53+BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
54+SECTION 1. AMENDATORY 70 O.S. 2011, Section 3311.12, is
55+amended to read as follows:
56+Section 3311.12. The Council on Law Enforcement Education and
57+Training (CLEET) is authorized to establish and host law enforcement
58+youth camps at the CLEET statewide train ing facility develop a
59+statewide law enforcement and public safety youth program designed
60+for high school students. CLEET is authorized to promulgate rules
61+to effectuate the provisions of this section .
62+SECTION 2. This act shall become eff ective November 1, 2021.

101-BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
102-SECTION 1. NEW LAW A new section of law to be codified
103-in the Oklahoma Statutes as Section 14-201 of Title 70, unless there
104-is created a duplication in numbering , reads as follows:
105-A. There is hereby created until November 1, 2027, the Oklahoma
106-Education Commission.
107-B. The Commission shall consist of fifteen (15) members to be
108-appointed as follows:
109-1. A member of the Oklahoma House of Representative s shall be
110-appointed by the Speaker of the Oklahoma House of Representatives;
111-2. A member of the Oklahoma Stat e Senate shall be appointed by
112-the President Pro Tempore of the Oklahoma State Senate;
113-3. The Director of the Department of Corrections, or his or her
114-designee;
115-4. Four members with expertise in online and educational
116-innovation shall be appointed by t he Chancellor of Higher Education,
117-one of whom shall be a representative of the Oklahoma State Regents
118-for Higher Education , one of whom shall be a representative of a
119-research institution within The Oklahoma State System of Higher
120-Education, one of whom shall be a representative of regional
121-institution within The Oklahoma State System of Higher Education,
122-and one of whom shall be a representative of a community college
123-within The Oklahoma State System of Higher Education;

150-5. Four members with expertise in effective approaches to
151-classroom instruction and learning or educational innovation shall
152-be appointed by the S uperintendent of Public Instruction , one of
153-whom shall represent the State Department of Education, one of whom
154-shall be a school district administrator, one of whom shall be a
155-classroom certified teacher, and one of whom shall be a high school
156-student; and
157-6. Four members with expertise in effective approaches to
158-career and technology education instruction and learning or
159-educational innovati on shall be appointed by the Director of the
160-Oklahoma Department of Career and Technology Education , one of whom
161-shall represent the Oklahoma Department of Caree r and Technology
162-Education, one of whom shall be an administrator of a state
163-technology center school or college, one of whom shall be a
164-certified teacher at a state technology center school or college,
165-and one shall be a student enrolled at a state techno logy center
166-school or college.
167-C. The Commission shall hold an organizational meeting not
168-later than ninety (90) days after the effective date of this act .
169-The member of the Oklahoma House of Representatives shall serve as
170-chair of the Commission and the member of the Oklahoma State Senate
171-shall serve as vice-chair. A quorum of the membership of the
172-Commission shall be required to approve any final action of the

199-Commission. For purposes of this section, eight members shall
200-constitute a quorum.
201-D. The Commission may meet as often as required to perform the
202-duties imposed upon it, but shall meet at least quarterly.
203-E. The Commission shall engage multiple stakeholders in
204-research, evaluation, and information shar ing to conduct a study on
205-how to improve the quality of instruction and learning through
206-distance and remote modalities. Topic areas of the s tudy shall
207-include, but are not limited to:
208-1. Support infrastructure;
209-2. Open education resources;
210-3. Compliance with the federal Americans with Disabili ties Act;
211-4. Professional development; and
212-5. Modality research.
213-F. The Commission shall be subject to the Oklahoma Open Meeting
214-Act and the Oklahoma Open Records Act.
215-G. Members of the Commission shall not receive compensation or
216-travel reimbursement.
217-H. The Oklahoma House of Representatives shall provide staff
218-and administrative support f or the Commission.
219-I. The Commission shall submit a report of its findings and
220-recommendations no later than November 1, 2027, to the Governor, the
221-President Pro Tempore of the Oklahoma State Senate and the Speaker
222-of the Oklahoma House of Representatives.

250-in the Oklahoma Statutes as Section 9001 of Title 70, unless there
251-is created a duplication in numbering, reads as follows:
252-A. A complaint of an education civil rights violation or
253-discrimination may be filed with the Attorney General's Office of
254-Civil Rights Enforcement by anyone who believes that a public school
255-or institution of higher education in this state has discriminated
256-against someone on the basis of race, color , national origin,
257-religion, sex, age, genetic information, or disability.
258-B. The Office shall be authorized to receive, investigate,
259-hear, and issue orders on, complaints of discrimination or other
260-education civil rights violations filed pursuant to subsection A of
261-this section.
262-C. The Office may initiate periodic compliance reviews to
263-assess the practices of public schools or institutions of higher
264-education to determine whether they comply with the laws and
265-regulations enforced by the Office. The Office , under the direction
266-of the Attorney General, shall have broad discr etion to determine
267-the substantive issues for review and the number and frequency of
268-the reviews.
269-D. In appropriate circumstances, the Office may conduct a
270-directed investigation when information indicates a possible failure
271-to comply with the laws and regulations enforced by the Office, the
272-matter warrants attention , and the compliance concern is not

299-otherwise being addressed throu gh the complaint, compliance review,
300-or technical assistance activ ities of the Office.
301-SECTION 3. AMENDATORY 25 O.S. 2021, Section 1501, is
302-amended to read as follows:
303-Section 1501. A. Within the limitations provided by law, the
304-Attorney General's Office of Civil Rights Enforcement has the
305-following additional powers:
306-1. To promote the creation of local comm issions on human
307-rights, and to contract with individuals and state, lo cal and other
308-agencies, both public and private, including agencies of the federal
309-government and of other states;
310-2. To accept public grants or private gifts, bequests, or other
311-payments;
312-3. To receive, investigate, seek to conciliate, hold hearings
313-on, and pass upon complaints alleging violations of Section 1101 et
314-seq. of this title;
315-4. To furnish technical assistan ce requested by persons subject
316-to this act to further compliance w ith Section 1101 et seq. of this
317-title or an order issued thereunder;
318-5. To make provisions for technical and clerical assistance to
319-an advisory committee or committees appointed in accord ance with
320-paragraph (b) of Section 953 of Title 74 of the Oklahoma Statutes;
321-6. To require answers to interrogatories, under the procedur es
322-established by Section 3233 of Title 12 of the Oklahoma Statutes,

349-compel the attendance of witnesses, examine witne sses under oath or
350-affirmation, and require the production of docum ents in connection
351-with complaints filed under Section 1101 et seq. of this title, said
352-powers to be exercised only in relation to areas directly and
353-materially related to the complaint;
354-7. To hear, and issue orders on, complaints involving state
355-government agencies and departments , including public schools and
356-institutions of higher education in accordance with Section 2 of
357-this act, on the same basis as complaints involving private
358-employers; and
359-8. To provide technical assistance and public information to
360-assist in preventing and eliminating discriminatory housing
361-practices; and
362-9. To promulgate rules as necessary to implement the provisions
363-of Section 1101 et seq. of this title.
364-B. The Attorney General shall:
365-1. At least annually, publish a written report recommending
366-legislative or other action to carry out the purpos es of Section
367-1101 et seq. of this title as it relates to housing discrimination;
368-2. Make studies relating to the nat ure and extent of
369-discriminatory housing practices in this state; and
370-3. Cooperate with and, as appropriate, may provide technical
371-and other assistance to federal, state, local, and other public or

400-SECTION 4. This act shall become effective November 1, 2022.
