31	54		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

33		-	SECTION 1. There is hereby appro priated to the Oklahoma Water
34		-	Resources Board from any monies not otherwise appropriated from the
35		-	Statewide Recovery Fund created pursuant to Enrolled House Bill No.
36		-	3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of
37		-	Fifty Million Dollars ($50,000,000.00) or so much thereof as may be
38		-	necessary to establish grant programs that facilitate the design,
39		-	construction, and maintenance of water and wastewater

45	92		expend Twenty-five Million Dollars ($25,000,000.00) for a grant
46	93		program for communities with a population of seven thousand (7,000)

50	95		the United States Bureau of the Census or to rural water districts
51	96		with less than 2,300 non-pasture taps for projects that meet the
52	97		federal eligibility requirements of the U.S. Treasury’s Coronavirus
53	98		State and Local Fiscal Recovery Funds Final Rule for water and
54	99		wastewater investments. The Board may reserve not more than four
55	100		percent (4%) from this expenditure authority for purposes of
56	101		administering the program.

59	103		act, the Oklahoma Water Resources Board is hereby authorized to
60	104		expend Twenty Million Dollars ($20,000,000.00) for a grant program
61	105		for communities with a population greater than seven thousand
62	106		(7,000) as reported in the most recent dec ennial census published by
63	107		the United States Bureau of the Census or to rural water districts
64	108		with more than 2,300 non-pasture taps for projects that meet the
65	109		federal eligibility requirements of the U.S. Tre asury’s Coronavirus
66	110		State and Local Fiscal Recove ry Funds Final Rule for water and
67	111		wastewater investments. The Board may reserve not more than four
68	112		percent (4%) from this expenditure authority for purposes of

71	140		SECTION 4. From the funds appropriated by Section 1 of this
72	141		act, the Oklahoma Water Resour ces Board is hereby authorized to
73	142		expend Five Million Dollars ($5,000,000.00) for a grant program for
74	143		communities that own dams with the latest condition assessment o f
75	144		poor or unsatisfactory. Priority for funding shall be given to
76	145		communities that have a population of less than seven thousand
77	146		(7,000) as reported in the mos t recent decennial census published by
78	147		the United States Bureau of the Census . Projects funded by the
79	148		grant program shall be limited to up to One Million Dollars
80	149		($1,000,000.00) per community and must meet the federal eligib ility
81	150		requirements of the U.S. Treasury’s Coronavirus State and Local
82	151		Fiscal Recovery Fund s Final Rule. The Board may reserve not more
83	152		than seven and one-half percent (7.5%) from this expenditure
84	153		authority for purposes of administer ing the program.

86	154		SECTION 5. The Oklahoma Water Resources Board shall promulgate
87	155		rules and establish procedures for evaluating and awarding grant
88	156		applications for grant programs provided for in Sections 2, 3, and 4
89	157		of this act.

94	159		Resources Board from any monies not otherwise appropriated from the
95	160		Statewide Recovery Fund created pursuant to Enrolled House Bill No.

97	162		Twenty Million Dollars ($20,000,000.00) or so much thereof as may be
98	163		necessary to match tribal investment in rural water infrastructure

107	197		3349 of the 2nd Session of the 58th Oklahoma Legislature, the sum of
108	198		Twenty-five Million Dollars ($25,000,000.00) or so much thereof as
109	199		may be necessary to promote water conservation, encourage economic
110	200		longevity, and ensure reliable food supply by converting portions of
111	201		an open ditch irrigation system to pipe within the Lugert-Altus
112	202		Irrigation District. Projects funded shall meet the federal
113	203		eligibility requirements of the U.S. Treasury’s Coronavirus State
114	204		and Local Fiscal Recovery Fund s Final Rule.
