An Act relating to special license plates; amending 
47 O.S. 2011, Section 1135.7, as amended by Section 
5, Chapter 69, O.S.L. 2018 (47 O.S. Supp. 2020, 
Section 1135.7), which relates to the desig n and 
issuance of special license plates; authorizing Tax 
Commission to enter into certain licensing 
agreements; providing for transfer of funds for 
certain licensing fees; providing certain e xception; 
and providing an effective date. 
 
 
 
 
 
AMENDMENT NO. 1.  Strike the title, enacting clause, and entire bill 
and insert: 
 
 
"An Act relating to alcoholic beverages; amending 37A 
O.S. 2021, Section 7-102, which relates to 
cocktails-to-go definitions; expanding the meaning 
of original container to include manufactured mixed 
drinks; amending 37A O.S. 2021, Section 7 -103, which 
relates to the requirements for cocktails -to-go; 
modifying requirements to sell cocktails -to-go; and 
providing an effective date . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     AMENDATORY     37A O.S. 2021, Section 7 -102, is 
amended to read as fol lows:

Section 7-102.  As used in this act: 
1.  "Cocktail" or "mixed drink" means any beverage obtained by 
combining ingredients alcoholic in nature, whether brewed, 
fermented, or distilled, with ingredients nonalcoholic in nature, 
such as fruit juice, lemo nade, cream or a carbona ted beverage; 
2.  "Single-serve wine" means a bottle or sealed contai ner, 
containing seven (7) fluid ounces, or less, of wine; 
3.  "Original container" means, for the purposes of this act 
only, a container that is filled, sealed and secured with a tamper-
evident lid or cap by the original manufacturer of the mixed drink 
or by a mixed beverage licensee 's or caterer licensee 's employee at 
the mixed beverage licensee 's or caterer licensee 's location with a 
tamper-evident lid or cap; 
4.  "Sealed container" means a rigid container that contains a 
mixed drink, is new, has never be en used, has a secured lid or cap 
designed to prevent consumption without removal of the lid or cap 
and is tamper evident.  Sealed container does not include a 
container with a lid with s ipping holes or openings for straws or a 
container made of plastic, p aper or polystyrene foam; and 
5.  "Tamper evident" means a lid or cap that has been sealed 
with tamper-evident covers, including, but not limited to, wax dip 
or heat-shrink wrap. 
SECTION 2.     AMENDATORY     37A O.S. 2021, Section 7 -103, is 
amended to read as follows:

Section 7-103.  A cocktail, mixed drink or single -serve wine 
placed in a sealed container by a mixed beverage licensee at the 
mixed beverage licensee's or caterer licensee's location in its 
original container may be transferred and sold for off -premises 
consumption if the following requirements are met: 
1.  The cocktail, mixed beverage or single -serve wine is 
transferred within the li censed premises by a cur bside pickup or by 
delivery by an employee of the retail licensee who : 
a. is at least twenty-one (21) years of age, and 
b. upon delivery, verifies the age of the person to whom 
the cocktail is being delivered; 
2.  If the employee de livering the cocktail, m ixed drink or 
single-serve wine is not able to safely verify a person 's age or 
level of intoxication upon delivery, the employee shall cancel the 
sale of alcohol and return the product to the retail license holder; 
3.  The sealed container is placed in the trunk of the vehicle 
or, if there is no trunk, in the vehicle 's rear compartment that is 
not readily accessible to the passenger area; and 
4.  The In the case of a mixed drink sealed by the mixed 
beverage or caterer licensee, the sealed container shall be affixed 
with a label or tag that contains the following information: 
a. the cocktail, mixed drink or single -serve wine 
ingredients, type and name of the alcohol,

b. the name, license number and address of the mixed 
beverage licensee or caterer licensee wh o filled the 
original container and sold the product, 
c. the volume of the cocktail, mixed drink or single -
serve wine in the sealed container, and 
d. verification that the sealed container was filled less 
than seven (7) days before the date of sale; and 
5. In the case of a mixed drink in its original container from 
the original manufacturer of the mixed drink, the Oklahoma -
registered label shall not be tampered with, modified , or otherwise 
changed. 
SECTION 3.  This act shall become effectiv e November 1, 2022."

BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA: 
SECTION 4.     AMENDATORY     47 O.S. 2011, Section 1 135.7, as 
amended by Section 5, C hapter 69, O.S.L. 2018 (47 O.S. Supp. 2020, 
Section 1135.7), is amended to read as follows: 
Section 1135.7. A.  The Oklahoma Tax Commission or private 
vendor with whom the Commission has contracted is authorized to 
design and issue special license plates to any person that applies 
to the Tax Commission or private vend or for the creation of a 
special license plate and meets th e minimum standards and 
qualifications specifi ed in this section. 
B.  If the following standards and guidelines are satisfied, the 
Tax Commission shall authorize the issu ance of a special license

plate to the person making application for the special licen se 
plate: 
1.  The license plate is to: 
a. show membership in or affiliation with an 
organization, or 
b. demonstrate support for an or ganization, group or 
cause; 
2.  The license plate does not adver tise or endorse a product, 
brand, or service that is provid ed for sale; 
3.  The license plate does not pr omote any philosophy based on 
prejudice or that is con trary to state civil rights laws; and 
4.  Two hundred prepaid applicat ions for the special licens e 
plate are received by the Tax Commission or private vendo r. 
C.  The fee for special license plates shal l be determined in 
accordance with Section 1 of this act 1135.9 of this title.  If the 
special license plate does not p rovide financial assistanc e the fee 
shall be no less than Fifteen Dollars ($15.00) per year of renewal 
and shall be in addition to all ot her registration fees provided by 
the Oklahoma Vehicle License and Registra tion Act.  Unless otherwise 
provided in this section, Fifteen Dollars ($15.00) of the fee shall 
be apportioned as follows:  Eight Dolla rs ($8.00) of the special 
license plate fee sh all be deposited in the Oklahoma Tax Co mmission 
Reimbursement Fund to be us ed for the administration of the Oklahoma 
Vehicle License and Registra tion Act and the remaining amounts of

