37	100		1. "Cocktail" or "mixed drink" means any beverage obtained by
38	101		combining ingredients alcoholic in nature, whether brewed,
39	102		fermented, or distilled, with ingredients nonalcoholic in nature,
40	103		such as fruit juice, lemo nade, cream or a carbona ted beverage;

42	104		2. "Single-serve wine" means a bottle or sealed contai ner,
43	105		containing seven (7) fluid ounces, or less, of wine;

45	106		3. "Original container" means, for the purposes of this act
46	107		only, a container that is filled, sealed and secured with a tamper-
47	108		evident lid or cap by the original manufacturer of the mixed drink

50	109		or by a mixed beverage licensee 's or caterer licensee 's employee at
51	110		the mixed beverage licensee 's or caterer licensee 's location with a
52	111		tamper-evident lid or cap;

54	112		4. "Sealed container" means a rigid container that contains a
55	113		mixed drink, is new, has never be en used, has a secured lid or cap
56	114		designed to prevent consumption without removal of the lid or cap
57	115		and is tamper evident. Sealed container does not include a
58	116		container with a lid with s ipping holes or openings for straws or a
59	117		container made of plastic, p aper or polystyrene foam; and

61	118		5. "Tamper evident" means a lid or cap that has been sealed
62	119		with tamper-evident covers, including, but not limited to, wax dip
63	120		or heat-shrink wrap.

68	149		Section 7-103. A cocktail, mixed drink or single -serve wine
69	150		placed in a sealed container by a mixed beverage licensee at the
70	151		mixed beverage licensee's or caterer licensee's location in its
71	152		original container may be transferred and sold for off -premises
72	153		consumption if the following requirements are met:
73		-
74	154		1. The cocktail, mixed beverage or single -serve wine is
75	155		transferred within the li censed premises by a cur bside pickup or by
76	156		delivery by an employee of the retail licensee who :
77		-
78	157		a. is at least twenty-one (21) years of age, and
79		-
80	158		b. upon delivery, verifies the age of the person to whom
81	159		the cocktail is being delivered;
82		-
83	160		2. If the employee de livering the cocktail, m ixed drink or
84	161		single-serve wine is not able to safely verify a person 's age or
85	162		level of intoxication upon delivery, the employee shall cancel the
86	163		sale of alcohol and return the product to the retail license holder;
87		-
88	164		3. The sealed container is placed in the trunk of the vehicle
89	165		or, if there is no trunk, in the vehicle 's rear compartment that is
90	166		not readily accessible to the passenger area; and

94	167		4. The In the case of a mixed drink sealed by the mixed
95	168		beverage or caterer licensee, the sealed container shall be affixed
96	169		with a label or tag that contains the following information:

	278	+	BE IT ENACTED BY THE PEOP LE OF THE STATE OF OKLAHOMA:
	279	+	SECTION 4. AMENDATORY 47 O.S. 2011, Section 1 135.7, as
	280	+	amended by Section 5, C hapter 69, O.S.L. 2018 (47 O.S. Supp. 2020,
	281	+	Section 1135.7), is amended to read as follows:
	282	+	Section 1135.7. A. The Oklahoma Tax Commission or private
	283	+	vendor with whom the Commission has contracted is authorized to
	284	+	design and issue special license plates to any person that applies
	285	+	to the Tax Commission or private vend or for the creation of a
	286	+	special license plate and meets th e minimum standards and
	287	+	qualifications specifi ed in this section.
	288	+	B. If the following standards and guidelines are satisfied, the
	289	+	Tax Commission shall authorize the issu ance of a special license
	290	+

	317	+	plate:
	318	+	1. The license plate is to:
	319	+	a. show membership in or affiliation with an
	320	+	organization, or
	321	+	b. demonstrate support for an or ganization, group or
	322	+	cause;
	323	+	2. The license plate does not adver tise or endorse a product,
	324	+	brand, or service that is provid ed for sale;
	325	+	3. The license plate does not pr omote any philosophy based on
	326	+	prejudice or that is con trary to state civil rights laws; and
	327	+	4. Two hundred prepaid applicat ions for the special licens e
	328	+	plate are received by the Tax Commission or private vendo r.
	329	+	C. The fee for special license plates shal l be determined in
	330	+	accordance with Section 1 of this act 1135.9 of this title. If the
	331	+	special license plate does not p rovide financial assistanc e the fee
	332	+	shall be no less than Fifteen Dollars ($15.00) per year of renewal
	333	+	and shall be in addition to all ot her registration fees provided by
	334	+	the Oklahoma Vehicle License and Registra tion Act. Unless otherwise
	335	+	provided in this section, Fifteen Dollars ($15.00) of the fee shall
	336	+	be apportioned as follows: Eight Dolla rs ($8.00) of the special
	337	+	license plate fee sh all be deposited in the Oklahoma Tax Co mmission
	338	+	Reimbursement Fund to be us ed for the administration of the Oklahoma
	339	+	Vehicle License and Registra tion Act and the remaining amounts of
	340	+

