51210 SECTION 1. AMENDATORY 70 O.S. 2021, Section 11 -103.6, as
52-amended by Section 1, Chapter 9, O.S.L. 2023 (70 O.S. Supp. 2023,

55213 Section 11-103.6 A. 1. The State Board of Education shall
56214 adopt subject matter standards for instruction o f students in the
57215 public schools of this state that are necessary to ensure there is
58216 attainment of desired le vels of competencies in a variety of areas
59217 to include language, m athematics, science, social studies,
60218 communication, and health and physical educat ion.

62219 2. School districts shall develop and implement curriculum,
63220 courses and instruction in order to ensure that students meet the
64221 skills and competencies as set forth in th is section and in the
65222 subject matter standards adopted by the State Board of Educa tion.

67223 3. All students sha ll gain literacy at the elementary and
68224 secondary levels. Students shall develop sk ills in reading,
69225 writing, speaking, computing and critical thinki ng. For purposes of
70226 this section, critical thinking means a manner of analytical
71227 thinking which is logical and uses linear factual analysis to reach
72228 a conclusion. They shall learn about cul tures and environments -
73229 their own and those of others with whom they share the earth. All
74230 students shall receive the instruction needed to lead h ealthy and
75231 physically active lifestyles. Students, therefore, shall study
76232 social studies, literature, langua ges, the arts, health, mathematics
77233 and science. Such curricula s hall provide for the teaching of a

81262 4. The subject matter standards shall be designed to teach the
82263 competencies for which students shall be tested as provided in
83264 Section 1210.508 of this title, and shall be designed to prepare all
84265 students for active citi zenship, employment and/or successful
85266 completion of postsecondary education without the need for remedial
86267 coursework at the postsecondary level.

88268 5. The subject matter standa rds shall be designed with rigor as
89269 defined in paragraph 3 of subsection G of this section.

91270 6. The subject matter standards for English Language Arts shall
92271 give Classic Literature and nonfic tion literature equal
93272 consideration to other literature. In addi tion, emphasis shall be
94273 given to the study of complete works of literature.

96274 7. At a minimum, the subject ma tter standards for mathematics
97275 shall require mastery of the standard algorithms in mathematics,
98276 which is the most logical, efficient way of solving a problem that
99277 consistently works, and for students to attain fluency in Euclidian
100278 geometry.

102279 8. The subject matter standards for history, social studies and
103280 United States Government shall in clude study of important historical
104281 documents, including the Unit ed States Constitution, Declaration of
105282 Independence, Emancipation Proclamation, Fe deralist Papers and other

107310 States, and the conte nt of the United States naturalization test,
108311 with an emphasis on the specific content of the test and the ideas
109312 and concepts it references. Beginn ing with the 2022-2023 school
110313 year, the United States naturalization test shall be administered in
111314 accordance with subsection F of this section.

113315 9. The subject matter standa rds for United States Government
114316 shall include an emphasis on civics, the structur e and relationship
115317 between the national, state, county and local governments and
116318 simulations of the democrati c process. For the purposes of this
117319 section, "civics" means the study of the rights and duties of
118320 Oklahoma and United States citizens and of how t hose governments
119321 work.

121322 10. The subject matter standards for health and physical
122323 education shall include but not be limited to the domains of
123324 physical, emotional, social and intellectual health. Health
124325 literacy shall include the ability to obtain, process and understand
125326 basic health information and services needed to make appropriate
126327 health decisions. Health sh all also include the importance of
127328 proper nutrition and exercise, mental health and wellness, substance
128329 abuse, coping skills for understanding and managing trauma,
129330 establishing and maintaining positive relationships and responsible
130331 decision making. Physic al literacy shall include the ability to

192462 C. In lieu of the requirements of subsection B of this section
193463 which requires a college preparatory/w ork ready curriculum, a
194464 student may enroll in the core c urriculum as provided in subsection
195465 D of this section upon written app roval of the parent or legal
196466 guardian of the student. For students under the age of eighteen
197467 (18) school districts shall require a parent or legal guardian of
198468 the student to meet with a designee of the school prior to
199469 enrollment in the core curriculum. T he State Department of
200470 Education shall develop and distribute to school districts a form
201471 suitable for this purpose, which shall include information on the
202472 benefits to students of complet ing the college preparatory/work
203473 ready curriculum as provided for in s ubsection B of this section.

205474 D. For those students subject to the requirements of subsection
206475 C of this section, in order to graduate from a public high school
207476 accredited by the State Bo ard of Education with a standard diploma,

382-E. A school district may issue an alternate diploma to a
383-student who meets the definition of a stud ent with the most
384-significant cognitive disabilities and who participates in the
385-Oklahoma Alternate Assessment Program (OAAP) beginning in the 2023-
386-2024 school year. An alternate diploma shall be standards-based,
387-aligned with requirements for a standard d iploma, and obtained by
388-the school year in which a student turns twenty-two (22) years of
389-age.

391-F. An alternate diploma shall not terminate a Free and
392-Appropriate Public Education (FAPE) for students with an
393-Individualized Education Program (IEP) unless they reach the maximum
394-age of FAPE. The IEP team shall determine subsequent courses and
395-services for students who receive an alternat e diploma.

397-G. Students participating in the OAAP shall not be precluded
398-from attempting to meet the requirements of a standard diploma and
399-participation in the OAAP shall not determine a student's
400-educational setting under the Individuals with Disabilitie s

9191508 district from out of state after the seventh tenth grade, school
9201509 districts shall assess the knowledge of the student in eac h of the
9211510 areas of instruction listed in subsection A of this section. If the
9221511 school district determines that the transferred student has
9231512 successfully completed instruction in any or all of the areas of
9241513 personal financial literacy instruction at a previous school in
9251514 which the student was enrolled or if the student demonstrates
9261515 satisfactory knowledge of any or all of the areas of personal

9281517 district may exempt the student from completing instruct ion in that
