An Act ENROLLED SENATE BILL NO. 848 By: David and Floyd of the Senate and Wallace, Stark and Fugate of the House An Act relating to crisis intervention for law enforcement, firefighters, emergency med ical and correctional officers; requiring the availability of funds; directing the Department of Mental Health and Substance Abuse Services to contract for certain training and support; requiring certain training; providing for inclusions; providing for codification; and providing an effective date. SUBJECT: Directing contracting for crisis intervention training and support BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 3-328 of Title 43A, unless there is created a duplication in numbering, reads as follows: A. Subject to the availability of funds, the Department of Mental Health and Substance Abuse Services is hereby directed to contract with public and private entities located in the State of Oklahoma for the purpose of providing peer support crisis intervention, counseling and wellness for the law enforcement, firefighter, emergency medical and corrections commu nities impacted by trauma, cumulative stress, anxiety, a ddictions, death and suicide and the impact on their personal lives. ENR. S. B. NO. 848 Page 2 B. Qualified crisis intervention training entities shall provide peer support teams trained in crisi s intervention and wellness strategies. C. Qualified crisis intervention training entities, as provided for in this section, shall be required to be derived from the International Critical Incident Stress Foundation (ICISF) and shall employ the Critical Incident Stress M anagement (CISM) crisis intervention process . All instructors that teach the C ritical Incident Stress Management process shal l be ICISF approved instructors. D. Wellness strategies, required pursuant to this section , shall include, but not be limited to, resilience tra inings related to resiliency for the job, emotional survi val, substance abuse prevention, suicide prevention, financial and relationship strategies. Wellness training shall be taught using subject matter experts’ curriculum. SECTION 2. This act shall become effective November 1, 2021. ENR. S. B.
