146	57		BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:
147	58		SECTION 1. AMENDATORY 47 O.S. 2021, Section 6 -101, as
148	59		last amended by Section 5, Chapter 47, 1st Extraordinary Session,
149	60		O.S.L. 2023 (47 O.S. Supp. 2023, Section 6 -101), is amended to read
150	61		as follows:
151		-	Section 6-101. A. No person, excep t those hereinafter
152		-	expressly exempted in Sections 6-102 and 6-102.1 of this title,

	89	+	Section 6-101. A. No person, except those hereinafter
	90	+	expressly exempted in Sections 6 -102 and 6-102.1 of this title,
	91	+	shall operate any motor vehicle upon a highway in this state unless
180	92		the person has a valid Oklahoma driver license for the class of
181	93		vehicle being operated under the provisions of this title. No
182	94		person shall be permitted to possess more than one valid license at
183	95		any time, except as provided in paragraph 4 of subsection F of this
184	96		section.
185	97		B. 1. No person shall operate a Class A co mmercial motor
186	98		vehicle unless the person is eighteen (18) years of age or older and
187	99		holds a valid Class A commercial license, except as provided in
188	100		paragraph 5 of this subsection and subsection F of this section.
189	101		Any person holding a valid Class A commerc ial license shall be
190	102		permitted to operate motor vehicles in Classes A, B, C and D, except
191	103		as provided for in paragraph 4 of this subsection.
192	104		2. No person shall operate a Class B commercial motor vehicle
193	105		unless the person is eighteen (18) years of age or o lder and holds a
194	106		valid Class B commercial license, except as provided in paragraph 5
195	107		of subsection F of this section. Any person holding a valid Class B
196	108		commercial license shall be permitted to operate motor vehicles in
197	109		Classes B, C and D, except as provi ded for in paragraph 4 of this
198	110		subsection.
199	111		3. No person shall operate a Class C commercial motor vehicle
200	112		unless the person is eighteen (18) years of age or older and holds a
201		-	valid Class C commercial li cense, except as provided in subsection F
202		-	of this section. Any person holding a valid Class C com mercial

	141	+	of this section. Any person holding a valid Class C commercial
229	142		license shall be permitted to operate motor vehicles in Classes C
230	143		and D, except as provided for in paragraph 4 of this subsection.
231	144		4. No person under twenty -one (21) years of age sha ll be
232	145		licensed to operate any motor vehicle which is required to be
233	146		placarded for hazardous materials pursuant to 49 C.F.R., Part 172,
234	147		subpart F, except as provided in subsection F of this section;
235	148		provided, a person eighteen (18) years of age or older may be
236	149		licensed to operate a farm vehicle which is required to be placarded
237	150		for hazardous materials pursuant to 49 C.F.R., Part 172, subpart F,
238	151		except as provided in subsection F of this section.
239	152		5. A person at least seventeen (17) years of age who
240	153		successfully completes all exa minations required by law may be
241	154		issued by Service Oklahoma:
242	155		a. a restricted Class A commercial license which shall
243	156		grant to the licensee the privilege to operate a Class
244	157		A or Class B commercial motor vehicle for harvest
245	158		purposes or a Class D motor vehicle , or
246	159		b. a restricted Class B commercial license which shall
247	160		grant to the licensee the privilege to operate a Class
248	161		B commercial motor vehicle for harvest purposes or a
249	162		Class D motor vehicle.
250		-	6. No person shall operate a Class D motor vehicle unless the
251		-	person is sixteen (16) years of age or older a nd holds a valid Class
252		-	D license, except as provided for in Section 6 -102 or 6-105 of this