the special license plate f ee shall be apportioned as provided in 
Section 1104 of this title. 
D.  For special license plates that provide financial assistance 
created pursuant to the provision s of this section, the Tax 
Commission shall be authorized to enter into a licensing agreement 
with an organization for any licensing fees that may be required to 
use the organization's logo or design. 
E. The fee for special license plates that provide fin ancial 
assistance shall be deter mined in accordance with Section 1 of this 
act 1135.9 of this title.  Provided, the fee shall be no less than 
Thirty-five Dollars ($35.00) and shall be in addition t o all other 
registration fees provided by the Oklahoma Vehicle License and 
Registration Act.  Thirty-five Dollars ($35.00) per year of renewal 
of the fee shall be apportioned as follows: 
1.  a. Twenty Dollars ($20.00) of the fee shall be 
apportioned to the License Plate Special Prog ram 
Assistance Revolving Fund created in Section 1135 .8 of 
this title to be used in the manner detailed in the 
application for the special license plate ;, except as 
provided in subparagraph b of this paragraph. 
b. If the Tax Commission has entered into a licensing 
agreement with an organization for the use of its 
design or logo pursuant to Chapter 74 of Title 47 of 
the Oklahoma Statutes, an amount to be determined in

the licensing agreement, but not to exceed twenty 
($20) dollars per license plate issued , shall be 
transferred monthly to that organization as p ayment of 
licensing fees and no fee shall be apportioned to the 
License Plate Special Program Assistance Revolving 
Fund. 
2.  Eight Dollars ($8.00) of the fee shall be depos ited in the 
Oklahoma Tax Commission Reimbursement Fund to be used for the 
administration of the Oklahoma Vehicle License and Registration Act; 
and 
3.  Any remaining amounts of the fee shall be apporti oned as 
provided in Section 1104 of this title. 
E. If F.  Except as otherwise provided in subsection D and 
subparagraph b of paragraph 1 of subsection E of this section, if a 
person applies for a special license plate that provides financial 
assistance, the application shall des ignate a state agency to be 
responsible for expe nding the funds generated by the special license 
plate and the application shal l designate a specific public purpose 
for which the funds are to be used.  The application shall include 
an acknowledgment from t he designated state agency of their 
agreement with acceptance of the designated funds. 
F. G. Special license plates shall not be transferred to any 
other person but shall be removed from the vehicle upon transfer of 
ownership and retained.  The special lice nse plate may then be used

on another vehicle bu t only after such other vehicle has been 
registered for the current year. 
Special license plates shall be renewed each year by the Tax 
Commission or a motor license agent, unless aut horized by the Tax 
Commission to be renewed for a period greater than one (1) year.  
The Tax Commission shall notify all persons issued special license 
plates of the renewal procedures prior to the expiration of the 
special license plate.  The notice shall contain all necessary 
information and shall contain instructions for the renewal procedure 
upon presentation to a motor license agent or the Tax Commi ssion.  
The license plates shall be issued on a staggered system. 
The Tax Commission is hereby directed t o develop and implement a 
system whereby motor license agents are permitte d to accept 
applications for special license plates authorized under this 
section.  The motor license agent shall confirm the applicant's 
eligibility, if applicable, collect and depo sit any amount 
specifically authorized by law, accept and process the nece ssary 
information directly into such system and generate a receipt 
accordingly. For performance of these duties, motor license agents 
shall retain the fee provided in Section 1141.1 of this title for 
registration of a motor vehicle.  The motor license age nt fees for 
acceptance of applications and renewals shall be paid out of the 
Oklahoma Tax Commission Reimbursement Fund.

G. H. All special plates issued by the Tax Commission prior to 
the effective date of thi s act November 1, 2005, shall not be 
subject to the require ments and qualifications outlin ed in this 
section. 
H. I. As used in this section, "person" includes an individual, 
group, organization or not-for-profit corporation tha t is recognized 
as such by the Internal Revenue Service. 
SECTION 5.    AMENDATORY     47 O.S. 2011, Section 113 5.5, as 
last amended by Section 3, Chapter 434, O.S.L. 2019 (47 O.S. Supp. 
2020, Section 1135.5), is amended to read as follow s: 
Section 1135.5. A.  The Oklahoma Tax Commission is h ereby 
authorized to design and issue appropriate official special license 
plates to persons wis hing to demonstrate support and provide 
financial assistance as provided by this section. 
Special license plates shall not be transferred to any other 
person but shall be removed from t he vehicle upon transfer of 
ownership and retained .  The special licens e plate may then be used 
on another vehicle but only after such other vehicle has been 
registered for the current year with a motor license agent. 
Special license plates shall be renewe d each year by the Tax 
Commission or a motor licen se agent, unless auth orized by the Tax 
Commission to be renewed for a period gre ater than one (1) year.

presentation to a motor license ag ent or the Tax Commission.  The 
license plates shall be issued on a staggered system. 
The Tax Commission is hereby directed to develop and implement a

section.  The motor license a gent shall confirm the applicant 's 
eligibility, if appli cable, collect and depos it any amount

shall retain the fee pro vided in Section 1141.1 of this title for 
registration of a motor vehicle.  The motor license agent fees for 
acceptance of applications and renewals shall be paid out of the 
Oklahoma Tax Commission Re imbursement Fund. 
If fewer than one hundred of any type of special license plate s 
authorized prior to January 1, 2004, are issued prior to January 1, 
2006, the Tax Commission shall discontinue issuance and rene wal of 
that type of special license plate.  An y such authorized special 
license plate registrant shall be allowed to display t he license 
plate upon the designated vehicle until the registration exp iration 
date.  After such time the expired special license plate shall be 
removed from the vehicle.

