2651 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

2852 SECTION 1. NEW LAW A new section of law to be codified
2953 in the Oklahoma Statutes as Section 3278.1 of Title 63, unless there
3054 is created a duplication in numbering, reads as follows:

3255 A. There is hereby created in the State Treasury a revolving
3356 fund for the Oklahoma State University Medical Authority to be
3457 designated the "Oklahoma State University Medical Author ity
3558 Behavioral Health Workforce Development Fund". The fund shall be a
3659 continuing fund, not subject to fiscal year limitations, and shall
3760 consist of appropriated revenues and private endowments. All monies
3861 accruing to the credit of said fund are hereby a ppropriated and may
3962 be budgeted and expended by the Oklahoma State University Medical
4063 Authority for the purpose of designing and implementing a pilot

4191 program at behavioral health facilities, the purpose of which is to
4292 provide for behavioral health workforce development and access to
4393 behavioral health professionals as provided by law. The purpose of
4494 the pilot program includes, but is not limited to, bed conversion
4595 and new beds; renovations at behavioral health facilities to
46-accommodate new licensed acute or residential treatment beds; ENR. H. B. NO. 2036 Page 2
96+accommodate new licensed acute or residential treatment beds;
4797 reallocation of beds from adult acute to child/adolescent acute
4898 beds; relocation assistance for licensed behavioral health staff
4999 currently living out of state; upskilling existing behavioral health
50100 workforce; adding new psychiatric residents; and creating a
51101 behavioral health trauma fund for intensive home and community-based
52102 services. Expenditures from the fund sha ll be made upon warrants
53103 issued by the State Treasurer against claims filed as prescribed by
54104 law with the Director of the Office of Management and Ent erprise
55105 Services for approval and payment.

57106 B. The Oklahoma State University Medical Authority shall
58107 prepare a report for the Legislature on the results of the first
59108 year of funding, including the number of professionals retained and
60109 recruited, and the expected benefits of the program. The report
61110 shall be delivered to relevant health care committee and
62111 appropriations subcommittee chairs following the first full year of
63112 implementation.

67141 SECTION 3. It being immediately necessary for the preservation
68142 of the public peace, hea lth or safety, an emergency is hereby
69143 declared to exist, by reason whereof thi s act shall take effect and
