26	51		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

28	52		SECTION 1. NEW LAW A new section of law to be codified
29	53		in the Oklahoma Statutes as Section 3278.1 of Title 63, unless there
30	54		is created a duplication in numbering, reads as follows:

32	55		A. There is hereby created in the State Treasury a revolving
33	56		fund for the Oklahoma State University Medical Authority to be
34	57		designated the "Oklahoma State University Medical Author ity
35	58		Behavioral Health Workforce Development Fund". The fund shall be a
36	59		continuing fund, not subject to fiscal year limitations, and shall
37	60		consist of appropriated revenues and private endowments. All monies
38	61		accruing to the credit of said fund are hereby a ppropriated and may
39	62		be budgeted and expended by the Oklahoma State University Medical
40	63		Authority for the purpose of designing and implementing a pilot

41	91		program at behavioral health facilities, the purpose of which is to
42	92		provide for behavioral health workforce development and access to
43	93		behavioral health professionals as provided by law. The purpose of
44	94		the pilot program includes, but is not limited to, bed conversion
45	95		and new beds; renovations at behavioral health facilities to
46		-	accommodate new licensed acute or residential treatment beds; ~~ENR. H. B. NO. 2036 Page 2~~
	96	+	accommodate new licensed acute or residential treatment beds;
47	97		reallocation of beds from adult acute to child/adolescent acute
48	98		beds; relocation assistance for licensed behavioral health staff
49	99		currently living out of state; upskilling existing behavioral health
50	100		workforce; adding new psychiatric residents; and creating a
51	101		behavioral health trauma fund for intensive home and community-based
52	102		services. Expenditures from the fund sha ll be made upon warrants
53	103		issued by the State Treasurer against claims filed as prescribed by
54	104		law with the Director of the Office of Management and Ent erprise
55	105		Services for approval and payment.

57	106		B. The Oklahoma State University Medical Authority shall
58	107		prepare a report for the Legislature on the results of the first
59	108		year of funding, including the number of professionals retained and
60	109		recruited, and the expected benefits of the program. The report
61	110		shall be delivered to relevant health care committee and
62	111		appropriations subcommittee chairs following the first full year of
63	112		implementation.

68	142		of the public peace, hea lth or safety, an emergency is hereby
69	143		declared to exist, by reason whereof thi s act shall take effect and