For special license plates authorized on or after July 1, 200 4, 
no special license pl ates shall be developed or issued by the Tax 
Commission until the Commi ssion receives one hundred prepaid 
applications therefor.  The prepaid applications must be received by 
the Tax Commission within one hundred eighty (180) days o f the 
effective date of the authorization or the authority to issue shall 
be null and void.  In the event one hundred prepaid applications are 
not received by the Tax Commission within such prescribed time 
period any payment so received shall be refunded a ccordingly. 
B.  The special license plates provided by this section are as 
follows: 
1.  University or College Supporter License Plate - such plates 
shall be designed and issued to any person wishing t o demonstrate 
support to any state -supported or private university or college.  As 
provided in this section, an amount of the fee collected shall be 
apportioned as provided in Section 1104.1 of this title; 
2.  Environmental Awareness License Plate - such plates shall be 
designed, subject to the criteria to be p resented to the Tax 
Commission by the Department of Environmental Quality in 
consultation with the Oklahoma Arts Council, and issued to any 
person wishing to demonstrate support to implement the state wide 
general public environmental education program crea ted pursuant to 
the provisions of the Oklahoma Environmental Quality Code.  Such 
plates shall be designed and issued to any person in any combination

of numbers and letters from one to a maximum of se ven, as for 
personalized license plates.  A dealer 's license plate issued 
pursuant to Section 1116.1 or 1128 of this title may be designated 
an Environmental Awareness License Plate upon payment of the fee 
imposed by this section and any other registration fees required by 
the Oklahoma Vehicle License and Regis tration Act.  As provide d in 
this section, an amount of the fee collected shall be apportioned 
pursuant to Section 1104.2 of this title; 
3.  Firefighter License Plate - such plates shall be designed 
for any career or retired firefighter, volunteer or paid.  
Firefighters may apply for firefighter plates for up to four 
vehicles with a rated capacity o f one (1) ton or less or for a 
motorcycle upon proof of a f ire department membership by either an 
identification card or letter from the chief of the fire depart ment.  
Retirees who are eligible for such plates shall provide proof of 
eligibility upon initia l application, but shall not be required to 
provide proof of eligibility annually.  The surviving spouse of any 
deceased firefighter, if the spouse has not since remarried, may 
apply for a firefighter license plate for one vehicle with a rated 
carrying capacity of one (1) ton or less or for a motorcycle upon 
proof that the deceased firefighter was a member of a fire 
department by either an identification card or l etter from the chief 
of the fire department. The license plate shall be d esigned in 
consultation with the Oklahoma Firefighters Association.

As provided in this section, an amount of the fee collecte d 
shall be deposited to the Oklahoma State Firemen 's Museum Building & 
Memorial Fund for support of the Oklahoma Firefighters Muse um and 
the Oklahoma Fallen and Living Firefighters Memorial; 
4.  Wildlife Conservation License Plate - such plates shall be 
designed, subject to the criteria to be presented to the T ax 
Commission by the Okl ahoma Department of Wildlife Conservation in 
consultation with the Okla homa Arts Council, and issued to any 
person wishing to demo nstrate support for wildlife conservation in 
this state through the Wildlife Diversity Fund, provided for in 
Section 3-310 of Title 29 of the Oklahoma Statutes.  Such plates ma y 
be designed and issued to any person as for personalized license 
plates. 
As provided in this section, an amount of the fee c ollected 
shall be apportioned pursuant to subsection D o f Section 3-310 of 
Title 29 of the Oklahoma Statutes; 
5.  Child Abuse Prev ention License Plate - such plates shall be 
designed, subject to the criteria to be presented to the Tax 
Commission by the Off ice of Child Abuse Prevention in the State 
Department of Health and the Oklahoma Committee to Prevent Child 
Abuse, and issued to a ny person wishing to demonstrate support for 
the prevention of child abuse. 
As provided in this section, an amount of the fee collected 
shall be deposited in the Child Abuse Preventi on Fund;

6.  United States Olympic Committee Supporter License Plate - 
such plates shall be des igned and issued to any person wishing to 
demonstrate support for the United States Olympic Committee.  T he 
plates shall be issued to any person in any combinati on of numbers 
and letters from one to a maximum of seven, as for personali zed 
license plates.  The plate shall contain the official United States 
Olympic Committee logo.  The Tax Commission shall be a uthorized, if 
necessary, to enter into a licensing agree ment with the United 
States Olympic Committee for any licensing fees which may be 
required in order to use the United States Olympic Committee logo or 
design.  The licensing agreement shall provide fo r a payment of not 
more than Twenty-five Dollars ($25.00 ) for each license plate 
issued; 
7.  Oklahoma History License Plate - such plates shall be 
designed and issued to any person wishing to demonstrate intere st in 
Oklahoma history.  As provided in this s ection, an amount of the fee 
collected shall be deposite d to the Oklahoma Histor ical Society 
Revolving Fund to be used for educati onal purposes; 
8.  Historic Route 66 License Plate - such: 
a. vehicle plates shall be designed to honor historic 
Route 66, also known as the "Mother Road".  As 
provided in this secti on, an amount of the fee 
collected for each vehicle license plate shall be 
apportioned to the O klahoma Historical Society

Revolving Fund to be distributed to the Route 66 
Museum located in Clinton, Ok lahoma, and 
b. motorcycle plates shall be designed in co nsultation 
with the Oklahoma Route 66 Association, Inc.  The 
Oklahoma Tax Commission shall be a uthorized to enter 
into a licensing agreement with the Okla homa Route 66 
Association, Inc., for any licen sing fees which may be 
required in order to use the Okla homa Route 66 
Association, Inc., logo or design.  The licensing 
agreement shall provide for a p ayment to the Oklahoma 
Route 66 Association, Inc., of not m ore than Twenty 
Dollars ($20.00) for each moto rcycle license plate 
issued; 
9.  Heart of the Heartland License Plate - such plates shall be 
designed and issued to any person wis hing to honor the vic tims of 
the terrorist bombing attack on the Alfred P. Murra h Federal 
Building in downtown Oklahoma City o n April 19, 1995.  As provided 
in this section, an amoun t of the fee collected s hall be deposited 
in the Heart of the Heartland Sc holarship Fund, as es tablished in 
Section 2282 of Title 70 of the Oklahoma Statu tes; 
10.  Emergency Medical Technician License Plate - such plates 
shall be designed and issued to any person who is an emerge ncy 
medical technician.  Such persons may apply fo r an emergency medica l 
technician license plate for each vehicle with a rated ca rrying