	190	+	6. No person shall operate a Class D motor vehicle unless the
	191	+	person is sixteen (16) years of age or older and holds a valid Class
	192	+	D license, except as provided for in Section 6 -102 or 6-105 of this
279	193		title. Any person holding a valid Class D license shall be
280	194		permitted to operate motor vehicles in Class D only.
281	195		C. Any person issued a driver license pursuant to this section
282	196		may exercise the privilege thereby granted upon all streets and
283	197		highways in this state.
284	198		D. No person shall operate a motorcycle or motor -driven cycle
285	199		without having a valid Class A, B, C or D license with a motorcycle
286	200		endorsement. Except as otherwise provided by law, any new applicant
287	201		for an original driver license shall be required to successfully
288	202		complete a written examination, vision examination and driving
289	203		examination for a motorcycle as prescrib ed by the Department of
290	204		Public Safety, in conjunction with Service Oklahoma, and a certified
291	205		state-approved motorcycle basic rider course approved by the
292	206		Department, in conjunction with Service Oklahoma, if the applicant
293	207		is seventeen (17) years of age or y ounger to be eligible for a
294	208		motorcycle endorsement thereon. The written examination and driving
295	209		examination for a motorcycle shall be waived by Service Oklahoma
296	210		upon verification that the person has successfully completed a
297	211		certified Motorcycle Safety Fou ndation rider course approved by the
298	212		Department, in conjunction with Service Oklahoma.
299		-	E. Except as otherwise provided by law, any person who lawfully
300		-	possesses a valid Oklahoma driver license which is eligible for
301		-	renewal shall be required to successfully complete a written

	240	+	E. Except as otherwise provided by law, any person who lawfully
	241	+	possesses a valid Oklahoma driver license which is eligible for

338	253		F. 1. Any person eighteen (18) years of age or older may apply
339	254		for a restricted Class A, B or C commercial learner permit. Service
340	255		Oklahoma, after the applicant has passed all parts of the
341	256		examination for a Class D license and has successfully passed all
342	257		parts of the examination for a Class A, B or C commercial license
343	258		other than the driving e xamination, may issue to the applicant a
344	259		commercial learner permit which shall entitle the person having
345	260		immediate lawful possession of the commercial learner permit and a
346	261		valid Oklahoma driver license or provisional driver license pursuant
347	262		to Section 6-212 of this title to operate a Class A, B or C
348	263		commercial motor vehicle upon the public highways solely for the
349		-	purpose of behind-the-wheel training in accordance with rules
350		-	promulgated by the Department.
351		-	2. This commercial learner permit shall be issued for a period
352		-	as provided in Section 6 -115 of this title of one hundred eighty

	291	+	purpose of behind-the-wheel training in accordance with rules
	292	+	promulgated by the Department.
	293	+	2. This commercial learner perm it shall be issued fo r a period
	294	+	as provided in Section 6 -115 of this title of one hundred eighty
379	295		(180) days, which may be renewed one time for an additional one
380	296		hundred eighty (180) days; provided, such commercial learner permit
381	297		may be suspended, revoked, canceled, denied or d isqualified at the
382	298		discretion of the Department, with notice to Service Oklahoma, for
383	299		violation of the restrictions, for failing to give the required or
384	300		correct information on the application or for violation of any
385	301		traffic laws of this state pertaining to the operation of a motor
386	302		vehicle. Except as otherwise provided, the lawful possessor of a
387	303		commercial learner permit who has been issued a commercial learner
388	304		permit for a minimum of fourteen (14) days may have the restriction
389	305		requiring an accompanying dri ver removed by satisfactorily
390	306		completing a driver's examination; provided, the removal of a
391	307		restriction shall not authorize the operation of a Class A, B or C
392	308		commercial motor vehicle if such operation is otherwise prohibited
393	309		by law.
394	310		3. No person shall ap ply for and Service Oklahoma shall not
395	311		issue an original Class A, B or C driver license until the person
396	312		has been issued a commercial learner permit and held the permit for
397	313		at least fourteen (14) days. Any person who currently holds a Class
398	314		B or C license and who wishes to apply for another class of
399		-	commercial driver license shall be required to apply for a
400		-	commercial learner perm it and to hold the permit for at least
401		-	fourteen (14) days before applying for the Class A or B license, as
402		-	applicable. Any person who currently holds a Class A, B or C