	366	+	the special license plate f ee shall be apportioned as provided in
	367	+	Section 1104 of this title.
	368	+	D. For special license plates that provide financial assistance
	369	+	created pursuant to the provision s of this section, the Tax
	370	+	Commission shall be authorized to enter into a licensing agreement
	371	+	with an organization for any licensing fees that may be required to
	372	+	use the organization's logo or design.
	373	+	E. The fee for special license plates that provide fin ancial
	374	+	assistance shall be deter mined in accordance with Section 1 of this
	375	+	act 1135.9 of this title. Provided, the fee shall be no less than
	376	+	Thirty-five Dollars ($35.00) and shall be in addition t o all other
	377	+	registration fees provided by the Oklahoma Vehicle License and
	378	+	Registration Act. Thirty-five Dollars ($35.00) per year of renewal
	379	+	of the fee shall be apportioned as follows:
	380	+	1. a. Twenty Dollars ($20.00) of the fee shall be
	381	+	apportioned to the License Plate Special Prog ram
	382	+	Assistance Revolving Fund created in Section 1135 .8 of
	383	+	this title to be used in the manner detailed in the
	384	+	application for the special license plate ;, except as
	385	+	provided in subparagraph b of this paragraph.
	386	+	b. If the Tax Commission has entered into a licensing
	387	+	agreement with an organization for the use of its
	388	+	design or logo pursuant to Chapter 74 of Title 47 of
	389	+	the Oklahoma Statutes, an amount to be determined in
	390	+

	416	+	the licensing agreement, but not to exceed twenty
	417	+	($20) dollars per license plate issued , shall be
	418	+	transferred monthly to that organization as p ayment of
	419	+	licensing fees and no fee shall be apportioned to the
	420	+	License Plate Special Program Assistance Revolving
	421	+	Fund.
	422	+	2. Eight Dollars ($8.00) of the fee shall be depos ited in the
	423	+	Oklahoma Tax Commission Reimbursement Fund to be used for the
	424	+	administration of the Oklahoma Vehicle License and Registration Act;
	425	+	and
	426	+	3. Any remaining amounts of the fee shall be apporti oned as
	427	+	provided in Section 1104 of this title.
	428	+	E. If F. Except as otherwise provided in subsection D and
	429	+	subparagraph b of paragraph 1 of subsection E of this section, if a
	430	+	person applies for a special license plate that provides financial
	431	+	assistance, the application shall des ignate a state agency to be
	432	+	responsible for expe nding the funds generated by the special license
	433	+	plate and the application shal l designate a specific public purpose
	434	+	for which the funds are to be used. The application shall include
	435	+	an acknowledgment from t he designated state agency of their
	436	+	agreement with acceptance of the designated funds.
	437	+	F. G. Special license plates shall not be transferred to any
	438	+	other person but shall be removed from the vehicle upon transfer of
	439	+	ownership and retained. The special lice nse plate may then be used

	466	+	on another vehicle bu t only after such other vehicle has been
	467	+	registered for the current year.
	468	+	Special license plates shall be renewed each year by the Tax
	469	+	Commission or a motor license agent, unless aut horized by the Tax
	470	+	Commission to be renewed for a period greater than one (1) year.
	471	+	The Tax Commission shall notify all persons issued special license
	472	+	plates of the renewal procedures prior to the expiration of the
	473	+	special license plate. The notice shall contain all necessary
	474	+	information and shall contain instructions for the renewal procedure
	475	+	upon presentation to a motor license agent or the Tax Commi ssion.
	476	+	The license plates shall be issued on a staggered system.
	477	+	The Tax Commission is hereby directed t o develop and implement a
	478	+	system whereby motor license agents are permitte d to accept
	479	+	applications for special license plates authorized under this
	480	+	section. The motor license agent shall confirm the applicant's
	481	+	eligibility, if applicable, collect and depo sit any amount
	482	+	specifically authorized by law, accept and process the nece ssary
	483	+	information directly into such system and generate a receipt
	484	+	accordingly. For performance of these duties, motor license agents
	485	+	shall retain the fee provided in Section 1141.1 of this title for
	486	+	registration of a motor vehicle. The motor license age nt fees for
	487	+	acceptance of applications and renewals shall be paid out of the
	488	+	Oklahoma Tax Commission Reimbursement Fund.

