107-BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :
108-SECTION 1. NEW LAW A new section of law to be codified
109-in the Oklahoma Statutes as S ection 24-157.1 of Title 70, unless
110-there is created a duplication in numbering, reads as follows:
111-A. As part of implementing the requirements of Section 2 4-157
112-of Title 70 of the Oklahoma Statutes, a board of regents or other
113-governing board of an institution of higher education within The
114-Oklahoma State System of Higher Education shall be responsible for
115-reviewing the policies developed by the institution.
116-B. To ensure compliance with the requirements of Section 24 -157
117-of Title 70 of the Oklaho ma Statutes, a board of regents or other
118-governing board of an inst itution described in subsection A of this
119-section shall have the a uthority of due diligence to review , attend,
120-audit, and comment on any related education training class or
121-financial policy of the institution. The institution shall make
122-information related to this section and Section 24-157 of Title 70
123-of the Oklahoma Statutes available upon request to members of the
124-institution's board of regents or other governing board .
125-SECTION 2. It being immediately necessary for the preservation

263100 to include language, mathematics, science, social studies and
264101 communication.
265102 2. School districts shall develop and implement curriculum,
266103 courses and instruction in order to ensure that students meet the
267104 skills and competencies as set forth in this section and in the
268105 subject matter standards adopted by the State Board of Education.
269106 3. All students shall gain literacy at the elementary and
270107 secondary levels. Students shall develop skills in reading,
271108 writing, speaking, computing and critical thinking. For purposes of
272109 this section, critical thinking means a manner of analytical
273110 thinking which is logical and uses linear factual analysis to reach
274111 a conclusion. They also shall learn about cultures and environments
275112 - their own and those of others with whom they share the earth.
276113 Students, therefore, shall study social studies, literature,
277114 languages, the arts, mathematics and science. Such curricula shall
278115 provide for the teaching of a hands -on career exploration program in
279116 cooperation with technology center schools.
280117 4. The subject matter standards shall be designed to teach the
281118 competencies for which students shall be tested as provided in
282119 Section 1210.508 of this title, and shall be designed to prepare all
283120 students for active citizenship, employment and/or successful
284-completion of postsecondary education without the need for remedial
285-coursework at the postsecondary level.

312150 5. The subject matter standards shall be designed with rigor as
313151 defined in paragraph 3 of subsection F of this section.
314152 6. The subject matter standards for English Language Arts shall
315153 give Classic Literature and nonfiction l iterature equal
316154 consideration to other literature. In addition, emphasis shall be
317155 given to the study of complete works of literature.
318156 7. At a minimum, the subject matter standards for mathematics
319157 shall require mastery of the standard algorithms in mathem atics,
320158 which is the most logical, efficient way of solving a problem that
321159 consistently works, and for students to attain fluency in Euclidian
322160 geometry.
323161 8. The subject matter standards for history, social studies and
324162 United States Government shall include :
325163 a. the content of the United States naturalization test,
326164 with an emphasis on the specific content of the test
327165 and the ideas and concepts it references. The United
328166 States naturalization test shall be made available in
329167 physical and electronic online format s as an optional
330168 assessment tool for teachers ,
331169 b. the Declaration of Independence,
332170 c. the United States Constitution including the Bill of
333171 Rights,
334-d. substantive selections from the Federalist Papers,
335-e. the Emancipation Proclamation ,

365204 9. The subject matter standards for United States Government
366205 shall include an emphasis on civics. For the purposes of this
367206 section, “civics” means the study of the right s and duties of
368207 Oklahoma and United States citizens and of how those governments
369208 work.
370209 B. Subject to the provisions of subsection C of this section,
371210 in order to graduate from a public high school accredited by the
372211 State Board of Education with a standard diploma, students shall
373212 complete the following college preparatory/work ready curriculum
374213 units or sets of competencies at the secondary level:
375214 1. Four units or sets of competencies of English to include
376215 Grammar, Composition, Literature , or any English course approved for
377216 college admission requirements;
378217 2. Three units or sets of competencies of mathematics, limited
379218 to Algebra I, Algebra II, Geometry, Trigonometry, Math Analysis,
380219 Calculus, Advanced Placement Statistics , or any mathematics course
381220 with content and/or rigor above Algebra I and approved for college
382221 admission requirements;
383-3. Three units or sets of competencies of labo ratory science
384-approved for college admission requirements , including one unit or
385-set of competencies of life science, meeting the standards for