	342	+	commercial driver license shall be required to apply for a
	343	+	commercial learner permit and to hold the permit for at least
	344	+	fourteen (14) days before applying for the Class A or B license, as
	345	+	applicable. Any pers on who currently holds a Class A, B or C
429	346		license and who wishes to add an endorsement or remove a restriction
430	347		for which a skills examination is required shall be required to
431	348		apply for a commercial learner permit and to hold the permit for at
432	349		least fourteen (14) days before applying for the endorsement.
433	350		4. A commercial learner permit shall be issued by Service
434	351		Oklahoma as a separate and unique document which shall be valid only
435	352		in conjunction with a valid Oklahoma driver license or prov isional
436	353		driver license pursuant to Section 6 -212 of this title, both of
437	354		which shall be in the possession of the person to whom they have
438	355		been issued whenever that person is operating a commercial motor
439	356		vehicle as provided in this subsection.
440	357		5. After one renewal of a commerci al learner permit, as
441	358		provided in paragraph 2 of this subsection, a commercial permit
442	359		shall not be renewed again. Any person who has held a commercial
443	360		learner permit for the initial issuance period and one renewal
444	361		period shall not be eligible for and Serv ice Oklahoma shall not
445	362		issue another renewal of the permit; provided, the person may
446	363		reapply for a new commercial learner permit, as provided for in this
447	364		subsection.
448	365		G. 1. For purposes of this title:
449		-	a. "REAL ID Compliant Driver License" or "Identification
450		-	Card" means a driver license or identific ation card
451		-	issued by this state that has been certified by the
452		-	United States Department of Ho meland Security (USDHS)

	393	+	a. "REAL ID Compliant Driver License" or "Identificati on
	394	+	Card" means a driver license or identification card
	395	+	issued by this state that has been certified by the
	396	+	United States Department of Homeland Security (USDHS)
479	397		as compliant with the requirements of the REAL ID Act
480	398		of 2005, Public Law No. 109-13. A REAL ID Compliant
481	399		Driver License or Identification Card and the process
482	400		through which it is issued incorporate a variety of
483	401		security measures designed to protect the integrity
484	402		and trustworthiness of the license or card. A REAL ID
485	403		Compliant Driver License or Ide ntification Card will
486	404		be clearly marked on the face indicating that it is a
487	405		compliant document, and
488	406		b. "REAL ID Noncompliant Driver License" or
489	407		"Identification Card" means a driver license or
490	408		identification card issued by this state th at has not
491	409		been certified by the United States Department of
492	410		Homeland Security (USDHS) as being compliant with the
493	411		requirements of the REAL ID Act of 2005. A REAL ID
494	412		Noncompliant Driver License or Identification Card
495	413		will be clearly marked on the face indicating that it
496	414		is not compliant with the federal REAL ID Act of 2005
497	415		and is not acceptable for official federal purposes.
498	416		The driver license or identification card will have a
499		-	unique design or color indicator that clearly
500		-	distinguishes it from a compliant license or card .

	446	+	2. Original Driver License and Identification Card Issuance:
528	447		a. Application for an original REAL ID Compliant or REAL
529	448		ID Noncompliant Driver License or Identification Card
530	449		shall be made to Service Oklahoma.
531	450		b. Service Oklahoma employees shall perform all do cument
532	451		recognition and other requirements needed for approval
533	452		of an original REAL ID Compliant or REAL ID
534	453		Noncompliant Driver License or Identification Card
535	454		application.
536	455		c. Upon approval of an original REAL ID Compliant or REAL
537	456		ID Noncompliant Driver Licen se or Identification Card
538	457		application, the applicant may take the approved
539	458		application document to a licensed operator to receive
540	459		a temporary driver license or identification card.
541	460		d. The licensed operator shall process the approved REAL
542	461		ID Compliant or REAL ID Noncompliant Driver License or
543	462		Identification Card application and upon payment shall
544	463		provide the applicant a temporary driver license or
545	464		identification card. A temporary driver license or
546	465		identification card shall afford the ho lder the
547	466		privileges otherwise granted by the specific class of
548	467		driver license or identification card for the period
549		-	of time listed on the temporary driver license or
550		-	identification card or the period of time prior to the
551		-	applicant receiving a RE AL ID Compliant or REAL ID

580	500		3. REAL ID Compliant Driver License and Identification Card
581	501		Renewal and Replacement:
582	502		a. Application for renewal or replacement of a REAL ID
583	503		Compliant Driver License or Identi fication Card may be
584	504		made to Service Oklahoma or to a licensed operator;
585	505		provided, such licensed operator is authorized to
586	506		process application for REAL ID Compliant Driver
587	507		Licenses and Identification Cards. A licensed
588	508		operator may process the voluntary do wngrade of a REAL
589	509		ID Compliant Commercial Driver License to any lower
590	510		class license upon request of the licensee; provided,
591	511		no additional endorsements or restrictions are placed
592	512		on the license.
593	513		b. Service Oklahoma employees or authoriz ed licensed
594	514		operators shall perform all document recognition and
595	515		other requirements needed for approval of a renewal or
596	516		replacement REAL ID Compliant Driver License or
597	517		Identification Card application.
598		-	c. Upon approval of a renewal or replace ment REAL ID
599		-	Compliant Driver License or Identification Card
600		-	application, the applicant may receive a temporary

