SENATE BILL NO. 875 	By: Bullard and Bergstrom 
 
 
 
 
 
An Act relating to higher education; allowing certain 
institutions of higher educatio n to require employees 
to complete training or pro fessional developmen t on 
certain topics; allowing certain institutions of 
higher education to provide optional training or 
professional development on other topics; allowing 
employees to opt out of certain training or 
professional development; providing for promulgation 
of rules; providing for codification; providing an 
effective date; and declaring an emergency . 
 
 
 
 
BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA: 
SECTION 1.     NEW LAW     A new section of law to be co dified 
in the Oklahoma Statu tes as Section 3234 of Title 70, unless there 
is created a duplication in numbering, reads as follows: 
A.  An institution of higher education within T he Oklahoma State 
System of Higher Education may require employees to complete 
training or professional development on the following topics: 
1.  Sexual harassment; 
2.  General safety and haz ard communications; 
3.  Fire safety; and 
4.  Conflicts of interest.

B.  An institution of higher education within The Oklahoma State 
System of Higher Education may provide employees with optional 
training or professional development on other topics as deemed 
appropriate by the governing board of regents for the instituti on; 
provided, however, an employee m ay opt out of optional training or 
professional development without re prisal or retaliation from the 
institution. 
C.  The Oklahoma State Regents for Higher Educatio n shall 
promulgate rules to implement the provisions of this act. 
SECTION 2. This act shall become effective July 1, 2023. 
SECTION 3.  It being immediately necessary for the preservation 
of the public peace, health , or safety, an emergency is here by 
declared to exist, by reason wher eof this act shall take effect a nd 
be in full force from and after its passage and approval.