capacity of one (1) ton or less upon pr oof of an emergency medical 
technician's license.  The license plate shall be de signed in 
consultation with the state association of emergency medical 
technicians.  As provided in this section, an amount of the fee 
collected shall be apportioned to the Eme rgency Medical Personnel 
Death Benefit Revolving Fund cr eated in Section 1-2505.2 of Title 63 
of the Oklahoma Statutes; 
11.  Fight Breast Cancer Licens e Plate - such plates shall be 
designed to demonstrate supp ort for the prevention and treatment of 
breast cancer in this state.  As provided in this section, an amount 
of the fee collected shall be apportioned to the Breast Cancer Act 
Revolving Fund; 
12.  Crime Victims Awareness License Plate - such plates shall 
be designed and issued to any person wishing to demonstrate 
awareness of and support for victims of cri mes.  The license plates 
shall be designed in consultation with the Oklaho ma Crime Victims 
Centre.  As provided in this section, an amount of the fee coll ected 
shall be apportioned to the Attorney Gen eral's Revolving Fund for 
the Office of the Attorney Gen eral, which is hereby di rected to use 
such funds to contract with a statew ide nonprofit organiz ation to

14.  Four-H Club License Plate – such plates shall be designed, 
subject to criteria to be presented to the Tax Commission by the 
Four-H Foundation, and issued to any person wishing to demonstrate 
support of the Four-H Club.  Such plates may be designed and issued 
to any person as for personalized license plates.  As provid ed in 
this section, an amount of the fee collected shall be apportioned to 
the OSU Extension Service License Plate Revolving Fund created in 
Section 1104.4 of this title; 
15.  Agricultural Awareness License Pla te – such plates shall be 
designed, subject to criteria to be presented to the Tax Commission, 
by the Oklahoma Department of A griculture, Food, and Forestry in 
consultation with the Oklahoma Arts C ouncil, and issued to any 
person wishing to demonstrate sup port of the Department 's Ag in the 
Classroom Education Program.  As provided in this section, an amoun t 
of the fee collected s hall be apportioned as provided in Section 
1104.3 of this title; 
16.  Oklahoma Statehood Centennial License Plate – such plates 
shall be designed and issued to any person wishi ng to commemorate 
the centennial of Oklahoma 's admission to statehood in 1907.  The

Capitol Complex and Centennial Commemoration Commission.  A s 
provided in this section, an amount of the f ee collected shall be 
deposited in the Oklahoma Capitol Complex and Centennial 
Commemoration Commission Revolving Fund created in Section 98.5 of 
Title 73 of the Oklahoma Statutes; 
17.  Support Education Licens e Plate – such plates shall be 
designed, subject to criteria to be presented to the Tax Commission 
by the State Department of Education in consultation with the 
Oklahoma Arts Council, and issued to any person wishing to 
demonstrate support for education in this state.  All motor license 
agents shall display a sample of the Support Education License plate 
in the area of the busine ss accessed by the public.  Twenty-three 
Dollars ($23.00) of the fee co llected shall be apportioned as 
follows: 
a. five percent (5%) shall be deposited to the Education 
Reform Revolving Fund, 
b. five percent (5%) shall be deposited to the Higher 
Education Revolving Fund, 
c. five percent (5%) shall be depo sited to the State 
Career Technology Fund, and 
d. eighty-five percent (85%) of t he fee shall be 
deposited to the Teachers ' Retirement Benefit Fund as

Oklahoma Statutes. 
However, when the Teachers' Retirement Benefit Fund attains a 
seventy percent (70%) funded ratio based on an annual actu arial 
valuation as required by law, the amount of the fee shall be 
apportioned equally pursuant to sub paragraphs a, b and c of this 
paragraph; 
18. Retired Oklahoma Highway Pat rol Officers License Plate – 
such plates shall be designed and issued to any ret ired officer of 
the Oklahoma Highway Patrol.  The license plate shall have the 
legend "Oklahoma" and shall contain, in the cen ter of the plate, the 
Highway Patrol Officers patc h using the same colo rs and pattern as 
used in the patch.  Centered on the botto m of the license plate 
shall be the word "Retired".  The letters "TRP" shall be used in 
combination with three numbers on eith er side of the insignia or 
emblem.  The color of t he letters and number s shall be brown. 
Retirees who are eligible for such plate s shall provide proof of 
eligibility upon init ial application, but shall not be required to 
provide proof of eligibility annua lly.  The surviving spouse of any 
deceased retired officer of the Oklah oma Highway Patrol, if the 
spouse has not since remarried, or if remarried, the remarriage is 
terminated by death, divorce, or annulment, may apply for a Retired 
Oklahoma Highway Patrol Officers license plate.  As provided in this

19.  Boy Scouts of America Su pporter License Plate – such plates 
shall be designed an d issued to any person w ishing to demonstrate 
support for the Boy Scouts o f America.  The plate s shall be issued 
to any person in any combination of numbe rs and letters from one to 
a maximum of seven, as for personalized license plates.  The plate 
shall contain the official Boy S couts of America logo.  The Tax 
Commission shall be authorized, if nece ssary, to enter into a 
licensing agreement with the Boy Sco uts of America for any licensing 
fees which may be required in order to use the Boy Scouts of America 
logo or design.  The lic ensing agreement shall provide for a payment 
to the Boy Scouts of Ameri ca of not more than Twenty Dollars 
($20.00) for each licens e plate issued; 
20.  Urban Forestry and Beauti fication License Plate – such 
plates shall be designed, subject to criteria to b e presented to the 
Tax Commission, by the Oklahoma Department of Agricu lture, Food, and 
Forestry in consultation with nonprofit or ganizations in this state 
that develop and ope rate programs to encourage urban forestry and 
beautification, and issued to any person wishing to demonstrate 
support of such prog rams.  As provided in this section, an amount of 
the fee collected shall be appo rtioned as provided in Section 1104.5 
of this title;

