58+"SECTION 2. NEW LAW A new section of law to be codified
59+in the Oklahoma Statutes as Section 2065 of Title 63, unless there
60+is created a duplication in numb ering, reads as follows:
61+A. There is hereby created in the State Treasury a revolving
62+fund for the State Department of Health to be designated the " School
63+Nurse Pilot Program Revolving Fund". The fund shall be a continuing
64+fund, not subject to fiscal ye ar limitations, and shall consist of
65+all monies designated for and eligible for deposit under law . All
66+monies accruing to the credit of said fund are hereby appropriated

94+to facilitate the implementation of a pilot program as described in

97+Department or in coordination with the Department . Expenditures
98+from said fund shall be made upon warrants issued by the State
99+Treasurer against claims filed as prescribed by law with the
100+Director of the Office of Management and Enterprise Serv ices for
101+approval and payment .
102+B. The State Department of Health shall utilize funds deposited
103+to the School Nurse Pilot Program Rev olving Fund for the purpose of
104+implementing a pilot program to deliver school nur se services that
105+address health, mental health, and social services needs of students
106+and families to promote the ability for students to have the best
107+opportunity to learn an d be successful in their public school
108+district. Such pilot program shall include the following criteria
109+and limitations:
110+1. Encompass a contiguous three -county area with no more than
111+twenty percent (20%) of the area's school districts having
112+enrollments greater than three thousand (3,000) weighted average
113+daily membership as calculated by the State Department of Education
114+the year of the pilot program's inception; and
115+2. Have consolidated implementation coordinated by a single
116+nonprofit provider.

35213 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLA HOMA:

37214 SECTION 1. AMENDATORY 63 O.S. 2021, Section 7301, is
38215 amended to read as follows:

40216 Section 7301. A. The Oklahoma Health Care Authority and the
41217 State Department of Health shall collaborate to identify benchmarks
42218 and develop goals to reduce the incidence rates of, improve health
43219 care services for, and control complications resulting from
44220 diabetes.

48221 B. The Authority and the Department shall submit a report to
49222 the President Pro Tempore of the Senate and, the Speaker of the
50223 House of Representatives, and the Governor by January 10th of odd-
51224 numbered years January 10 of every fifth year. Such report shall

54252 1. The fiscal impact of all types of diabetes on the Authority,
55253 the Department, and county health d epartments including the number
56254 of persons with diabe tes receiving services through the Authority,
57255 the Department, and county h ealth departments;

59256 2. The fiscal impact of diabetes o n the Authority, the
60257 Department, and county heal th departments in compariso n to other
61258 chronic diseases;

63259 3. An assessment of the benefits of diabetes prevention
64260 programs including a summary of funding d irected to the Authority
65261 and the Department from the Oklahoma State Legislature;
66-
67262 4. A description of coordination between the Au thority and the
68263 Department including, but not limited to, programs relating to the
69264 treatment and prevention of all forms of dia betes;
70-
71265 5. Detailed action plans for battling diabetes with actionable
72266 items for consideration by the Legislature including, but not
73267 limited to, steps to reduce the impact of diabete s, pre-diabetes,
74268 and related diabetes complications;
75-
76269 6. Identification of expected outcomes of the action steps and
77270 benchmarks for controlling and preventing all forms of diab etes; and
78-
79271 7. The development of a detailed budget blueprint identifying
80272 needs, costs, and resources required to implement the plan provided
81273 for in this act section. Such blueprint shall include a budget
82274 range for all options presented in the plan for con sideration by the
83275 Legislature.

87304 extent practicable, provide components of the up coming report as
88305 listed in subsection B of this sectio n upon request to the President

94308 D. The provisions of this act section shall be limited to
95309 diabetes information, data, initiatives, and programs within the
96310 Authority and the Department prior to the effective date of this act
97311 November 1, 2015, unless there is available funding for diabete s in
98312 each agency that may be used for new research, data collection
99313 reporting or other requirements of this act section.