	515	+	G. H. All special plates issued by the Tax Commission prior to
	516	+	the effective date of thi s act November 1, 2005, shall not be
	517	+	subject to the require ments and qualifications outlin ed in this
	518	+	section.
	519	+	H. I. As used in this section, "person" includes an individual,
	520	+	group, organization or not-for-profit corporation tha t is recognized
	521	+	as such by the Internal Revenue Service.
	522	+	SECTION 5. AMENDATORY 47 O.S. 2011, Section 113 5.5, as
	523	+	last amended by Section 3, Chapter 434, O.S.L. 2019 (47 O.S. Supp.
	524	+	2020, Section 1135.5), is amended to read as follow s:
	525	+	Section 1135.5. A. The Oklahoma Tax Commission is h ereby
	526	+	authorized to design and issue appropriate official special license
	527	+	plates to persons wis hing to demonstrate support and provide
	528	+	financial assistance as provided by this section.
	529	+	Special license plates shall not be transferred to any other
	530	+	person but shall be removed from t he vehicle upon transfer of
	531	+	ownership and retained . The special licens e plate may then be used
	532	+	on another vehicle but only after such other vehicle has been
	533	+	registered for the current year with a motor license agent.
	534	+	Special license plates shall be renewe d each year by the Tax
	535	+	Commission or a motor licen se agent, unless auth orized by the Tax
	536	+	Commission to be renewed for a period gre ater than one (1) year.

	568	+	The Tax Commission is hereby directed to develop and implement a
	569	+	system whereby motor lice nse agents are permit ted to accept
	570	+	applications for special license plates autho rized under this
	571	+	section. The motor license a gent shall confirm the applicant 's
	572	+	eligibility, if appli cable, collect and depos it any amount
	573	+	specifically authorized by law, acce pt and process the ne cessary

	575	+	accordingly. For performance of the se duties, motor license agents
	576	+	shall retain the fee pro vided in Section 1141.1 of this title for
	577	+	registration of a motor vehicle. The motor license agent fees for

	579	+	Oklahoma Tax Commission Re imbursement Fund.
	580	+	If fewer than one hundred of any type of special license plate s
	581	+	authorized prior to January 1, 2004, are issued prior to January 1,
	582	+	2006, the Tax Commission shall discontinue issuance and rene wal of
	583	+	that type of special license plate. An y such authorized special
	584	+	license plate registrant shall be allowed to display t he license
	585	+	plate upon the designated vehicle until the registration exp iration
	586	+	date. After such time the expired special license plate shall be
	587	+	removed from the vehicle.

	614	+	For special license plates authorized on or after July 1, 200 4,
	615	+	no special license pl ates shall be developed or issued by the Tax
	616	+	Commission until the Commi ssion receives one hundred prepaid
	617	+	applications therefor. The prepaid applications must be received by
	618	+	the Tax Commission within one hundred eighty (180) days o f the
	619	+	effective date of the authorization or the authority to issue shall
	620	+	be null and void. In the event one hundred prepaid applications are
	621	+	not received by the Tax Commission within such prescribed time
	622	+	period any payment so received shall be refunded a ccordingly.
	623	+	B. The special license plates provided by this section are as
	624	+	follows:
	625	+	1. University or College Supporter License Plate - such plates
	626	+	shall be designed and issued to any person wishing t o demonstrate
	627	+	support to any state -supported or private university or college. As
	628	+	provided in this section, an amount of the fee collected shall be
	629	+	apportioned as provided in Section 1104.1 of this title;
	630	+	2. Environmental Awareness License Plate - such plates shall be
	631	+	designed, subject to the criteria to be p resented to the Tax
	632	+	Commission by the Department of Environmental Quality in
	633	+	consultation with the Oklahoma Arts Council, and issued to any
	634	+	person wishing to demonstrate support to implement the state wide
	635	+	general public environmental education program crea ted pursuant to
	636	+	the provisions of the Oklahoma Environmental Quality Code. Such
	637	+	plates shall be designed and issued to any person in any combination
	638	+

	666	+	pursuant to Section 1116.1 or 1128 of this title may be designated
	667	+	an Environmental Awareness License Plate upon payment of the fee
	668	+	imposed by this section and any other registration fees required by
	669	+	the Oklahoma Vehicle License and Regis tration Act. As provide d in
	670	+	this section, an amount of the fee collected shall be apportioned
	671	+	pursuant to Section 1104.2 of this title;
	672	+	3. Firefighter License Plate - such plates shall be designed
	673	+	for any career or retired firefighter, volunteer or paid.
	674	+	Firefighters may apply for firefighter plates for up to four
	675	+	vehicles with a rated capacity o f one (1) ton or less or for a
	676	+	motorcycle upon proof of a f ire department membership by either an
	677	+	identification card or letter from the chief of the fire depart ment.
	678	+	Retirees who are eligible for such plates shall provide proof of
	679	+	eligibility upon initia l application, but shall not be required to
	680	+	provide proof of eligibility annually. The surviving spouse of any
	681	+	deceased firefighter, if the spouse has not since remarried, may
	682	+	apply for a firefighter license plate for one vehicle with a rated
	683	+	carrying capacity of one (1) ton or less or for a motorcycle upon
	684	+	proof that the deceased firefighter was a member of a fire
	685	+	department by either an identification card or l etter from the chief
	686	+	of the fire department. The license plate shall be d esigned in
	687	+	consultation with the Oklahoma Firefighters Association.