428268 processing, databases, spreadsheets , and graphics, excluding
429269 keyboarding or typing courses;
430270 6. One additional unit or set of competencies selected from
431271 paragraphs 1 through 5 of this subsection or career and technology
432272 education courses, concurrently enrolled courses, Advanced Placement
433-courses or International Bacca laureate courses approved for college
434-admission requirements; and

301+admission requirements; and
461302 7. One unit or set of competencies of fine arts, such as music,
462303 art, or drama, or one unit or set of competencies of speech.
463304 C. In lieu of the requirements of su bsection B of this section
464305 which requires a college preparatory/work ready curriculum, a
465306 student may enroll in the core curriculum as provided in subsection
466307 D of this section upon written approval of the parent or legal
467308 guardian of the student. For students under the age of eighteen
468309 (18) school districts shall require a parent or legal guardian of
469310 the student to meet with a designee of the school prior to
470311 enrollment in the core curriculum. The State Department of
471312 Education shall deve lop and distribute to school districts a form
472313 suitable for this purpose, which shall include information on the
473314 benefits to students of completing the college preparatory/work
474315 ready curriculum as provided for in subsection B of this section.
475316 D. For those students subject to the requirements of subsection
476317 C of this section, in order to graduate from a public high school
477318 accredited by the State Board of Education with a standard diploma,
478319 students shall complete the following core curriculum units or sets
479320 of competencies at the secondary level:
480321 1. Language Arts – 4 units or sets of competencies, to consist
481322 of 1 unit or set of competencies of grammar and composition , and 3
482-units or sets of competencies which may include, but are not limited
483-to, the following courses:

561404 aligned. The list of accepted industry -valued
562405 credentials shall be reviewed annually and updated at
563406 least every three (3) years by the Board,
564407 h. (1) contextual mathematics courses which enhance
565408 technology preparation, or
566409 (2) a science, technology, engineering and math
567410 (STEM) block course meeting the requirements for
568411 course competencies listed in paragraph 2 of
569412 subsection B of this section, whether taught at
570413 a:
571414 (a) comprehensive high school, or
572415 (b) technology center school when taken in the
573416 tenth, eleventh or twelfth grade, taught by
574417 a certified teacher, and approved by the
575418 State Board of Education and the independent
576419 district board of education,
577420 i. mathematics courses taught at a technology center
578421 school by a teacher certified in the secondary subject
579422 area when taken in the tenth, eleventh or twelfth
580423 grade upon approval of the State Board of Education

723569 E. 1. In addition to the curriculum requirements of either
724570 subsection B or D of this section, in order to graduate from a
725571 public high school accredited by the State Board of Education
726572 students shall complete the requirements for a personal financial
727573 literacy passport as set forth in the Passport to Financial Literacy
728574 Act and any additional course requirements or recommended elective
729575 courses as may be established by the State Board of Education and
730576 the district school board. School districts shall strongly
731-encourage students to complete two units or sets of c ompetencies of
732-foreign languages and two units or sets of competencies of physical
733-and health education.

760607 2. No student shall receive credit for high school graduation
761608 more than once for completion of the same unit o r set of
762609 competencies to satisfy the curriculum requirements of this section.
763610 3. A school district shall not be required to offer every
764611 course listed in subsections B and D of this section, but shall
765612 offer sufficient courses to allow a student to meet the graduation
766613 requirements during the secondary grade years of the student.
767614 F. For purposes of this section:
768615 1. “Contextual methodology ” means academic content and skills
769616 taught by utilizing real -world problems and projects in a way that
770617 helps students understand the application of that knowledge;
771618 2. “Qualified agricultural education courses ” means courses
772619 that have been determined by the State Board of Education to offer
773620 the sets of competencies for one or more science content areas and
774621 which correspond to academic science courses. Qualified
775622 agricultural education courses shall include, but are not limited
776623 to, Horticulture, Plant and Soil Science, Natural Resources and
777624 Environmental Science , and Animal Science. The courses shall be
778625 taught by teachers cer tified in agricultural education and comply
779626 with all rules of the Oklahoma Department of Career and Technology
780627 Education;
781-3. “Rigor” means a level of difficulty that is thorough,
782-exhaustive and accurate and is appropriate for the grade level;