state parks system.  Twenty -three Dollars ($23.00) of the fee 
collected shall be deposited in the Oklahoma Tourism and Recreation 
Department Revolving Fund.  Such money shall be designated for a nd 
may only be expended for the support of Okl ahoma state parks; 
22.  Adoption Creates Families Licens e Plate – such plates shall 
be issued to any person wishing to demonstrate support of pregnant 
women who are committed to placing their children for adopt ion and 
wishing to provide assistance to guard ians, adoptive parents and 
other created families to ass ist in the adoption and placement of 
children in permanent, safe homes.  T he license plates sha ll be 
designed and final terminology delivered in consultat ion with the 
Oklahoma Adoption Coalition and t he Department of Human Services.  
Twenty-five Dollars ($25.00) of the fee collec ted shall be deposited 
in a revolving fund establi shed in the State Tre asury for and to be 
used by the Department of Human Service s for the implementation of 
the Investing in Stronger Oklahoma Families Act specifically for 
created families; 
23.  Choose Life License Plate – such plates shall be designed, 
subject to criteria pr esented to the Tax Commission, by Choose Life, 
Inc., and issued to any person who wishes to demonstrate s upport of

be designed and issued to persons wi shing to demonstrate support for 
the Oklahoma FFA (formerly known as Future Farm ers of America).  The 
license plates shall be designed in consultation with the Oklahoma 
FFA Foundation Board of Directors.  A s provided in this section, an 
amount of the fee collected shall be app ortioned as provided in 
Section 1104.7 of this title; 
25.  Lions Club License Plate – such plates shall be designed 
and issued to persons wishing to demonstrate support for the Lions 
Club of Oklahoma.  The plates shall be issued to any person in any 
combination of numbers and letters from one to a maximum of seven , 
as for personalized license plates.  The lic ense plates shall be 
designed in consultation with the O klahoma Lions Service Fo undation 
and shall contain the official logo of th e International Assoc iation 
of Lions Clubs.  The Tax Commission shall be authori zed to enter 
into a licensing agreement with t he Oklahoma Lions Service 
Foundation.  The licensing agr eement shall provide for a payment to 
the Oklahoma Lions Service Foundatio n of not more than Te n Dollars 
($10.00) for each license plate issued;

seven, as for personalized license plates.  The plate shall contain 
the official Girl Scouts of the United States of America logo.  The 
Tax Commission shall be authorized , if necessary, to enter into a 
licensing agreement with th e Girl Scouts of the United States of 
America for any licensing fees which may be required in order to use 
the Girl Scouts of the United States of America logo or design.  The 
licensing agreement s hall provide for a payment to the Girl Scouts 
of Magic Empire Council, acting on behalf of all Oklahoma G irl Scout 
councils, of not more than Twenty Dollars ($20 .00) for each license

agreement with the Oklahoma City Memorial Marathon for any licensing 
fees which may be required in order to use the Oklahoma City 
Memorial Marathon logo or design.  Th e licensing agreement shall 
provide for a payment to the Oklahoma City Memorial Marathon of not 
more than Twenty Dollars ($20.00) for each license plate issued; 
29.  Oklahoma Scenic Rivers License Plate – such plates shall be 
designed to demonstrate suppor t for the Oklahoma Scenic Rivers.  The 
plates shall be designed in cons ultation with the Oklahoma Scenic 
Rivers Commission.  Twent y-five Dollars ($25.00) of the fee shall be 
apportioned to the Oklahoma Scenic Rivers Commission; 
30.  Fight Cancer License Pl ate – such plates shall be designed 
to demonstrate support for the Okla homa Central Cancer Registry.  
The plate shall contain the American Cancer Society logo.  The 
American Cancer Society logo shall be used in accordance with the 
American Cancer Society 's branding guidelines and shall only be 
utilized to support the Oklahoma Central Cancer Registry.  Twenty 
Dollars ($20.00) of the f ee shall be apportioned to the Oklahoma 
Central Cancer Registry Revolving Fund;

Oklahoma Statutes or the An imal Friendly Revolving Fund created in 
Section 1104.10 of this title; 
32. Patriot License Plate - such plates shall be designed in 
consultation with the Military Department of Oklahoma and issued to 
any person wishing to demonstrate support for Oklahoma residents who 
are members of the Oklahoma National Guard and deployed on a ctive 
duty.  The plates shall be issued to any person in any combination 
of numbers and letters from one to a maximum of seven , as for 
personalized license plates.  As provided in th is section, a portion 
of the fee collected shall be deposited in the Patri ot License Plate 
Revolving Fund created in Section 1104.11 of this title; 
33.  Global War on Terrorism License Plate - such plate shall be 
designed in consultation with the Military Department of Oklahoma 
and issued to any person wishing to demonstrate sup port for Oklahoma 
residents who are members of the Armed Forces of the United St ates 
or Oklahoma National Guard that have serv ed in the Global War on

issued to any person wishing to demonstrate s upport for the Oklahoma 
City Zoo.  The license plates shall be designed in consultation with 
the Oklahoma Zoological Society, Inc.  As provided in this section, 
an amount of the fee collected shall be deposited in the Oklahoma 
Zoological Society Revolving Fund created in Section 1104.13 of this 
title; 
38.  March of Dimes License Plate – such plates shall be issued 
to persons wishing to demonstrate support for the March of Dimes 
mission to improve th e health of babies by preventing birth defects, 
premature birth and infant mortality.  The license plates shall be 
designed in consultation with the Oklahoma Cha pter March of Dimes.

