38	39		An Act relating to school finances; amendi ng 70 O.S.

40	41		Finance Review Commission; di recting the Commission
41	42		to conduct a review of certain matters; providing an
42	43		effective date; and declaring an emergency .

48	49		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
49	50		SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-117.3, is
50	51		amended to read as foll ows:
51	52		Section 3-117.3. A. The School Finance Review Commission shall
52	53		conduct a review of all matters related to school finance , including
53	54		but not limited to teacher:
54	55		1. Teacher compensation, and benefits and administration;
55	56		2. Administrative costs including administrative functions that
56	57		may be shared between school districts;
57	58		3. Opportunities for school districts to be operated i n a cost-
58	59		effective manner;
59	60		4. Variances in per-pupil and administrative expenditures amon g
60	61		school districts with compara ble enrollment, demographics, and
61	62		outcomes on statewide assessments; and

88	90		5. Expenditures that are not directly or sufficiently related
89	91		to improving student outcomes .
90	92		B. The Commission shall submit a report of its findings t o the
91	93		Governor, the President Pro Te mpore of the Senate, and the Speaker
92	94		of the House of Representatives no later than D ecember 31, 2023, and
93	95		every subsequent four (4 ) years by December 31.
94	96		SECTION 2. This act shall become effective July 1, 2023.
95	97		SECTION 3. It being immediately necessary for the preservation
96	98		of the public peace, health , or safety, an emergency is hereby
97	99		declared to exist, by reason whereof thi s act shall take effect and
98	100		be in full force from and after its pas sage and approval.
