preparation an annual report of
178	311		information as specified by the Commis sion regarding participation
179	312		in the alternative placement programs offered by the institu tion.

181	313		I. The Oklahoma Commission for Teacher Preparation sha ll not
182	314		accredit, renew the accreditation of, or otherwise approve any
183	315		teacher education program of any ins titution of higher education in
184	316		this state that has not implemented alternative placement programs
185	317		in at least four areas of specialization , including mathematics,
186	318		science, and a foreign language. Each institution shall allow
187	319		individuals who meet the crit eria of subsections A and C of this
188	320		section to be:

193	350		2. Offered the opportunity to complete the requirements for
194	351		standard certification set forth in subsection A of this sec tion
195	352		during the summer preceding and the sum mer following the first year
196	353		of teaching with an alternative placement teaching certificate. Any
197	354		person seeking standard certification through an alternative
198	355		placement program shall be permitted to take necessar y courses
199	356		during regular semesters if offere d.

201	357		J. The criteria specified in subsection I of this section can
202	358		be met through a cooperative arrangement entered into by two or more
203	359		institutions of higher education.

205	360		SECTION 2. AMENDATORY 70 O.S. 2021, Section 6-187, as
206	361		last amended by Section 1, Chapter 319, O.S.L. 2021, is amended to
207	362		read as follows:

209	363		Section 6-187. A. Prior to July 1, 2014, a competency
210	364		examination shall be adopted by the Oklahoma Commission for Teacher
211	365		Preparation and beginning July 1, 2014, a competency ex amination
212	366		shall be adopted by the Commission for Educational Quality and
213	367		Accountability for the general ed ucation, professional education ,
214	368		and various subject areas and grade levels for purposes of ensuring
215	369		academic achievement and competency of each teach er candidate or
216	370		teacher in the subject area t he person is seeking certification to
217	371

220	399		prescribed by the State Board of Education.

222	400		The Commission, consistent with the purposes of this section ,
223	401		shall promulgate rules and procedures to gu arantee the
224	402		confidentiality of examinations.

226	403		B. 1. No teacher candidate shall be eligible for certification
227	404		until successfully completing the competency examination except
228	405		those candidates who make application to the State Board and meet
229	406		the criteria for the alternative placement program pursuant to
230	407		Section 6-122.3 of this title. Certification shall be limited to
231	408		areas of approval in which the certified teacher has s uccessfully
232	409		completed the examination. Subj ect to the provisions of subsection
233	410		C of this section, testing for certification for subjects in which a
234	411		teacher candidate or teacher is seeking a minor teaching assignment
235	412		or an endorsement to teach shall be lim ited to the specific subject
236	413		area test.

238	414		A teacher candidate or teacher may take the gener al education,
239	415		professional education, or subject area portion s of the examination
240	416		subject to any limit imposed by the Commission.
241		-
242	417		2. A teacher candidate or teacher shall be exempt from the
243	418		requirement to pass the general education portion of the competenc y
244	419		examination required by this section if he or she has a master's
245	420		degree or a doctorate degree from an institution accredited by a

249	450		C. 1. Except as otherwise provided for in this subsection, a
250	451		teacher may be certified in as many areas as the teacher meets the
251	452		necessary requirements provided by law and has successfully
252	453		completed the subject area portion of the examination .
253		-
254	454		2. Except as otherwi se provided for in this paragraph,
255	455		certification in early childhood, elementary, or special education
256	456		shall require completion of an appropriate teacher education prog ram
257	457		approved by the Commission.
258		-
259	458		Any teacher who is certified to te ach elementary educatio n may
260	459		be certified in early childhood education upo n meeting the
261		-

263	460		requirements provided in law and successful completion of the
264	461		appropriate subject area portion of the examination. Any teacher
265	462		who is certified to teach early childhoo d education may be cert ified
266	463		in elementary education upon meeting the requ irements provided in
267	464		law and successful completion of the appropriate subject a rea
268	465		portion of the examination. Any special education teacher who
269	466		becomes certified to teach through c ompletion of an accredi ted
270	467		teacher preparation program may be certified in early childhood or
271	468		elementary education upon meeting the requirements provided in law
272	469		and successful completion of the appropriate subject portion of the
273	470		examination. Any teacher w ho becomes certified to teach through
274	471		completion of an accredited teacher preparation program or becomes

