50	41		prohibiting certain schools from knowingly entering
51	42		into certain transaction; providing certain

63	54		BE IT ENACTED BY THE P EOPLE OF THE STATE OF OKLAHOMA:
64	55		SECTION 1. NEW LAW A new section of law to be codified
65	56		in the Oklahoma Statutes as Section 24-159 of Title 70, unless there
66	57		is created a duplication in numb ering, reads as follows:
67	58		A. As used in this section :
68	59		1. “Abortion” means the term as de fined in Section 1-730 of
69	60		Title 63 of the Oklahoma Statutes; and
	61	+	2. “Transaction” means a formal or informa l agreement,
	62	+	contract, or arrangement o f any kind between a public school, public
	63	+	charter school, or public virtual charter school and a private

97		-	2. “Transaction” means a formal or informa l agreement,
98		-	contract, or arrangement o f any kind between a public school, public
99		-	charter school, or public virtual charter school and a private
100	90		entity, regardless of whether the private entity or the school
101	91		receives anything of value in return .
102	92		B. A public school, public charter school, or public virtual
103	93		charter school shall not enter into a transaction with an individual
104	94		or entity that performs abortions, induces abortions, or provides
105	95		abortions unless the entity is a hospital licensed pursuant to
106	96		Section 1-702 of Title 63 which has enacted a policy to only provide
107	97		abortions when it is a medical emergency. For the purposes of this
108	98		section, "medical emergency" means a condition in w hich an abortion
109	99		is necessary to preserve the life of a pregnant woman whose life is
110	100		endangered by a physical disorder, physical illness, or physical
111	101		injury including a life -endangering physical condition caused by or
112	102		arising from the pregnancy itself .
113	103		C. The State Board of Educa tion shall promulgate rules to
114	104		implement the provisions of this section.
115	105		D. Each school district board o f education and governing board
116	106		of a public charter school or public virtual charter school shall
117	107		adopt a policy for the implementation of the provisio ns of this
118	108		section.
119	109		E. The State Board of Education shall require the board of
120	110		education of a public school and the governing board of a public
	111	+	charter school or public virtual charter school that knowingly
	112	+	violates the provisions of this section to appear before the Board
	113	+	to determine:

149		-	violates the provisions of this section to appear before the Board
150		-	to determine:
151	140		1. Why the school violated the pro visions of this section; and
152	141		2. How to prevent the violation of provisions of this section
153	142		in the future.
154	143		SECTION 2. This act shall become effective July 1, 2022.
155	144		SECTION 3. It being immediately necessary for the preservation
156	145		of the public peace, health or safety, an emergency is hereby
157	146		declared to exist, by reason whereof thi s act shall take effect and
158	147		be in full force from and after its passage and appro val.
