6558 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
6659 SECTION 1. NEW LAW A new section of law to be codified
6760 in the Oklahoma Statutes a s Section 11-112 of Title 70, unless there
6861 is created a duplication in numbering, reads as follows:
6962 A. There is hereby created until December 31, 20 21, a task
7063 force to study whether to require high school students to complete
64+the Free Application for Fede ral Student Aid (FAFSA) as a
65+prerequisite for high school graduation.

10092 B. The task force shall be comprised of nine (9) members to be
10193 appointed as follows:
10294 1. The State Superintendent of Public Instruction or a
10395 designee;
10496 2. The Chancellor of Higher Educa tion or a designee;
10597 3. The Director of the Oklahoma Department of Career and
10698 Technology Education or a design ee;
10799 4. One member who represents a n institution within The Oklahoma
108100 State System of Higher Education, appointed by the Chancellor of
109101 Higher Education;
110102 5. One member who represents a school district with an average
111103 daily membership (ADM) of more than nine thousand (9,000), appointed
112104 by the State Superintendent of P ublic Instruction;
113105 6. One member who represents a school district with an ADM of
114106 more than one thousand five hundred (1,500) but less than nine
115107 thousand (9,000), appointed by the State Superintendent of Public
116108 Instruction;
117109 7. One member who represents a school district w ith an ADM of
118110 less than one thousand five hundred (1,500), appointed by the State
119111 Superintendent of Public In struction;
120112 8. One member of the Senate, appointed by the President Pro
121113 Tempore of the Senate; and
114+9. One member of the House of Representatives, appointed by the
115+Speaker of the House of Representatives.

149-9. One member of the House of Representatives, appointed by the
150-Speaker of the House of Representatives.
151142 C. The co-chairs of the task force shall be the member of the
152143 Senate and the member of the House of Representatives.
153144 D. Appointments to the task force shall be made within thirty
154145 (30) days after the effective date of this act. The task force
155146 shall conduct an orga nizational meeting not later than September 1,
156147 2021.
157148 E. A quorum of the task force shall be required to approve any
158149 final action of the task force. For purposes of this section, five
159150 members shall constitute a quorum.
160151 F. The task force may meet as often as may be required to
161152 perform the duties imposed upon it.
162153 G. The meetings of the task force shall be subject to the
163154 Oklahoma Open Meeting Act.
164155 H. Members of the task force shall receive no compensation or
165156 travel reimbursement.
166157 I. The Oklahoma State Regents for Higher Education and the
167158 Senate shall provide staff and administrative support for the task
168159 force.
169160 J. The task force shall submit a report of its findings and
170161 recommendations by December 31, 2021, to the Governor, the President
171162 Pro Tempore of the Senate and the Speaker of the House of
172163 Representatives.
164+SECTION 2. This act shall become effective July 1, 2021.

200-SECTION 2. This act shall become effective July 1, 2021.
201191 SECTION 3. It being immediately necessary for the preserv ation
202192 of the public peace, health or safety, an emergency is her eby
203193 declared to exist, by reaso n whereof this act shall take effect and
204194 be in full force from and after its passage and approval.