Commission, if necessary, may enter into a licensing agreement with 
Support Our Troops Incor porated for any licensin g fees which may be 
required in order to use the S upport Our Troops Inc orporated logo or 
design.  The licensing agreement shall pr ovide for a payment to 
Support Our Troops Inco rporated of Twenty-five Dollars ($25.00) for 
each license plate issued; 
40.  Folds of Honor Supporter License Plate – such plates shall 
be authorized to be designed and issued to any person wishing to 
demonstrate support for the Oklahoma City Chapter of Fo lds of Honor 
Incorporated, a nonprofit charitable organi zation exempt from 
taxation pursuant to the provisions of the Internal Rev enue Code, 26 
U.S.C., Section 501(c)(3), providing educational scholarships to 
spouses and children of America 's fallen and disabled military 
service members.  The plates shall be is sued to any person in an y 
combination of numbers and letters from one to a maximum of six.

Such person may apply for a Folds of Honor Supporter license p late 
for a motorcycle; provided, the license p late for motorcycles may be 
of similar design to the lic ense plate for motor veh icles or may be 
a new design in order to meet spac e requirements for a motorcycle 
license plate.  The plate shall be designed in c onsultation with the 
Oklahoma City Chapter of Folds of Honor Incorporated and shall 
contain the official Folds of Honor Incorp orated logo which includes 
the mark "Folds of Honor" across the bottom of the plate.  The Tax 
Commission, if necessary, may enter into a licensing agreement with 
Folds of Honor Incorporated for any licensing fees which may be 
required in order to use the F olds of Honor Incorporated logo or 
design.  The licensing agreement sha ll provide for a payment to 
Folds of Honor Incorporated of Twenty-five Dollars ($25.00) for each 
license plate issued.  Subject to the provisions of subsection A of 
this section, the Fo lds of Honor Supporter License Plate is hereby 
reauthorized effective N ovember 1, 2019; 
41.  Downed Bikers Association License Pla te - such plates shall 
be designed and issued to any person wishing to demonstrate support 
for the Downed Bikers Association, a nonprofit charitable 
organization exempt from ta xation pursuant to th e provisions of the 
Internal Revenue Code, 26 U.S.C., Secti on 501(c)(3), which provides 
emotional and financial support for downed bikers.  The license 
plate shall be designed in consul tation with the Central Oklahoma 
Chapter of the Downed Bikers Associati on and shall contain any

42.  Armed Forces Veterans Motorcycle License Plate – such 
plates shall be designed for use on a motorcycle in consultation 
with A Brotherhood Aimi ng Toward Education of Oklahoma, Inc. 
(ABATE), and issued to any honorably discharged former member of the 
United States Armed Forces wishing to demonstrate support for the 
45th Infantry Division M useum.  Persons applying for such license 
plate must show proof of past military service.  As provided in this 
section, a portion of the fee collected shall be d eposited in the 
45th Infantry Division Museum Fund created in Section 235. 1 of Title 
44 of the Oklahoma Statutes; 
43.  Buffalo Soldier License Plate - such plates shall be issued 
to any person wishing to honor and celebrate the history and 
contribution of the Buffalo Soldiers.  T he license plates shall be 
designed in consultatio n with the Lawton-Fort Sill Chapter of the 
Buffalo Soldiers 9th and 10th (Horse) Cavalry Association.  As 
provided in this sec tion, an amount of the fee collected shall be

license plates shall be designed in consultat ion with Prevent 
Blindness Oklahoma.  As provided in this section, an amount of the 
fee collected shall be deposited in the Pr event Blindness Oklahoma 
License Plate Revolving Fund cr eated in Section 1104.17 of this 
title; 
45.  Oklahoma State Capitol Restor ation License Plate - such 
plates shall be designed and issued to any person wis hing to 
demonstrate support for restoration of the Oklahoma State Capitol 
building.  The license plate s shall be designed in c onsultation with 
the Friends of the Capitol corpor ation, created pursua nt to Section 
15.4 of Title 73 of the Oklahoma Statutes and the State Capitol 
Preservation Commission cre ated pursuant to Section 4102 of Title 74 
of the Oklahoma Statutes.  As provided in this section, an amount of 
the fee collected shall be deposited in the Oklahoma Friends of the 
Capitol License Plate Revolving Fund established in Section 1104.18 
of this title; 
46.  Eastern Red Cedar Tree License Plate – such plates shall be 
designed, subject to criteria to be presented to the Tax Co mmission 
and issued to any person wishing to demonstrate support for the

shall be deposited in the Eastern Red Cedar Re volving Fund created 
in Section 18-407 of Title 2 of the Oklahoma Statutes.  The money 
shall be designated for and may only be exp ended for the purpose s as 
set forth in the Eastern Red Cedar Registry Board Act; 
47.  Pancreatic Cancer Research License Plate - such plates 
shall be issued to any person wishing to provide financial suppor t

deposited in the Oklahoma Lupus License Plate Revolving Fund created 
in Section 1104.24 of this title.  Subject to the provisions of 
subsection A of this section, th e Lupus Awareness and Education 
License Plate is hereby reauthorized ef fective November 1, 2018; 
53.  Chiefs of Police License Pla te - such plates shall be 
issued to any person wishing to provide financial support for the 
Oklahoma Association of Chiefs of Police for a vehicle or motorcycle 
in any combination of numbers and le tters from one to a maximum of 
seven, as for personalized p lates.  The license plates shall be 
designed in consultation with the Oklahoma Association of Chiefs o f 
Police.  The license p late for a motorcycle may be of similar design 
as space permits or a ne w design in order to meet the space 
requirements of a motor cycle license plate.  The Tax Commission

design.  The licensing agreement shall provide for a payment to the

Dollars ($20.00) for each license plate issued.  Subject to the 
provisions of subsecti on A of this section, the Chiefs of Police 
License Plate is hereby reauthorized effective November 1, 201 5; 
54.  Crossings Christian School License Plate – such plates 
shall be designed and issued to any person wishing to demonstrate 
support for Crossings Christian School located in Oklahoma City.  
The license plates shall be designed in consultation with the 
administration of Crossings Christian School.  The Tax Commission 
shall be authorized to enter into a licensing agreement with 
Crossings Christian Sch ool for any licensing fees which may be 
required in order to use the school's logo or design.  The licens ing 
agreement shall provide for a payment to the Crossin gs Christian 
School of not more than Twenty Dollars ($20.00) for each lice nse 
plate issued; 
55. Hilldale Education Foundation License Plate – such plates 
shall be designed and issued to any person wi shing to demonstrate 
support for the Hilldale Education Foundation.  The license plates 
shall be designed in consultation with the administration of th e 
Hilldale Education Foundation.  The Tax Commission shall be