	725	+	be designed and issued to any person as for personalized license
	726	+	plates.
	727	+	As provided in this section, an amount of the fee c ollected
	728	+	shall be apportioned pursuant to subsection D o f Section 3-310 of
	729	+	Title 29 of the Oklahoma Statutes;
	730	+	5. Child Abuse Prev ention License Plate - such plates shall be
	731	+	designed, subject to the criteria to be presented to the Tax
	732	+	Commission by the Off ice of Child Abuse Prevention in the State
	733	+	Department of Health and the Oklahoma Committee to Prevent Child
	734	+	Abuse, and issued to a ny person wishing to demonstrate support for
	735	+	the prevention of child abuse.
	736	+	As provided in this section, an amount of the fee collected

	772	+	States Olympic Committee for any licensing fees which may be
	773	+	required in order to use the United States Olympic Committee logo or
	774	+	design. The licensing agreement shall provide fo r a payment of not
	775	+	more than Twenty-five Dollars ($25.00 ) for each license plate
	776	+	issued;
	777	+	7. Oklahoma History License Plate - such plates shall be
	778	+	designed and issued to any person wishing to demonstrate intere st in
	779	+	Oklahoma history. As provided in this s ection, an amount of the fee
	780	+	collected shall be deposite d to the Oklahoma Histor ical Society
	781	+	Revolving Fund to be used for educati onal purposes;
	782	+	8. Historic Route 66 License Plate - such:
	783	+	a. vehicle plates shall be designed to honor historic
	784	+	Route 66, also known as the "Mother Road". As
	785	+	provided in this secti on, an amount of the fee
	786	+	collected for each vehicle license plate shall be
	787	+	apportioned to the O klahoma Historical Society

	829	+	the terrorist bombing attack on the Alfred P. Murra h Federal
	830	+	Building in downtown Oklahoma City o n April 19, 1995. As provided
	831	+	in this section, an amoun t of the fee collected s hall be deposited
	832	+	in the Heart of the Heartland Sc holarship Fund, as es tablished in
	833	+	Section 2282 of Title 70 of the Oklahoma Statu tes;
	834	+	10. Emergency Medical Technician License Plate - such plates
	835	+	shall be designed and issued to any person who is an emerge ncy
	836	+	medical technician. Such persons may apply fo r an emergency medica l
	837	+	technician license plate for each vehicle with a rated ca rrying

	873	+	breast cancer in this state. As provided in this section, an amount
	874	+	of the fee collected shall be apportioned to the Breast Cancer Act
	875	+	Revolving Fund;
	876	+	12. Crime Victims Awareness License Plate - such plates shall
	877	+	be designed and issued to any person wishing to demonstrate
	878	+	awareness of and support for victims of cri mes. The license plates
	879	+	shall be designed in consultation with the Oklaho ma Crime Victims
	880	+	Centre. As provided in this section, an amount of the fee coll ected
	881	+	shall be apportioned to the Attorney Gen eral's Revolving Fund for
	882	+	the Office of the Attorney Gen eral, which is hereby di rected to use
	883	+	such funds to contract with a statew ide nonprofit organiz ation to
	884	+	provide services to crime victims;
	885	+	13. Oklahoma Safe Kids Association License Plate - such plates
	886	+	shall be designed and issued to any person wishing to demonstrate
	887	+	support and awareness of the Oklahoma Safe Kids Association. The

	923	+	to any person as for personalized license plates. As provid ed in
	924	+	this section, an amount of the fee collected shall be apportioned to
	925	+	the OSU Extension Service License Plate Revolving Fund created in
	926	+	Section 1104.4 of this title;
	927	+	15. Agricultural Awareness License Pla te – such plates shall be
	928	+	designed, subject to criteria to be presented to the Tax Commission,
	929	+	by the Oklahoma Department of A griculture, Food, and Forestry in
	930	+	consultation with the Oklahoma Arts C ouncil, and issued to any
	931	+	person wishing to demonstrate sup port of the Department 's Ag in the
	932	+	Classroom Education Program. As provided in this section, an amoun t
	933	+	of the fee collected s hall be apportioned as provided in Section
	934	+	1104.3 of this title;
	935	+	16. Oklahoma Statehood Centennial License Plate – such plates
	936	+	shall be designed and issued to any person wishi ng to commemorate
	937	+	the centennial of Oklahoma 's admission to statehood in 1907. The

	970	+	17. Support Education Licens e Plate – such plates shall be
	971	+	designed, subject to criteria to be presented to the Tax Commission
	972	+	by the State Department of Education in consultation with the
	973	+	Oklahoma Arts Council, and issued to any person wishing to
	974	+	demonstrate support for education in this state. All motor license
	975	+	agents shall display a sample of the Support Education License plate
	976	+	in the area of the busine ss accessed by the public. Twenty-three
	977	+	Dollars ($23.00) of the fee co llected shall be apportioned as
	978	+	follows:
	979	+	a. five percent (5%) shall be deposited to the Education
	980	+	Reform Revolving Fund,
	981	+	b. five percent (5%) shall be deposited to the Higher
	982	+	Education Revolving Fund,
	983	+	c. five percent (5%) shall be depo sited to the State
	984	+	Career Technology Fund, and
	985	+	d. eighty-five percent (85%) of t he fee shall be
	986	+	deposited to the Teachers ' Retirement Benefit Fund as

