65	58		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
66	59		SECTION 1. NEW LAW A new section of law to be codified
67	60		in the Oklahoma Statutes a s Section 11-112 of Title 70, unless there
68	61		is created a duplication in numbering, reads as follows:
69	62		A. There is hereby created until December 31, 20 21, a task
70	63		force to study whether to require high school students to complete
	64	+	the Free Application for Fede ral Student Aid (FAFSA) as a
	65	+	prerequisite for high school graduation.

100	92		B. The task force shall be comprised of nine (9) members to be
101	93		appointed as follows:
102	94		1. The State Superintendent of Public Instruction or a
103	95		designee;
104	96		2. The Chancellor of Higher Educa tion or a designee;
105	97		3. The Director of the Oklahoma Department of Career and
106	98		Technology Education or a design ee;
107	99		4. One member who represents a n institution within The Oklahoma
108	100		State System of Higher Education, appointed by the Chancellor of
109	101		Higher Education;
110	102		5. One member who represents a school district with an average
111	103		daily membership (ADM) of more than nine thousand (9,000), appointed
112	104		by the State Superintendent of P ublic Instruction;
113	105		6. One member who represents a school district with an ADM of
114	106		more than one thousand five hundred (1,500) but less than nine
115	107		thousand (9,000), appointed by the State Superintendent of Public
116	108		Instruction;
117	109		7. One member who represents a school district w ith an ADM of
118	110		less than one thousand five hundred (1,500), appointed by the State
119	111		Superintendent of Public In struction;
120	112		8. One member of the Senate, appointed by the President Pro
121	113		Tempore of the Senate; and
	114	+	9. One member of the House of Representatives, appointed by the
	115	+	Speaker of the House of Representatives.

149		-	9. One member of the House of Representatives, appointed by the
150		-	Speaker of the House of Representatives.
151	142		C. The co-chairs of the task force shall be the member of the
152	143		Senate and the member of the House of Representatives.
153	144		D. Appointments to the task force shall be made within thirty
154	145		(30) days after the effective date of this act. The task force
155	146		shall conduct an orga nizational meeting not later than September 1,
156	147		2021.
157	148		E. A quorum of the task force shall be required to approve any
158	149		final action of the task force. For purposes of this section, five
159	150		members shall constitute a quorum.
160	151		F. The task force may meet as often as may be required to
161	152		perform the duties imposed upon it.
162	153		G. The meetings of the task force shall be subject to the
163	154		Oklahoma Open Meeting Act.
164	155		H. Members of the task force shall receive no compensation or
165	156		travel reimbursement.
166	157		I. The Oklahoma State Regents for Higher Education and the
167	158		Senate shall provide staff and administrative support for the task
168	159		force.
169	160		J. The task force shall submit a report of its findings and
170	161		recommendations by December 31, 2021, to the Governor, the President
171	162		Pro Tempore of the Senate and the Speaker of the House of
172	163		Representatives.
	164	+	SECTION 2. This act shall become effective July 1, 2021.

201	191		SECTION 3. It being immediately necessary for the preserv ation
202	192		of the public peace, health or safety, an emergency is her eby
203	193		declared to exist, by reaso n whereof this act shall take effect and
204	194		be in full force from and after its passage and approval.