of Fame.  The Oklahoma Tax Commis sion shall be authorized to enter 
into a licensing agreement with the O klahoma Sports Hall of Fame for 
any licensing fees which ma y be required in order to use the Hall of 
Fame's logo or design.  The licensing agreement shall provid e for a

for a payment to the Oklahoma Children 's Cancer Association of not 
more than Twenty Dollars ($20.00) for each license plate issued ; 
59.  Oklahoma Educational Television Authority License Plate – 
such plates shall be designed and issued to any person wishin g to 
demonstrate support for the Oklahoma Educational Te levision 
Authority and such plates shall be designed in consultation with the 
Authority.  As provided in this section, an amount of the fee 
collected shall be deposited in the Educational Television A uthority 
Revolving Fund created in Section 156 of Title 62 of the Oklahoma 
Statutes; 
60.  Remembering Fallen Heroes License Plate – such plates shall 
be designed and issued to any person wishing to demonstrate support 
for Concerns of Police Survivors, Inc.  Such plates shall be 
designed in consultation with the Oklahoma chapter of Con cerns of

Cystic Fibrosis Foundation.  The li cense plates shall be designed in 
consultation with the administration of the Cystic Fibrosis 
Foundation.  The Oklahoma Tax Commis sion shall be authorized to 
enter into a licensing agreement with the Cystic Fibrosis Foundation 
for any licensing fees which may be required in order to use the 
Foundation's logo or design.  The l icensing agreement shall provide 
for a payment to the Cysti c Fibrosis Foundation of not more than 
Twenty Dollars ($20.00) for each license plate issued; 
85.  Down Syndrome Association o f Central Oklahoma License Plate 
- such plates shall be designed and is sued to any person wishing to 
demonstrate support for the D own Syndrome Association of Central 
Oklahoma.  Such plates shall be designed in consultation with the 
Association.  As provide d in this section, an amount of the fee 
collected shall be deposited in the Down Syndrome Association of 
Central Oklahoma License Plate Revolving Fund created in Section 
1104.30 of this title; 
86.  Elk City Education Foundation Lice nse Plate – such plates 
shall be designed and issued to any person wishing to demonstrate 
support for the Elk City Education Foundation.  Such plates shal l be 
designed in consultation with the Foundat ion.  As provided in this

Elk City Education Foundation License Plate Revolving Fund created 
in Section 1104.31 of this title; 
87.  A Brotherhood Aiming Toward Education of Oklahoma (ABATE) 
License Plate – such plates shall be designed and issued to any 
person wishing to provide financial support for ABATE of Oklahoma.  
Such plates shall be designed in consultation with ABATE of 
Oklahoma.  The plates shall be issued to any person in any 
combination of numbers and letters from one to a maximum of s even, 
as for personalized plates.  The license plate for a motorcycle may 
be of similar design as space permits or a new design in order to 
meet the space requirements of a motorcycle license plate.  The 
Oklahoma Tax Commission shall be authorized to enter into a 
licensing agreement with ABATE of Oklahoma for any licensing fees 
which may be required in order to use the ABATE of Oklahoma logo or 
design.  The licensing agreement shall provide for a payme nt to 
ABATE of Oklahoma of not more than Twenty Dollars ($20.00) for each 
license plate issued; 
88.  Downed Bikers Association Lic ense Plate - such plates shall 
be designed for a vehicle or motorcycle in any co mbination of 
numbers and letters from one to a maximum of seven, as for 
personalized plates, and issue d to any person wishing to demonstrate 
support for the Downed Bikers Assoc iation, a nonprofit c haritable 
organization exempt from taxation pursuant to the provisions of the

Internal Revenue Code, 26 U .S.C., Section 501(c)(3), which provides 
emotional and financial support for dow ned bikers.  The license 
plate shall be designed i n consultation with t he Central Oklahoma 
Chapter of the Downed Bikers Associatio n and shall contain any 
official logo or desig n of the organization.  The license plate for 
a motorcycle may be of similar des ign as space permits or a new 
design in order to m eet the space require ments of a motorcycle 
license plate.  The Tax Commission, i f necessary, may enter into a 
licensing agreement with the Downed Bikers Association for any 
licensing fees which may be requi red in order to use the 
organization's logo or design.  The licensing a greement shall 
provide for a payment to the Downed Bikers A ssociation of not more 
than Twenty Dollars ($2 0.00) for each license plate; 
89.  Eagle Scout License P late – Such plates shall be designed 
to demonstrate support for Eagle Scou ts and shall include the Eagle 
Scout logo.  Plates may be issued to any person w ho can show proof 
of having obtained the rank of Eagle Scout.  The Oklahoma Tax 
Commission shall be au thorized to enter into a licensing agreement 
with the various Oklahoma loc al councils for any l icensing fees 
which may be required in order to use the app licable logo or design.  
The licensing agreeme nt shall provide for a payment of not more than 
Twenty Dollars ($20.00) for each license plate issued to the 
specific Oklahoma loc al area Council desig nated by the applicant;

