2755 BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:

2956 SECTION 1. AMENDATORY 74 O.S. 2011, Section 5401, as
3057 amended by Section 1, Chapter 58, O.S.L. 2014 (74 O.S. Supp. 2020,
3158 Section 5401), is amended to read as follows:

3359 Section 5401. A. There is hereby re -created the Oklahoma
3460 Strategic Military Planning Commission.

3661 B. The Oklahoma Strategic Military Planning Commission shall
3762 consist of nine (9) members as follows:

3963 1. Five persons to be appointed by the Governor, each of whom
4064 shall represent, respectively, the interests of communities that

5699 2. One person to be appointed by the Speaker of the House of
57100 Representatives from the membership of the House and one person to
58101 be appointed by the President Pro Tempore of the Senate from the
59102 membership of the Senate. The members appointed pursuan t to this
60103 paragraph shall be ex officio and nonvoting members of the
61104 Commission; and

63105 3. The Secretary of Veterans Affairs, or successor member of
64106 the Governor's Executive Cabinet who has responsibility for Veterans
65107 Affairs, and the Adjutant General of the Oklahoma Army and Air
66108 National Guard. The members appointed pursuant to this paragraph
67109 shall be ex officio and nonvoting members of the Commission.

69110 C. The members of the Commission shall serve at the pleasure of
70111 the appointing authority. The members of the Commission shall
71112 select from among their membership a chair and vice -chair. The
72113 chair and vice-chair shall serve for a period of one (1) year and
73114 may succeed themselves in office.

75142 D. The Commission shall be subject to the provisions of the
76143 Oklahoma Open Meeting Act and the Oklahoma Open Records Act.

78144 E. The Commission shall be authorized to meet at such times as
79145 may be required in order to fulfill the duties and responsibilities
80146 imposed upon it by law.

82147 F. The provisions of this section shall cease t o have the force
83148 and effect of law and the Commission shall be dissolved by operation
84149 of law on December 31, 2020 2025.

86150 G. The members of the Commission shall not be deemed to be
87151 officers or to hold public office for purposes of Section 6 of Title
88152 51 of the Oklahoma Statutes.

92153 SECTION 2. It being immediately necessary for the preservation
93154 of the public peace, health or safety, an emergency is hereby
94155 declared to exist, by reason whereof this act shall take effect and
