BILL NO. 45 By: Bergstrom of the Senate
and
Hasenbeck of the House
An Act relating to school finances; amendi ng 70 O.S.
2021, Section 3-117.3, which relates to the School
Finance Review Commission; di recting the Commission
to conduct a review of certain matters; providing an
effective date; and declaring an emergency .
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
SECTION 1. AMENDATORY 70 O.S. 2021, Section 3-117.3, is
amended to read as follows:
Section 3-117.3. A. The School Finance Review Commission shall
conduct a review of all matters related to school finance , including
but not limited to teacher:
1. Teacher compensation, and benefits and administration;
2. Administrative costs including administrative functions that
may be shared between school districts;
3. Opportunities for school districts to be operated i n a cost-
effective manner;
4. Variances in per-pupil and administrative expenditures amon g
school districts with comparable enrollment, demographics, and
outcomes on statewide assessments; and

5. Expenditures that are not directly or sufficiently related
to improving student outcomes .
B. The Commission shall submit a report of its findings t o the
Governor, the President Pro Tempore of the Senate, and the Speaker
of the House of Representatives no later than D ecember 31, 2023, and
every subsequent four (4 ) years by December 31.
SECTION 2. This act shall become effective July 1, 2023.
SECTION 3. It being immediately necessary for the preservation
of the public peace, health , or safety, an emergency is hereby
declared to exist, by reason whereof thi s act shall take effect and
be in full force from and after its pas sage and approval.