276	500		program may be certif ied in special education upon meeting the
277	501		requirements provided in law and successful com pletion of the
278	502		appropriate subject area portion of the examination. Any special
279	503		education teacher who has not completed a Commiss ion-approved
280	504		teacher education progra m in elementary education or early childhood
281	505		education but who has successfully completed the subject area
282	506		portion of the examination may be certified in elementary education
283	507		or early childhood education for the purpose of providing direct
284	508		instruction and serving as the teacher of record for grading
285	509		purposes in special e ducation settings only.

287	510		D. The Commission shall offer the competency exam ination at
288	511		least four times per calendar year on dates to be established by the
289	512		Commission.
290		-
291	513		E. If a teacher candida te or teacher is a non -native-English
292	514		speaker, the Commission shal l offer the subject are a competency
293	515		examination in the native language of the teacher candidate or
294	516		teacher only if the teacher candidate or teacher is em ployed or has
295	517		been offered employment by a school district as a teacher in a
296	518		foreign language immersion program offered by the school district.
297	519		If a non-native-English speaker who has received certification in a
298	520		subject area after taking the subject area competency examination in
299	521		the native language of the speaker seeks to add a certification area
300	522		in the future and that person i s no longer employed as a teacher in

308	555		this subsection restrict ing the teacher to teaching only in a
309	556		foreign language immersion program.

311	557		F. The State Board of Educat ion, in consultation wi th the
312	558		Commission for Educational Quality and Accou ntability, may grant an
313	559		exception to the requirement to complete a subject area examination
314	560		for initial certificatio n in a field which does not require an
315	561		advanced degree if the cand idate has an advanced d egree in a subject
316	562		that is substantially comparable to the content assessed on a
317	563		subject area examination. The advanced degree sh all be from an
318	564		institution accredited by a national or regional accrediting agency
319	565		which is recognized by the Secretary of the United States Department
320	566		of Education. The Commis sion shall provide the Board with the
321	567		necessary information to determine compar ability.
322		-
323	568		G. 1. Nothing in the Oklah oma Teacher Preparation Act shall
324	569		restrict the right of the State Board of Education to i ssue an
325	570		emergency or provisional certificate, as ne eded. Provided, however,
326	571		prior to the issuance of an emergency certificate, th e district
327	572		shall document substantial efforts to employ a teacher who holds a
328	573		provisional or standard c ertificate. In the eve nt a district is

333	605		have been exhausted shall the district be allowed to employ an
334	606		individual meeting minimum standards as estab lished by the State
335	607		Board of Education for the issuance of emergency certificates.

337	608		2. The State Board of Education may renew the emergency or
338	609		provisional certificate of an indi vidual who has been employed by a
339	610		school district board of education for at lea st two (2) years if the
340	611		following criteria are met:

342	612		a. the individual has been granted an emergency or
343	613		provisional certificate pursuant to paragraph 1 of
344	614		this subsection for two (2) years,

346	615		b. the individual has not successfully completed the
347	616		competency examinations required by this section,

351	617		c. the individual submits a portfolio of his or her work
352	618		to the State Board of Education, which shall include
353	619		evidence of progress toward sta ndard certification,

355	620		d. the employing school district board of education
356	621		agrees to renew the individual 's contract to teach for
357	622		the ensuing fiscal year, and
358		-
359	623		e. the superintendent of the employing school di strict
360	624		submits to the State Board of Education the reason the

368	658		Process Act of 1990.

370	659		SECTION 3. This act shall become ef fective July 1, 2022.

372	660		SECTION 4. It being immediately nec essary for the preservation
373	661		of the public peace, health or safety, an emergency is hereby
374	662		declared to exist, by reas on whereof this act shall take effect and
