NEW LAW A new section of law to be co dified in the Oklahoma Statutes as Section 3234 of Title 70, unless there is created a duplication in numbering, reads as follows: A. A state educational institution within The Oklahoma State System of Higher Education may require employees to complete training or professional development on the following topics : 1. Cybersecurity; 6. Information technology compliance and data protection, including Family Educational Rights and Pr ivacy Act (FERPA) requirements; 7. Mental health awareness and suicide prevention; 8. Substance abuse and alcohol abuse; 9. Emergency management, including active shooter training and weather preparedness ; 10. Accreditation trainings to maintain appropriate institution and program accreditation; 11. Procurement compliance and purchasing requirement s; 12. Athletic training to remain in compliance with athletic guidelines and rules ; 13. Supervisor and management training; 14. Facilities maintenance ; 15. Americans with Disabilities Act (ADA) compliance; 16. Health Insurance Portability and Accountab ility Act (HIPAA) compliance; 17. De-escalation and conflict resolution; 18. A state educational institution within The Oklahoma State System of Higher Educ ation may provide employees with optional training or professional development on other topics as deemed appropriate by the governing board of regents for the inst itution; provided, however, an employee may opt out of optional training or professional development without reprisal or retaliation from the institution. C. The Oklahoma State Regents for Higher Educatio n shall promulgate rules to implement the provisions of this act. SECTION 2. This act shall become effective July 1, 2023. SECTION 3. It being immediately necessary for the preservation of the public peace, health , or safety, an emergency is here by declared to exist, by reason wher eof this act shall take effect a nd be in full force from and after its passage and approval. 59-1-8176 EK 04/11/23