655+3. “Rigor” means a level of difficulty that is thorough,
656+exhaustive and accurate and is appropriate for the grade level;
809657 4. “Sets of competencies” means instruction in those skills and
810658 competencies that are specified in the subject matter standards
811659 adopted by the State Board of Education and other skills and
812660 competencies adopted by the Board, without regard to specified
813661 instructional time; and
814662 5. “Unit” means a Carnegie Unit as defined by the North Central
815663 Association’s Commission on Schools.
816664 G. 1. The State Board of Education shall adopt a plan to
817665 ensure that rigor is maintained in the content, teaching
818666 methodology, level of expecta tions for student achievement , and
819667 application of learning in all the courses taught to meet the
820668 graduation requirements as specified in this section.
821669 2. The State Board of Education shall allow as much flexibility
822670 at the district level as is possible wit hout diminishing the rigor
823671 or undermining the intent of providing these courses. To accomplish
824672 this purpose, the State Department of Education shall work with
825673 school districts in reviewing and approving courses taught by
826674 districts that are not specificall y listed in subsections B and D of
827675 this section. Options may include, but shall not be limited to,
828676 courses taken by concurrent enrollment, advanced placement , or
829677 correspondence, or courses bearing different titles.
830-3. The State Board of Education shall approve an advanced
831-placement computer sc ience course to meet the requirements of course
832-competencies listed in paragraph 2 of s ubsection B of this section

706+placement computer science course to meet the requirements of course
707+competencies listed in paragraph 2 of subsection B of this section
859708 if the course is taken in a student ’s senior year and the student is
860709 concurrently enrolled in or has successfully completed Algebra II.
861710 4. Technology center school districts may offer programs
862711 designed in cooperation with institutions of higher education which
863712 have an emphasis on a focused field of career study upon approval of
864713 the State Board of Educati on and the independent district board of
865714 education. Students in the tenth grade may be allowed to attend
866715 these programs for up to one -half (1/2) of a school day and credit
867716 for the units or sets of competencies required in paragraphs 2, 3
868717 and 6 of subsection B or D of this section shall be given if the
869718 courses are taught by a teacher certified in the secondary subject
870719 area; provided, credit for units or sets of competencies pursuant to
871720 subsection B of this section shall be approved for college admission
872721 requirements.
873722 5. If a student enrolls in a concurrent course, the school
874723 district shall not be responsible for any costs incurred for that
875724 course, unless the school district does not offer enough course
876725 selection during the student ’s secondary grade years to allow the
877726 student to receive the courses needed to meet the graduation
878727 requirements of this section. If the school district does not offer
879728 the necessary course selection during the student ’s secondary grade
880-years, it shall be responsible for the cost of resident tuition at
881-an institution in Th e Oklahoma State System of Higher Education,

756+years, it shall be responsible for the cost of resident tuition at
757+an institution in The Oklahoma State System of Higher Education,
908758 fees, and books for the concurrent enrollment course, and providing
909759 for transportation to and from the institution to the school site.
910760 It is the intent of the Legislature that for students enrolled
911761 in a concurrent enrollment course which is paid for by the school
912762 district pursuant to this paragraph, the institution charge only the
913763 supplementary and special service fees that are directly related to
914764 the concurrent enrollment course and enrollment procedures for that
915765 student. It is further the intent of the Legislature that fees for
916766 student activities and student service facilities , including the
917767 student health care and cultural and recreational service fees, not
918768 be charged to such students.
919769 6. Credit for the units or sets of competencies required in
920770 subsection B or D of this section shall be given when such units or
921771 sets of competencies are taken prior to ninth grade if the teachers
922772 are certified or authorized to teach the su bjects for high school
923773 credit and the required rigor is maintained.
924774 7. The three units or sets of competencies in mathematics
925775 required in subsection B or D of this section shall be completed in
926776 the ninth through twelfth grades. If a student completes any
927777 required courses or sets of competencies in mathematics prior to
928778 ninth grade, the student may take any other mathematics courses or
929779 sets of competencies to fulfill the requirement to complete three
930-units or sets of competencies in grades nine through twelve after

961812 H. As a condition of receiving accredi tation from the State
962813 Board of Education, all students in grades nine through twelve shall
963814 enroll in a minimum of six periods, or the equivalent in block
964815 scheduling or other scheduling structure that allows for instruction
965816 in sets of competencies, of rigor ous academic and/or rigorous
966817 vocational courses each day, which may include arts, vocal and
967818 instrumental music, speech classes , and physical education classes.
968819 I. 1. Academic and vocational -technical courses designed to
969820 offer sets of competencies integra ted or embedded within the course
970821 that provide for the teaching and learning of the appropriate skills
971822 and knowledge in the subject matter standards, as adopted by the
972823 State Board of Education, may upon approval of the Board, in
973824 consultation with the Oklah oma Department of Career and Technology
974825 Education if the courses are offered at a technology center school
975826 district, be counted for academic credit and toward meeting the
976827 graduation requirements of this section.
977828 2. Internet-based courses offered by a tech nology center school
978829 that are taught by a certified teacher and provide for the teaching
979830 and learning of the appropriate skills and knowledge in the subject