629	550		d. A temporary driver license or identification card
630	551		acquired under the provisions o f this paragraph shall
631	552		afford the holder the privileges otherwise granted by
632	553		the specific class of driver license or identification
633	554		card being renewed or replaced for the period of time
634	555		listed on the temporary driver license or
635	556		identification card or the p eriod of time prior to the
636	557		applicant receiving a REAL ID Compliant Driver License
637	558		or Identification Card, whichever time period is
638	559		shorter.
639	560		e. For purposes of this title, an application for a REAL
640	561		ID Compliant Driver License or Identif ication Card by
641	562		an individual with a valid Oklahoma -issued driver
642	563		license or identification card shall be considered a
643	564		renewal of a REAL ID Compliant Driver License or
644	565		Identification Card.
645	566		4. REAL ID Noncompliant Driver License and Identification Card
646	567		Renewal and Replacement:
647		-	a. Application for renewal or replacement of a REAL ID
648		-	Noncompliant Driver License or Identification Card may
649		-	be made to Service Oklahoma or to a licensed operator.
650		-	A licensed operator may process the voluntary

681	603		b. Service Oklahoma employees or licensed operators shall

686	608		c. Upon approval of a renewal or replacement REAL ID
687	609		Noncompliant Driver License or Identification Car d
688	610		application, the applicant may receive a temporary
689	611		driver license or identification card from Service
690	612		Oklahoma or a licensed operator.
691	613		d. A temporary driver license or identification card
692	614		acquired under the provisions of this paragraph shall
693	615		afford the holder the privileges otherwise granted by
694	616		the specific class of driver license or identification
695	617		card being renewed or replaced for the period of time
696	618		listed on the temporary driver license or

885	811		Beginning November 1, 2022, Six Dollars and seventy -five cents
886	812		($6.75) of a 4-year license or Thirteen Dollars and fifty cents
887	813		($13.50) of an 8-year license shall be deposited to the Service
888	814		Oklahoma Computer Imaging System Revolving Fund to be used solely
889	815		for the purpose of administration and maintenance of the
890	816		computerized imaging system of Service Oklahoma;
891	817		3. Ten Dollars ($10.00) of a 4 -year license or Twenty Dollars
892	818		($20.00) of an 8-year license shall be deposited to the Department
893	819		of Public Safety Revolving Fund for all original or renewal
894	820		issuances of licenses through October 31, 20 22. Beginning November
895	821		1, 2022, Ten Dollars ($10.00) of a 4 -year license or Twenty Dollars
896		-	($20.00) of an 8-year license shall be deposited t o the Service
897		-	Oklahoma Revolving Fund for all original or renewal issuances of

930	857		O. 1. Through May 31, 2025, any person sixty -two (62) to
931	858		sixty-four (64) years of age during the calendar year of issuance or
932	859		renewal of a Class D license or motorcycle endorsement shall be
933	860		charged the following prorated fee:
934	861		4-year 8-year

938	865		2. Any person sixty -five (65) years of age or older during the
939	866		calendar year of issuance or renewal of a Class D license or
940	867		motorcycle endorsement shall not be charged a fee.
941	868		P. No person who has bee n honorably discharged from active
942	869		service in any branch of the Armed Forces of the United States or
943	870		Oklahoma National Guard and who has been certified by the United
944	871		States Department of Veterans Affairs, its successor or the Armed
945	872		Forces of the United Sta tes to be a disabled veteran in receipt of
946		-	compensation at the one-hundred-percent rate for a permanent
947		-	disability sustained through m ilitary action or accident resulting
948		-	from disease contracted while in such active service and regi stered