	1023	+	legend "Oklahoma" and shall contain, in the cen ter of the plate, the
	1024	+	Highway Patrol Officers patc h using the same colo rs and pattern as
	1025	+	used in the patch. Centered on the botto m of the license plate
	1026	+	shall be the word "Retired". The letters "TRP" shall be used in
	1027	+	combination with three numbers on eith er side of the insignia or
	1028	+	emblem. The color of t he letters and number s shall be brown.
	1029	+	Retirees who are eligible for such plate s shall provide proof of
	1030	+	eligibility upon init ial application, but shall not be required to
	1031	+	provide proof of eligibility annua lly. The surviving spouse of any
	1032	+	deceased retired officer of the Oklah oma Highway Patrol, if the
	1033	+	spouse has not since remarried, or if remarried, the remarriage is
	1034	+	terminated by death, divorce, or annulment, may apply for a Retired
	1035	+	Oklahoma Highway Patrol Officers license plate. As provided in this

	1071	+	licensing agreement with the Boy Sco uts of America for any licensing
	1072	+	fees which may be required in order to use the Boy Scouts of America
	1073	+	logo or design. The lic ensing agreement shall provide for a payment
	1074	+	to the Boy Scouts of Ameri ca of not more than Twenty Dollars
	1075	+	($20.00) for each licens e plate issued;
	1076	+	20. Urban Forestry and Beauti fication License Plate – such
	1077	+	plates shall be designed, subject to criteria to b e presented to the
	1078	+	Tax Commission, by the Oklahoma Department of Agricu lture, Food, and
	1079	+	Forestry in consultation with nonprofit or ganizations in this state
	1080	+	that develop and ope rate programs to encourage urban forestry and
	1081	+	beautification, and issued to any person wishing to demonstrate
	1082	+	support of such prog rams. As provided in this section, an amount of
	1083	+	the fee collected shall be appo rtioned as provided in Section 1104.5

	1118	+	may only be expended for the support of Okl ahoma state parks;
	1119	+	22. Adoption Creates Families Licens e Plate – such plates shall
	1120	+	be issued to any person wishing to demonstrate support of pregnant
	1121	+	women who are committed to placing their children for adopt ion and
	1122	+	wishing to provide assistance to guard ians, adoptive parents and
	1123	+	other created families to ass ist in the adoption and placement of
	1124	+	children in permanent, safe homes. T he license plates sha ll be
	1125	+	designed and final terminology delivered in consultat ion with the
	1126	+	Oklahoma Adoption Coalition and t he Department of Human Services.
	1127	+	Twenty-five Dollars ($25.00) of the fee collec ted shall be deposited
	1128	+	in a revolving fund establi shed in the State Tre asury for and to be
	1129	+	used by the Department of Human Service s for the implementation of
	1130	+	the Investing in Stronger Oklahoma Families Act specifically for
	1131	+	created families;
	1132	+	23. Choose Life License Plate – such plates shall be designed,
	1133	+	subject to criteria pr esented to the Tax Commission, by Choose Life,
	1134	+	Inc., and issued to any person who wishes to demonstrate s upport of

	1168	+	the Oklahoma FFA (formerly known as Future Farm ers of America). The
	1169	+	license plates shall be designed in consultation with the Oklahoma
	1170	+	FFA Foundation Board of Directors. A s provided in this section, an
	1171	+	amount of the fee collected shall be app ortioned as provided in
	1172	+	Section 1104.7 of this title;
	1173	+	25. Lions Club License Plate – such plates shall be designed
	1174	+	and issued to persons wishing to demonstrate support for the Lions
	1175	+	Club of Oklahoma. The plates shall be issued to any person in any
	1176	+	combination of numbers and letters from one to a maximum of seven ,
	1177	+	as for personalized license plates. The lic ense plates shall be
	1178	+	designed in consultation with the O klahoma Lions Service Fo undation
	1179	+	and shall contain the official logo of th e International Assoc iation
	1180	+	of Lions Clubs. The Tax Commission shall be authori zed to enter
	1181	+	into a licensing agreement with t he Oklahoma Lions Service
	1182	+	Foundation. The licensing agr eement shall provide for a payment to
	1183	+	the Oklahoma Lions Service Foundatio n of not more than Te n Dollars
	1184	+	($10.00) for each license plate issued;

