70+BE IT ENACTED BY THE PEOPLE OF THE ST ATE OF OKLAHOMA:
71+SECTION 1. AMENDATORY 74 O.S. 2021, Section 150.2, is
72+amended to read as follows:

99+Section 150.2 A. The Oklahoma State Bureau of Investigation
100+shall have the power and duty to:
101+1. Maintain a nationally accr edited scientific laboratory to
102+assist all law enforcement agencies in the discovery and detection
103+of criminal activity;
104+2. Maintain fingerprint and other identification files
105+including criminal history recor ds, juvenile identification files,
106+and DNA profiles;
107+3. Establish, coordinate and maintain the automated fingerpri nt
108+identification system (AFIS) an d the deoxyribonucleic acid (DNA)
109+laboratory;
110+4. Operate teletype, mobile and fixed radio or other
111+communications systems;
112+5. Conduct schools and traini ng programs for the agents, peace
113+officers, and technicians of this state charged with the enforcement
114+of law and order and the investigation and detection of crime;
115+6. Assist the Director of the Oklahoma Sta te Bureau of
116+Narcotics and Dangerous Drugs Cont rol, the Chief Medical Examiner,
117+and all law enforcement officers an d district attorneys when such
118+assistance is requested, in accordance with the policy determined by
119+the Oklahoma State Bureau of Investigatio n Commission established in
120+Section 150.3 of this title;
121+7. Investigate and detect criminal activity when directed to do
122+so by the Governor;

149+8. Investigate, detect, institute and maintain actions
150+involving vehicle theft pursuant to Section 150.7a of this title or
151+oil, gas or oil field equipment theft pursuant to Sections 152.2
152+through 152.9 of this title;
153+9. Investigate any criminal threat made to t he physical safety
154+of elected or appointed officials of this state or any political
155+subdivision of the stat e and forward the results of that
156+investigation to the Department of Public Safety, and provide
157+security to foreign elected or appointed officials wh ile they are in
158+this state on official business;
159+10. Investigate and detect violations of the Oklahoma Com puter
160+Crimes Act;
161+11. Investigate and enforce all laws relating to any crime
162+listed in Section 571 of Title 57 of the Oklahoma Statutes that
163+occurs on the turnpikes;
164+12. Investigate and detect criminal activity involving files,
165+records, assets, propertie s, buildings or employees of the Oklahoma
166+State Bureau of Investigation. Nothing in this paragraph shall
167+limit or prevent any criminal investigation of the matter by the
168+sheriff of the county or any law enforcement agency of competent
169+jurisdiction; and
170+13. Contract with municipal or county law enforc ement agencies
171+to conduct administrative reviews of law enforcement use-of-force
172+investigations for co mpliance with current investigative procedures,

199+standards and law. All funds received as a result of the c ontract
200+will be deposited in the OSBI Revolving Fund. Any review of use-of-
201+force investigation shall be done by a certified police officer.
202+B. There is hereby created in the S tate Treasury a revolving
203+fund for the Oklahoma State Bureau of Investigation to be designated
204+the “Alaunna Raffield Revolving Fund”. The fund shall be a
205+continuing fund, not subject to fiscal year limitations, and shall
206+consist of all monies received by the Bureau from appropriations
207+designated for deposit in the fund. All monies accruing to the
208+credit of the fund are hereby appropriated and may be bu dgeted and
209+expended by the Bureau for the purpose of assisting law enforcement
210+partners with the cost of attending trainings facilitated by the
211+Bureau. Scholarship opportunities shall be afforded each year to
212+county and municipal law enfo rcement agencies to attend accredited
213+trainings conducted by the Bureau. Expenditures from the fund shall
214+be made upon warrants issued by the State Treasurer against claims
215+filed as prescribed by law wit h the Director of the Office of
216+Management and Enterprise Services for approval and payment. The
217+Bureau is authorized to promulgate agency rules for the
218+administration of the fund and determination of scholarship awards.
219+SECTION 2. This act shall become effective November 1, 2023.”

421+officers, the OSBI shall establish the Alaunna Raffield Fund. The
422+Alaunna Raffield Fund shall be administered and utilized by the OSBI
423+in amounts as directed by the Legislature for such purpose. Monies
424+allocated to the Fund shall be utilized to assist law enforcement