977	905		replacement or renewal of an Oklahoma driver license; provided, that
978	906		if a veteran has been previously exempt from a fee pursuant to this
979	907		subsection, no registration with the veterans registry shall be
980	908		required.
981	909		Q. In accordance with the provisions of subsection G of this
982	910		section, Service Oklahoma is authorized to promulgate rules for the
983	911		issuance and renewal of driver licenses authorized pursuant to th e
984	912		provisions of Sections 6 -101 through 6-309 of this title; provided,
985	913		that no such rules applicable to the issuance or renewal of REAL ID
986	914		Noncompliant Driver Licenses shall create more stringent standards
987	915		than such rules applicable as of January 1, 2017, u nless directly
988	916		related to a specific change in statutory law concerning standards
989	917		for REAL ID Noncompliant Driver Licenses. Applications, upon forms
990	918		approved by Service Oklahoma, for such licenses shall be handled, in
991	919		accordance with the provisions of sub section G of this section, by
992	920		the licensed operator; provided, Service Oklahoma is authorized to
993	921		assume these duties in any county of this state. Each licensed
994	922		operator accepting applications for driver licenses shall receive
995	923		Six Dollars ($6.00) for a 4-year REAL ID Noncompliant Driver License
996		-	or Twelve Dollars ($12.00) for an 8-year REAL ID Noncompliant Driver
997		-	License or Ten Dollars ($ 10.00) for a 4-year REAL ID Compliant
998		-	Driver License or Twenty Dollars ($20.00) for an 8 -year REAL ID

1027	956		Beginning July 1, 2022, and ending on June 30, 2023, each motor
1028	957		license agent or licensed operator accepting applicat ions for driver
1029	958		licenses for individuals over the age of sixty -five (65) years or
1030	959		for applications for drivers pursuant to subsection P of this
1031	960		section shall receive Six Dollars ($6.00) for a 4 -year driver
1032	961		license or Twelve Dollars ($12.00) for an 8 -year driver license to
1033	962		be deducted daily by the motor license agent or licensed operator
1034	963		receipts. Beginning July 1, 2023, these fees shall be retained by
1035	964		the licensed operator pursuant to subsection E of Section 1141.1 of
1036	965		this title. The fees received by the licensed operator, au thorized
1037	966		by this subsection, shall be used for operating expenses. The
1038	967		amount retained pursuant to this subsection shall not be retained by
1039	968		any state agency. The fees received by the licensed operator,
1040	969		authorized by this subsection, shall be used for ope rating expenses.
1041	970		For purposes of this subsection, "licensed operator" shall mean an
1042	971		individual who obtains a license from the Service Oklahoma Operator
1043	972		Board to operate a designated Service Oklahoma location and offers
1044	973		third-party fulfillment of designate d services to be rendered by
1045	974		Service Oklahoma.
1046		-	R. Notwithstanding the provisions of Section 1104 of this title

1079	1009		The next Five Hundred Thousand Dollars ($500,000.00) of monies
1080	1010		collected pursuant to this section shall be paid by the Tax
1081	1011		Commission to the State Treasurer to be deposited each fiscal year
1082	1012		under the provisions of this section to the credit of the Department
1083	1013		of Public Safety Restricted Revolving Fund for the purpose of the
1084	1014		Oklahoma Law Enforcement Telecommunications System. All other
1085	1015		monies collected in excess of Five Hundred Sixty Thousand Dollars
1086	1016		($560,000.00) each fiscal year shall be apportioned as provided in
1087	1017		Section 1104 of this title, except as otherw ise provided in this
1088	1018		section.
1089	1019		S. Service Oklahoma shall retain the images displayed on
1090	1020		licenses and identification cards issued pursuant to the provisions
1091	1021		of Sections 6-101 through 6-309 of this title which may be used
1092	1022		only:
1093	1023		1. By a law enforcement agency for purposes of cri minal
1094	1024		investigations, missing person investigations or any law enforcement
1095		-	purpose which is deemed necessary by the Commissioner of Public
1096		-	Safety;
1097		-	2. By the driver licensing agency of another state for its
1098		-	official purpose; and