1018870 4. Courses offered by a supplemental education organization
1019871 that is accredited by a national accrediting body and that are
1020872 taught by a certified teacher and provi de for the teaching and
1021873 learning of the appropriate skills and knowledge in the subject
1022874 matter standards may, upon approval of the State Board of Education
1023875 and the school district board of education, be counted for academic
1024876 credit and toward meeting the gr aduation requirements of this
1025877 section.
1026878 J. The State Board of Education shall provide an option for
1027879 high school graduation based upon attainment of the desired levels
1028880 of competencies as required in tests pursuant to the provisions of
1029-Section 1210.508 of this title. Such option shall be in lieu of the
1030-amount of course credits earned.

1057910 K. The State Board of Education shall prescribe, adopt and
1058911 approve a promotion system based on the attainment by students of
1059912 specified levels of competencies in each area of t he core
1060913 curriculum.
1061914 L. Children who have individualized education programs pursuant
1062915 to the Individuals with Disabilities Education Act (IDEA), and who
1063916 satisfy the graduation requirements through the individualized
1064917 education program for that student shall be awarded a standard
1065918 diploma.
1066919 M. Students who enter the ninth grade in or prior to the 2007 -
1067920 08 school year who are enrolled in an alternative education program
1068921 and meet the requirements of their plans leading to high school
1069922 graduation developed pursuant to Section 1210.568 of this title
1070923 shall be awarded a standard diploma.
1071924 N. Any student who completes the curriculum requirements of the
1072925 International Baccalaureate Diploma Program shall be awarded a
1073926 standard diploma.
1074927 O. Any student who successfully comple tes an advanced
1075928 mathematics or science course offered pursuant to Section 1210.404
1076929 of this title shall be granted academic credit toward meeting the
1077930 graduation requirements pursuant to paragraph 2 or 3, as
1078931 appropriate, of subsection B or D of this section.
1079-P. For purposes of this section, the c ourses approved for
1080-college admission requirements shall be courses which are approved

960+college admission requirements shall be courses which are approved
1107961 by the Oklahoma State Regents for Higher Education for admission to
1108962 an institution within The Oklahoma State System of Higher Edu cation.
1109963 Q. Students who have been denied a standard diploma by the
1110964 school district in which the student is or was enrolled for failing
1111965 to meet the requirements of this section may re -enroll in the school
1112966 district that denied the student a standard diploma following the
1113967 denial of a standard diploma. The student shall be provided
1114968 remediation or intervention and the opportunity to complete the
1115969 curriculum units or sets of competencies required by this section to
1116970 obtain a standard diploma. Students who re -enroll in the school
1117971 district to meet the graduation requirements of this section shall
1118972 be exempt from the hourly instructional requirements of Section 1 -
1119973 111 of this title and the six -period enrollment requirements of this
1120974 section.
1121975 R. The State Department of Education shall collect and report
1122976 data by school site and district on the number of students who
1123977 enroll in the core curriculum as provided in subsection D of this
1124978 section.

1009+Section 1210.508. A. 1. By no later than December 31, 2016,
1010+the State Board of Education shall adopt a statewide system of
1011+student assessments in compliance with the Elementary and Secondary
11571012 Education Act of 1965 (ESEA), as reauthorized and amended by P.L.
11581013 No. 114-95, also known as the Every Student Succeeds Act (ESSA).
11591014 2. The statewide student assessment system adopted by the Boar d
11601015 pursuant to this subsection shall be aligned with the Oklahoma
11611016 Academic Standards as adopted by the Board and which prepare
11621017 students for college and careers.
11631018 B. 1. The Board shall issue a request for proposals for the
11641019 selection of assessments to be adm inistered to students in grades
11651020 three through twelve as a part of the statewide student assessment
11661021 system adopted by the Board pursuant to this section.
11671022 2. The Board shall adopt assessments from the selected
11681023 proposals that were submitted pursuant to parag raph 1 of this
11691024 subsection. The adopted assessments shall be administered by the
11701025 Board for a period that is in coordination with the six -year subject
11711026 area textbook adoption cycle unless the vendor does not fulfill the
11721027 terms of the contract or fails to comp ly with or violates the terms
11731028 of the contract. The Board shall administer the assessments
11741029 beginning with the 2017 -2018 school year.
11751030 C. The statewide student assessment system adopted by the Board
11761031 pursuant to this section shall include assessments that:

13191177 the 2016-2017 school year, school districts shall adopt a plan that
13201178 establishes the assessment or assessments those students are
13211179 required to take in order to graduate from a public high school with
13221180 a standard diploma. The plan may also include any or all of the
13231181 other high school graduation requirements adopted by the Board
13241182 pursuant to Section 5 of Enrolled House Bill No. 3218 of the 2nd
13251183 Session of the 55th Oklahoma Legislature that those students will be

13541213 4. The Board shall promulgate rules to ensure that studen ts who
13551214 transfer into an Oklahoma school district from out -of-state after

13571216 to be awarded a standard diploma due to differing testing
13581217 requirements.
13591218 G. In order to provide an indication of the levels of
13601219 competency attained by the student in a permanent record for
13611220 potential future employers and institutions of higher education,
13621221 school districts shall report on the high school transcript of the
13631222 student the highest-achieved score on the assessment or assessments
13641223 included in the statewide student assessment system adopted by the
13651224 Board pursuant to subsection A of this section and any business - and
13661225 industry-recognized endorsements attained.
13671226 H. Students who do not perform at a proficiency level on
13681227 assessments shall be remediated as established in the assessment
13691228 requirements adopted by the Board pursuant to Section 5 of Enrolled
13701229 House Bill No. 3218 of the 2nd Session of the 55th Oklahoma
13711230 Legislature, subject to the availability of funding.
13721231 I. 1. All assessments required by this section shall measure
13731232 academic competencies in correlation with the subject matter
13741233 standards adopted by the Board pursuant to Sections 11 -103.6 and 11-
13751234 103.6a of this title and referred to as the Oklahoma Academic
1376-Standards. The State Board of Education shall evaluat e the subject

1262+Standards. The State Board of Education shall evaluate the subject
1263+matter standards to ensure the competencies reflect high standards,
14041264 are specific, well-defined, measurable, challenging , and will
14051265 prepare elementary students for next -grade-level course work and
14061266 secondary students for postsecondary studies at institutions of
14071267 higher education or technology center schools without the need for
14081268 remediation. All subject matter standards shall reflect the goals
14091269 as set forth in Section 11 -103.6 of this title and of improving th e
14101270 state average ACT score.
14111271 2. The State Department of Education shall annually evaluate
14121272 the results of the assessments. The State Board of Education shall
14131273 ensure that preliminary results for all statewide assessments are
14141274 reported to districts no later th an June 20 of each year and are
14151275 presented in a manner that yields detailed, diagnostic information
14161276 for the purpose of guiding instruction and student remediation. As
14171277 improvements are made to the assessments required by this section,
14181278 the Board shall seek t o increase the depth of knowledge assessed for
14191279 each subject. The State Board of Education shall seek to ensure
14201280 that data yielded from the assessments required in this section are
14211281 utilized at the school district level to inform instruction,
14221282 professional development, school improvement and remediation for
14231283 students.
14241284 3. The Commission for Educational Quality and Accountability
14251285 shall determine the cut scores for the performance levels on all
1426-statewide assessments. The Commission shall conduct an ong oing
1427-review to compare the statewide assessment c ontent and performance

14561317 4. The State Board of Education, for the purposes of conducting
14571318 reliability and validity studies, monitoring contractor adherence to
14581319 professionally accepted testing standards , and providing
14591320 recommendations for testing program improvement, shall retain the
14601321 services of an established, independent agency or organization that
14611322 is nationally recognized for its technical expertise in educational
14621323 testing but is not engaged in the development of aptitude or
14631324 achievement tests for elementary or secondary level grades. These
14641325 national assessment experts shall annually conduct studies of the
14651326 reliability and validity of the statewide assessments administered

14731334 provide a final electronic data file of all school site, school

15091371 required in this section shall be disaggregated by gender, race,
15101372 ethnicity, disability status, migrant status, English proficie ncy,
15111373 and status as economically disadvantaged, except that such
15121374 disaggregation shall not be required in a case in which the number
15131375 of students in a category is insufficient to yield statistically
15141376 reliable information or the results would reveal personally
15151377 identifiable information about an individual student. Each school
15161378 site shall notify the student ’s parents of the school ’s performance
15171379 levels in the Oklahoma School Testing Program as reported in the
15181380 Oklahoma Educational Indicators Program at the end of ea ch school
15191381 year.
15201382 K. The State Board of Education shall be responsible for the
15211383 field-testing and validation of the statewide assessment system
15221384 required in subsection A of this section.
15231385 L. The State Board of Education shall develop, administer, and
15241386 incorporate as a part of the Oklahoma School Testing Program, other
15251387 assessment programs or procedures , including appropriate
