BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of l aw to be codified in the Oklahoma Statutes as Section 11 -112 of Title 70, unless there is created a duplication in numbering, reads as follows: A. B. The task force shall be comprised of nine (9) members to be appointed as follows: 1. The State Superintendent of Public Instruction or a designee; 2. The Chancellor of Higher Education or a designee; 3. The Director of the Oklahoma Department of Career and Technology Education or a designee; 4. One member who represents an institution within The Oklahoma State System of Higher Education, appointed by the Chancellor of Higher Education; 5. One member who represents a school district with an average daily membership (ADM) of more than nine thousand (9,000), appointed by the State Superintendent of Public Instruction; 6. One member who rep resents a school district with an ADM of more than one thousand five hundred (1,500) but less than nine thousand (9,000), appointed by the State Superintendent of Public Instruction; 7. One member who represents a school district with an ADM of less than one thousand five hundred (1,500), appointed by the State Superintendent of Public Instruction; 8. One member of the House of Representatives, appointed by the Speaker of the House of Representatives. C. The co-chairs of the task force shall be the member of the Senate and the member of the House of Representatives. D. Appointments to the task force shall be made within thirty (30) days after the effective date of thi s act. The task force shall conduct an organizational meeting not later than September 1, 2021. E. A quorum of the task force shall be required to approve any final action of the task force. For purposes of this section, five members shall constitute a quorum. F. The task force may meet as often as may be required to perform the duties imposed upon it. G. The meetings of the task force shall be subject to the Oklahoma Open Meeting Act. H. Members of the task force shall receive no compensation or travel reimbursement. I. The Oklahoma State Regents for Higher Education and the Senate shall provide staff and administrative support for the task force. J. The task force shall submit a report of its findings and recommendations by December 31, 202 1, to the Governor, the President Pro Tempore of the Senate and the Speaker of the House of Representatives. It being immediately necessary for the preservation of the public peace, health or safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval.