	1221	+	person wishing to demonstrate support for t he Girl Scouts of the
	1222	+	United States of America. T he plates shall be is sued to any person
	1223	+	in any combination of numbers and letter s from one to a maximum of
	1224	+	seven, as for personalized license plates. The plate shall contain
	1225	+	the official Girl Scouts of the United States of America logo. The
	1226	+	Tax Commission shall be authorized , if necessary, to enter into a
	1227	+	licensing agreement with th e Girl Scouts of the United States of
	1228	+	America for any licensing fees which may be required in order to use
	1229	+	the Girl Scouts of the United States of America logo or design. The
	1230	+	licensing agreement s hall provide for a payment to the Girl Scouts
	1231	+	of Magic Empire Council, acting on behalf of all Oklahoma G irl Scout
	1232	+	councils, of not more than Twenty Dollars ($20 .00) for each license

	1271	+	designed to demonstrate suppor t for the Oklahoma Scenic Rivers. The
	1272	+	plates shall be designed in cons ultation with the Oklahoma Scenic
	1273	+	Rivers Commission. Twent y-five Dollars ($25.00) of the fee shall be
	1274	+	apportioned to the Oklahoma Scenic Rivers Commission;
	1275	+	30. Fight Cancer License Pl ate – such plates shall be designed
	1276	+	to demonstrate support for the Okla homa Central Cancer Registry.
	1277	+	The plate shall contain the American Cancer Society logo. The
	1278	+	American Cancer Society logo shall be used in accordance with the
	1279	+	American Cancer Society 's branding guidelines and shall only be
	1280	+	utilized to support the Oklahoma Central Cancer Registry. Twenty
	1281	+	Dollars ($20.00) of the f ee shall be apportioned to the Oklahoma

	1319	+	32. Patriot License Plate - such plates shall be designed in
	1320	+	consultation with the Military Department of Oklahoma and issued to
	1321	+	any person wishing to demonstrate support for Oklahoma residents who
	1322	+	are members of the Oklahoma National Guard and deployed on a ctive
	1323	+	duty. The plates shall be issued to any person in any combination
	1324	+	of numbers and letters from one to a maximum of seven , as for
	1325	+	personalized license plates. As provided in th is section, a portion

	1422	+	the Oklahoma Zoological Society, Inc. As provided in this section,
	1423	+	an amount of the fee collected shall be deposited in the Oklahoma
	1424	+	Zoological Society Revolving Fund created in Section 1104.13 of this

	1426	+	38. March of Dimes License Plate – such plates shall be issued
	1427	+	to persons wishing to demonstrate support for the March of Dimes
	1428	+	mission to improve th e health of babies by preventing birth defects,
	1429	+	premature birth and infant mortality. The license plates shall be
	1430	+	designed in consultation with the Oklahoma Cha pter March of Dimes.

	1469	+	required in order to use the S upport Our Troops Inc orporated logo or
	1470	+	design. The licensing agreement shall pr ovide for a payment to
	1471	+	Support Our Troops Inco rporated of Twenty-five Dollars ($25.00) for
	1472	+	each license plate issued;
	1473	+	40. Folds of Honor Supporter License Plate – such plates shall
	1474	+	be authorized to be designed and issued to any person wishing to
	1475	+	demonstrate support for the Oklahoma City Chapter of Fo lds of Honor
	1476	+	Incorporated, a nonprofit charitable organi zation exempt from
	1477	+	taxation pursuant to the provisions of the Internal Rev enue Code, 26
	1478	+	U.S.C., Section 501(c)(3), providing educational scholarships to
	1479	+	spouses and children of America 's fallen and disabled military
	1480	+	service members. The plates shall be is sued to any person in an y
	1481	+	combination of numbers and letters from one to a maximum of six.

	1519	+	design. The licensing agreement sha ll provide for a payment to
	1520	+	Folds of Honor Incorporated of Twenty-five Dollars ($25.00) for each
	1521	+	license plate issued. Subject to the provisions of subsection A of
	1522	+	this section, the Fo lds of Honor Supporter License Plate is hereby
	1523	+	reauthorized effective N ovember 1, 2019;
	1524	+	41. Downed Bikers Association License Pla te - such plates shall
	1525	+	be designed and issued to any person wishing to demonstrate support
	1526	+	for the Downed Bikers Association, a nonprofit charitable
	1527	+	organization exempt from ta xation pursuant to th e provisions of the
	1528	+	Internal Revenue Code, 26 U.S.C., Secti on 501(c)(3), which provides
	1529	+	emotional and financial support for downed bikers. The license
	1530	+	plate shall be designed in consul tation with the Central Oklahoma
	1531	+	Chapter of the Downed Bikers Associati on and shall contain any

	1568	+	(ABATE), and issued to any honorably discharged former member of the
	1569	+	United States Armed Forces wishing to demonstrate support for the
	1570	+	45th Infantry Division M useum. Persons applying for such license
	1571	+	plate must show proof of past military service. As provided in this
	1572	+	section, a portion of the fee collected shall be d eposited in the
	1573	+	45th Infantry Division Museum Fund created in Section 235. 1 of Title
	1574	+	44 of the Oklahoma Statutes;
	1575	+	43. Buffalo Soldier License Plate - such plates shall be issued
	1576	+	to any person wishing to honor and celebrate the history and
	1577	+	contribution of the Buffalo Soldiers. T he license plates shall be
	1578	+	designed in consultatio n with the Lawton-Fort Sill Chapter of the
	1579	+	Buffalo Soldiers 9th and 10th (Horse) Cavalry Association. As
	1580	+	provided in this sec tion, an amount of the fee collected shall be