90.  Extraordinary Educators Licens e Plate – such plates shall 
be designed and issued to any person wishing to provide financial 
support for common education in Oklahoma.  Such plates shall be 
designed in consultation with the State Department of Education.  
The plates shall be issued to an y person in any combination of 
numbers and letters from one to a maximum of seven, as for 
personalized plates.  As provided in this section, an amount of the 
fee collected shall be deposited in the Extraordinary Educators 
License Plate Revolving Fund creat ed in Section 1104.32 of this 
title; 
91.  Former Oklahoma Legislator License Plate - such plates 
shall be designed and issued to any person who previously served as 
a member of the Oklahoma House o f Representatives or Oklahoma State 
Senate.  The license pl ates shall be designed in consultation with 
the Oklahoma Historical Society.  As provided in this sect ion, an 
amount of the fee collected shall be deposited in the Oklahoma 
Historical Society Capit al Improvement and Operations Revolving Fund 
created in Section 1.10a of Title 53 of the Oklahoma Statute s.  The 
Tax Commission shall create and maintain a list of former members of 
the Oklahoma House of Representatives and Oklahoma St ate Senate 
eligible to be issued such plates; provided, that no former member 
of the Oklahoma House of Representatives and Okl ahoma State Senate 
shall be eligible to possess more tha n two of such plates at any one 
time.  The Tax Commission shall confer as needed with the Chief

the Oklahoma State Senate to confirm that such list is complete and 
accurate; 
92.  Monarch Butterfly License Plate - such plates shall be 
designed and issued to any p erson wishing to demo nstrate support for 
the operations of the Nature Conservanc y of Oklahoma.  Such plates 
shall be designed in consultation with the Oklahoma Chapter of the 
Nature Conservancy.  The Tax Co mmission shall be authorized to enter 
into a licensing agreement with t he Nature Conservancy of Oklahoma 
for any licensing fees wh ich may be required in order to use the 
foundation's logo or design.  The plates shall be issued to an y 
person in any combinat ion of numbers and letters from one to a 
maximum of seven, as for perso nalized plates. The licensing 
agreement shall provide for a payment to the Nature Conservancy of 
Oklahoma of not more than Twenty Dollars ($20.00) for each lic ense 
plate issued; 
93.  Oklahoma Tennis Foundation License Plate – such plates 
shall be designed and issued to any person wishing to demonstrate 
support for the Oklahoma Tennis Foundation.  The license plates 
shall be designed in consultation with the Okla homa Tennis 
Foundation.  The Tax Commission shall be authorized to enter in to a 
licensing agreement with the Oklahoma Tennis Foundation for any 
licensing fees which may be required in order to use the 
foundation's logo or design.  The licensing agreement s hall provide

94.  Veterans of Forei gn Wars License Plate - such plates shall

shall be designed in c onsultation with the Veterans of Foreign Wars 
Foundation.  The Tax Commission shall be authorized to ente r into a 
licensing agreement with the Veterans of Forei gn Wars Foundation for 
any licensing fees which may be required in order to use the 
foundation's logo or design.  The licensing agreement shall provide 
for a payment to the Veterans of Foreign Wars Fou ndation of not more 
than Twenty Dollars ($20.00) for ea ch license plate issued; 
95.  Oklahoma Women Veterans Organization License Plate – such 
plates shall be designed and issued to any female veteran of any 
branch of the United States Armed Forces wishing to demonstrate 
support for the Oklahoma Women Veterans Organization.  The licen se 
plates shall be designed in consultation with t he Oklahoma Women 
Veterans Organization. The Tax Commission shall be authorized to 
enter into a licensing agreement with the Oklahoma Women Veterans 
Organization for any licensing fees which may be require d in order 
to use the organization's logo or design.  The licensing agr eement 
shall provide for a payment to the Oklahoma Women Ve terans 
Organization of not more than Twenty Do llars ($20.00) for each 
license plate issued;

96.  FIRST (For Inspiration and Re cognition of Science and 
Technology) License Plate - such plates shall be issued to any 
person wishing to demonstrate support for FIRST Robotics Programs.  
The license plates s hall be designed in consultation with the 
administration of FIRST.  The Oklahoma Tax Commission shall be 
authorized to enter into a licensing agreement with FIRST for any 
licensing fees which may be required in order to use the FIRST logo 
or design.  The licensing agreement shall provide for a payment to 
FIRST of not more than Twenty Dollars ($20.00) for each license 
plate issued; 
97.  Pittsburg State Un iversity License Plate – such plates 
shall be designed and issued to any person wishing to demonstrate 
support for the Pittsburg State University.  The license plates 
shall be designed in consultation with Pittsburg State University.  
The Tax Commission sh all be authorized to enter into a licensing 
agreement with Pittsburg State University for any licensing f ees 
which may be required in order to use the school fo undation's logo 
or design.  The licensing agreement shall provide for a pay ment to 
the Pittsburg State University of not more than Twenty Dollars 
($20.00) for each license plate issued; and 
98.  Historic Greenwood District License Plate – such plates 
shall be issued to persons wis hing to demonstrate support for the 
Historic Greenwood District Junetee nth Festival held in the Historic 
Greenwood District in Tul sa, Oklahoma.  The plates shall be issued

to any person in any combination of numbers and letters fro m one to 
a maximum of seven, as for personalized license plates.  The licen se 
plates shall be designed in consultation with the Black Wall Street 
Chamber of Commerce.  Twenty-five Dollars ($25.00) of t he fee 
collected shall be deposited in the Historic Gre enwood 
District/Juneteenth Festival Revolving Fund established in Section 5 
of this act 2368.32 of Title 68 of the Oklahoma Statutes.  Two 
Dollars ($2.00) of the fee collected shall be deposited in the 
Public School Classroom Support Revolving Fund, for exp enditure as 
provided in Section 1-123 of Title 70 of the Oklahoma Statutes. 
C.  The fee for such plates shall be Thirty-five Dollars 
($35.00) per year of renewal and shall be in addition to all other 
registration fees provided by th e Oklahoma Vehicle Licen se and 
Registration Act.  The fee shall be apportioned as follows: 
1.  Twenty Dollars ($20.00) per year of renewal or any other 
amount as provided in this title of the fee shall be apportioned as 
provided or deposited in a fund as s pecified within the para graph 
authorizing the special license plate; 
2.  Eight Dollars ($8.00) pe r year of renewal of the fee shall 
be deposited in the Oklahoma Tax Commission Re imbursement Fund to be 
used for the administra tion of the Oklahoma Vehicle Lic ense and 
Registration Act; and 
3.  Any remaining amounts of the fee shall be apportioned as 
provided in Section 1104 of this title.
