18	48		relates to the Oklahoma Strategic Military Planning
19	49		Commission; modifying termination date; and declaring

27	55		BE IT ENACTED BY THE PEOPLE OF TH E STATE OF OKLAHOMA:

29	56		SECTION 1. AMENDATORY 74 O.S. 2011, Section 5401, as
30	57		amended by Section 1, Chapter 58, O.S.L. 2014 (74 O.S. Supp. 2020,
31	58		Section 5401), is amended to read as follows:
32		-
33	59		Section 5401. A. There is hereby re -created the Oklahoma
34	60		Strategic Military Planning Commission.
35		-
36	61		B. The Oklahoma Strategic Military Planning Commission shall
37	62		consist of nine (9) members as follows:

39	63		1. Five persons to be appointed by the Governor, each of whom
40	64		shall represent, respectively, the interests of communities that

52	97		d. the Army Ammunition Plant located near McAlester, and

54	98		e. Tinker Air Force Base;

56	99		2. One person to be appointed by the Speaker of the House of
57	100		Representatives from the membership of the House and one person to
58	101		be appointed by the President Pro Tempore of the Senate from the
59	102		membership of the Senate. The members appointed pursuan t to this
60	103		paragraph shall be ex officio and nonvoting members of the
61	104		Commission; and

63	105		3. The Secretary of Veterans Affairs, or successor member of
64	106		the Governor's Executive Cabinet who has responsibility for Veterans
65	107		Affairs, and the Adjutant General of the Oklahoma Army and Air
66	108		National Guard. The members appointed pursuant to this paragraph
67	109		shall be ex officio and nonvoting members of the Commission.

69	110		C. The members of the Commission shall serve at the pleasure of
70	111		the appointing authority. The members of the Commission shall
71	112		select from among their membership a chair and vice -chair. The
72	113		chair and vice-chair shall serve for a period of one (1) year and
73	114		may succeed themselves in office.

75	142		D. The Commission shall be subject to the provisions of the
76	143		Oklahoma Open Meeting Act and the Oklahoma Open Records Act.

78	144		E. The Commission shall be authorized to meet at such times as
79	145		may be required in order to fulfill the duties and responsibilities
80	146		imposed upon it by law.

82	147		F. The provisions of this section shall cease t o have the force
83	148		and effect of law and the Commission shall be dissolved by operation
84	149		of law on December 31, 2020 2025.

86	150		G. The members of the Commission shall not be deemed to be
87	151		officers or to hold public office for purposes of Section 6 of Title
88	152		51 of the Oklahoma Statutes.

92	153		SECTION 2. It being immediately necessary for the preservation
93	154		of the public peace, health or safety, an emergency is hereby
94	155		declared to exist, by reason whereof this act shall take effect and
95	156		be in full force from an d after its passage and approval.