	1617	+	45. Oklahoma State Capitol Restor ation License Plate - such
	1618	+	plates shall be designed and issued to any person wis hing to
	1619	+	demonstrate support for restoration of the Oklahoma State Capitol
	1620	+	building. The license plate s shall be designed in c onsultation with
	1621	+	the Friends of the Capitol corpor ation, created pursua nt to Section
	1622	+	15.4 of Title 73 of the Oklahoma Statutes and the State Capitol
	1623	+	Preservation Commission cre ated pursuant to Section 4102 of Title 74
	1624	+	of the Oklahoma Statutes. As provided in this section, an amount of
	1625	+	the fee collected shall be deposited in the Oklahoma Friends of the
	1626	+	Capitol License Plate Revolving Fund established in Section 1104.18

	1669	+	combination of numbers and letters from one to a maximum of six.
	1670	+	The license plates shall be designed in consultation with the
	1671	+	University of Oklahoma Foundation, Pancreatic Cance r Research Fund.
	1672	+	As provided in this section, an amount of the fee collected sh all be
	1673	+	deposited in the Pancreatic Cancer Rese arch License Plate Revolving
	1674	+	Fund created in Section 110 4.19 of this title;
	1675	+	48. Alzheimer's Research License Plate - such plates shall be
	1676	+	issued to any person wishing to provide financial support for the
	1677	+	Oklahoma Chapter of the Alzheimer 's Association. The license plates
	1678	+	shall be designed in consultation with the Oklahoma Chapter of the

	1724	+	License Plate Revolv ing Fund created in Section 1104.22 of this

	1726	+	51. Deer Creek Schools Foundation License Plate - such plates
	1727	+	shall be issued to any person wishing to provide financial sup port
	1728	+	for the Deer Creek Schools Foundation. The license plates shall be
	1729	+	designed in consultation with the Deer Creek Schools Foundation.

	1769	+	subsection A of this section, th e Lupus Awareness and Education
	1770	+	License Plate is hereby reauthorized ef fective November 1, 2018;
	1771	+	53. Chiefs of Police License Pla te - such plates shall be
	1772	+	issued to any person wishing to provide financial support for the
	1773	+	Oklahoma Association of Chiefs of Police for a vehicle or motorcycle
	1774	+	in any combination of numbers and le tters from one to a maximum of
	1775	+	seven, as for personalized p lates. The license plates shall be
	1776	+	designed in consultation with the Oklahoma Association of Chiefs o f
	1777	+	Police. The license p late for a motorcycle may be of similar design
	1778	+	as space permits or a ne w design in order to meet the space
	1779	+	requirements of a motor cycle license plate. The Tax Commission

	1819	+	shall be authorized to enter into a licensing agreement with
	1820	+	Crossings Christian Sch ool for any licensing fees which may be

	2467	+	demonstrate support for the D own Syndrome Association of Central
	2468	+	Oklahoma. Such plates shall be designed in consultation with the
	2469	+	Association. As provide d in this section, an amount of the fee
	2470	+	collected shall be deposited in the Down Syndrome Association of
	2471	+	Central Oklahoma License Plate Revolving Fund created in Section
	2472	+	1104.30 of this title;
	2473	+	86. Elk City Education Foundation Lice nse Plate – such plates
	2474	+	shall be designed and issued to any person wishing to demonstrate

	2512	+	as for personalized plates. The license plate for a motorcycle may
	2513	+	be of similar design as space permits or a new design in order to
	2514	+	meet the space requirements of a motorcycle license plate. The
	2515	+	Oklahoma Tax Commission shall be authorized to enter into a
	2516	+	licensing agreement with ABATE of Oklahoma for any licensing fees
	2517	+	which may be required in order to use the ABATE of Oklahoma logo or
	2518	+	design. The licensing agreement shall provide for a payme nt to

	2567	+	to demonstrate support for Eagle Scou ts and shall include the Eagle
	2568	+	Scout logo. Plates may be issued to any person w ho can show proof
	2569	+	of having obtained the rank of Eagle Scout. The Oklahoma Tax
	2570	+	Commission shall be au thorized to enter into a licensing agreement
	2571	+	with the various Oklahoma loc al councils for any l icensing fees
	2572	+	which may be required in order to use the app licable logo or design.
	2573	+	The licensing agreeme nt shall provide for a payment of not more than
	2574	+	Twenty Dollars ($20.00) for each license plate issued to the
	2575	+	specific Oklahoma loc al area Council desig nated by the applicant;

