17	48		O.S. 2011, Sections 7 -102.1 and 7-117, which relate
18	49		to precinct registries; authorizing use of electronic
19	50		precinct registries; authorizing purchase of certain
20	51		equipment; requiring Secretary of State Election
21	52		Board to promulgate certain rule s; requiring
22	53		retention of certain information for specified time

32	61		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

34	62		SECTION 1. AMENDATORY 26 O.S. 2011, Section 7-102.1, is
35	63		amended to read as follows:

37	64		Section 7-102.1. A. Prior to the day of the election, it shall
38	65		be the duty of the secretary of the county election board to prepare
39	66		for each precinct where an election is to be held in the county, a
40	67		written or electronic precinct registry which shall contain
41	68		information on all registered voters in the precinct as prescribed

42	96		by the Secretary of the State Election Board. The information which
43	97		is or would be contained in such a registry shall at all times be
44	98		public information.

48	99		B. The Secretary of the State Election Board may authorize the
49	100		use of electronic precinct registries by one or more county election
50	101		boards. Subject to available funding, the Secretary may purchase
51	102		any equipment and software necessary t o implement an electronic
52	103		precinct registry system. The Secretary shall promulgate rules as
53	104		necessary to implement, operate and maintain security for a system
54	105		of electronic precinct registries.

56	106		SECTION 2. AMENDATORY 26 O.S. 2011, Section 7-117, is
57	107		amended to read as follows:

59	108		Section 7-117. A. Persons who have been determined to be
60	109		eligible to vote shall sign, in the presence of the clerk, the
61	110		proper precinct registry. Said The clerk shall thereupon then issue
62	111		proper ballots to said the person. The voter’s signature on said
63	112		the precinct registry shall be the best evidence of said the voter’s
64	113		having voted at said election. Said precinct registry

66	114		B. Precinct registries including data from electronic precinct
67	115		registries, shall be retained in the office of by the county
68	116		election board for a period of twenty-two (22) twenty-four (24)
69	117		months following the election and shall be subject to public
70	118		inspection during regular office hours .