1127	1058		Telecommunications System (OLETS) or the National Law Enforcement
1128	1059		Telecommunications System (NLETS) to receive photographs or
1129	1060		computerized images may obtain them through OLETS or th rough NLETS.
1130	1061		Photographs or computerized images may be obtained by law
1131	1062		enforcement one inquiry at a time.
1132	1063		The computer system and related equipment acquired for this
1133	1064		purpose must conform to industry standards for interoperability and
1134	1065		open architecture. T he Department of Public Safety may promulgate
1135	1066		rules to implement the provisions of this subsection.
1136	1067		T. No person may hold more than one state -issued or territory-
1137	1068		issued REAL ID Compliant Driver License or REAL ID Compliant
1138	1069		Identification Card from Oklahom a or any other state or territory.
1139	1070		Service Oklahoma shall not issue a REAL ID Compliant Driver License
1140	1071		to a person who has been previously issued a REAL ID Compliant
1141	1072		Driver License or REAL ID Compliant Identification Card until such
1142	1073		license or identificat ion card has been surrendered to Service
1143	1074		Oklahoma by the applicant. Service Oklahoma may promulgate rules
1144		-	related to the issuance of replacement REAL ID Compliant Driver
1145		-	Licenses in the event of loss or the ft.
1146		-	U. Beginning May 24, 2021, and ending on June 30, 2023, in
1147		-	addition to the amounts provided in subsection Q of this section, a
1148		-	licensed operator shall receive Five Dollars ($5.00) for ea ch

	1104	+	U. Beginning May 24, 2021, and ending on Jun e 30, 2023, in

	1106	+	licensed operator shall receive Five Dollars ($5.00) for each
1175	1107		processed application for a REAL ID Compliant 4 -year Driver License
1176	1108		and Ten Dollars ($10.0 0) for each processed application for a REAL
1177	1109		ID Compliant 8-year Driver License. Any additional amounts provided
1178	1110		pursuant to this subsection shall not be retained by Service
1179	1111		Oklahoma.
1180	1112		V. 1. No later than November 1, 2025, all credentials,
1181	1113		including REAL ID Compliant and REA L ID Noncompliant driver licenses
1182	1114		and identification cards, processed in this state by Service
1183	1115		Oklahoma or a licensed operator shall be printed primarily within
1184	1116		the boundaries of this state. In the event of an emergency or if
1185	1117		not economically feasible and practicable, Service Oklahoma may
1186	1118		elect, with notice to the Governor, the President Pro Tempore of the
1187	1119		Oklahoma State Senate, and the Speaker of the Oklahoma House of
1188	1120		Representatives, to print the credentials outside the boundaries of
1189	1121		this state. Service Oklahoma may promulgate rules to implement the
1190	1122		provisions of this subsection.
1191	1123		2. An applicant for a credential to be issued by Service
1192	1124		Oklahoma, including REAL ID Compliant and REAL ID Noncompliant
1193	1125		driver licenses and identification cards may request exp edited
1194		-	delivery of the credential. For those electing for expedited
1195		-	delivery, there shall be assessed, in addition to any other fees
1196		-	provided for by law, an expedit ed delivery fee of Forty Dollars
1197		-	($40.00), plus the cost of postage. The expedited delivery shall be
1198		-	deposited to the Service Oklahoma Re volving Fund.

	1153	+	delivery of the credential. For those electing for expedited
	1154	+	delivery, there shall be assessed, in addition to any other fees
	1155	+	provided for by law, an expedited delivery fee of Forty Dollars
	1156	+	($40.00), plus the cost of postage. The expedited deliver y shall be
	1157	+	deposited to the Service Oklahoma Revolving Fund.
1225	1158		3. If necessary to provide adequate secure facilities for the
1226	1159		processing and printing of credentials as set forth in this
1227	1160		subsection, Service Oklahoma is authorized to purch ase real estate
1228	1161		including, but not limited to, buildings or units, for no more than
1229	1162		appraised value or, in the alternative, the Executive Director of
1230	1163		Service Oklahoma is authorized to enter into a lease -purchase
1231	1164		agreement for the acquisition of such buildings or units from the
1232	1165		person or entity that will develop or build the buildings or units.
1233		-	For the purposes of the purchase or build -out of the new facility,
1234		-	Service Oklahoma is hereby e xempted from the requirements of the
1235		-	Public Competitive Bidding Act of 1974 as provided in Sections 1 01
1236		-	through 139 of Title 61 of the Okl ahoma Statutes. Service Oklahoma
1237		-	shall be required to collect multiple bids from qualified
1238		-	contractors for the build-out of new facilities.
1239	1166		SECTION 2. It being immediately necessary for the preservation
1240	1167		of the public peace, health or safety, an emergency is hereby
1241	1168		declared to exist, by re ason whereof this act shall take effect and
1242	1169		be in full force from and after its passage and approval.