	2607	+	numbers and letters from one to a maximum of seven, as for
	2608	+	personalized plates. As provided in this section, an amount of the
	2609	+	fee collected shall be deposited in the Extraordinary Educators
	2610	+	License Plate Revolving Fund creat ed in Section 1104.32 of this
	2611	+	title;
	2612	+	91. Former Oklahoma Legislator License Plate - such plates
	2613	+	shall be designed and issued to any person who previously served as
	2614	+	a member of the Oklahoma House o f Representatives or Oklahoma State
	2615	+	Senate. The license pl ates shall be designed in consultation with
	2616	+	the Oklahoma Historical Society. As provided in this sect ion, an
	2617	+	amount of the fee collected shall be deposited in the Oklahoma
	2618	+	Historical Society Capit al Improvement and Operations Revolving Fund
	2619	+	created in Section 1.10a of Title 53 of the Oklahoma Statute s. The
	2620	+	Tax Commission shall create and maintain a list of former members of
	2621	+	the Oklahoma House of Representatives and Oklahoma St ate Senate
	2622	+	eligible to be issued such plates; provided, that no former member
	2623	+	of the Oklahoma House of Representatives and Okl ahoma State Senate
	2624	+	shall be eligible to possess more tha n two of such plates at any one
	2625	+	time. The Tax Commission shall confer as needed with the Chief

	2661	+	for any licensing fees wh ich may be required in order to use the
	2662	+	foundation's logo or design. The plates shall be issued to an y
	2663	+	person in any combinat ion of numbers and letters from one to a
	2664	+	maximum of seven, as for perso nalized plates. The licensing
	2665	+	agreement shall provide for a payment to the Nature Conservancy of
	2666	+	Oklahoma of not more than Twenty Dollars ($20.00) for each lic ense
	2667	+	plate issued;
	2668	+	93. Oklahoma Tennis Foundation License Plate – such plates
	2669	+	shall be designed and issued to any person wishing to demonstrate
	2670	+	support for the Oklahoma Tennis Foundation. The license plates
	2671	+	shall be designed in consultation with the Okla homa Tennis
	2672	+	Foundation. The Tax Commission shall be authorized to enter in to a
	2673	+	licensing agreement with the Oklahoma Tennis Foundation for any
	2674	+	licensing fees which may be required in order to use the

	2714	+	95. Oklahoma Women Veterans Organization License Plate – such
	2715	+	plates shall be designed and issued to any female veteran of any
	2716	+	branch of the United States Armed Forces wishing to demonstrate
	2717	+	support for the Oklahoma Women Veterans Organization. The licen se
	2718	+	plates shall be designed in consultation with t he Oklahoma Women
	2719	+	Veterans Organization. The Tax Commission shall be authorized to
	2720	+	enter into a licensing agreement with the Oklahoma Women Veterans
	2721	+	Organization for any licensing fees which may be require d in order
	2722	+	to use the organization's logo or design. The licensing agr eement
	2723	+	shall provide for a payment to the Oklahoma Women Ve terans
	2724	+	Organization of not more than Twenty Do llars ($20.00) for each

	2762	+	97. Pittsburg State Un iversity License Plate – such plates
	2763	+	shall be designed and issued to any person wishing to demonstrate
	2764	+	support for the Pittsburg State University. The license plates
	2765	+	shall be designed in consultation with Pittsburg State University.
	2766	+	The Tax Commission sh all be authorized to enter into a licensing
	2767	+	agreement with Pittsburg State University for any licensing f ees
	2768	+	which may be required in order to use the school fo undation's logo
	2769	+	or design. The licensing agreement shall provide for a pay ment to
	2770	+	the Pittsburg State University of not more than Twenty Dollars
	2771	+	($20.00) for each license plate issued; and
	2772	+	98. Historic Greenwood District License Plate – such plates
	2773	+	shall be issued to persons wis hing to demonstrate support for the
	2774	+	Historic Greenwood District Junetee nth Festival held in the Historic
	2775	+	Greenwood District in Tul sa, Oklahoma. The plates shall be issued

	2810	+	Public School Classroom Support Revolving Fund, for exp enditure as
	2811	+	provided in Section 1-123 of Title 70 of the Oklahoma Statutes.
	2812	+	C. The fee for such plates shall be Thirty-five Dollars
	2813	+	($35.00) per year of renewal and shall be in addition to all other
	2814	+	registration fees provided by th e Oklahoma Vehicle Licen se and
	2815	+	Registration Act. The fee shall be apportioned as follows:
	2816	+	1. Twenty Dollars ($20.00) per year of renewal or any other
	2817	+	amount as provided in this title of the fee shall be apportioned as
	2818	+	provided or deposited in a fund as s pecified within the para graph
	2819	+	authorizing the special license plate;
	2820	+	2. Eight Dollars ($8.00) pe r year of renewal of the fee shall
	2821	+	be deposited in the Oklahoma Tax Commission Re imbursement Fund to be
	2822	+	used for the administra tion of the Oklahoma Vehicle Lic ense and
	2823	+	Registration Act; and
	2824	+	3. Any remaining amounts of the fee shall be apportioned as
	2825	+	provided in Section 1104 of this title.
